Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, and Minister of State in the Prime Minister’s Office, Personnel, Public Grievances and Pensions, Atomic Energy and Space, Dr. Jitendra Singh today said that Mission Karmayogi represents a fundamental shift in governance from a rule-based system to a role-based approach, equipping government officials with the competencies required to discharge their responsibilities effectively.
Addressing the third regional workshop of Sadhana Shrinkhla 2026 at Lucknow, the Minister said, Capacity Building Commission was conceptualised by PM Sh Narendra Modi ji who had initiated a series of governance reforms soon after he took over in 2024, and added that capacity building is central to the civil services transformation, with the ultimate objective of improving governance and public service delivery. He also lauded the Yogi Government for effective implementation of these governance reforms in Uttar Pradesh.
The two-day workshop, organised by the Capacity Building Commission in collaboration with the Government of Uttar Pradesh on October 23-24, brings together representatives from eight States and four Union Territories of the Northern Region to deliberate on transforming government training institutions into modern, competency-driven Capacity Building Institutions.
The workshop was graced by the presence of Chief Minister of Uttar Pradesh, Shri Yogi Adityanath. The programme was also attended by S. Radha Chauhan, Chairperson, Capacity Building Commission; Alka Mittal, Member, Capacity Building Commission; Shashi Prakash Goyal, Chief Secretary, Government of Uttar Pradesh; Devaraj, RUPAAM Director General Devaraj, Director Galong with senior officials of the Uttar Pradesh Government and representatives from various States and Union Territories.
Dr. Jitendra Singh said that the administrative reform journey initiated under Prime Minister Narendra Modi in 2014 has focused on simplifying procedures, strengthening public trust and making governance more accessible. Citing the removal of the requirement for gazetted officers to attest documents and the discontinuation of interviews for certain government recruitment processes, he said these measures reflected confidence in citizens and a commitment to fairness in public administration. He also referred to Rozgar Melas, CPGRAMS and Digital Life Certificates as examples of reforms that have simplified procedures and improved the delivery of public services.
Referring to CPGRAMS, the Minister said that annual public grievance registrations had increased from around two lakhs in 2014 to approximately 25 lakhs, reflecting greater public confidence in the grievance-redressal mechanism. With around 95–97 per cent of grievances being disposed of in a time-bound manner, citizens increasingly expect their concerns to receive a response. He also spoke about Digital Life Certificates, including the use of biometric and facial-recognition technologies, which have eased compliance for pensioners and reduced the need for cumbersome physical procedures.
The Minister said that the Capacity Building Commission represents an important institutional step in this reform journey. Capacity building must prepare government employees to move beyond routine file processing and develop the competencies required to perform their roles effectively. The objective, he said, is to create a civil service that is equipped to take responsibility, adapt to changing requirements and deliver tangible improvements in governance.
Dr. Jitendra Singh said that government training institutions must become central to this transformation. Traditionally custodians of institutional knowledge and experience, they need to evolve beyond delivering conventional training programmes and become Capacity Building Institutions that respond systematically to the competency requirements of government.
A structured framework can help them strengthen institutional governance and faculty capabilities, improve curricula and pedagogy, build partnerships, adopt technology and assess the outcomes of their interventions. Over time, this would enable institutions to develop specialised expertise and emerge as Centres of Excellence.
Referring to the principles of Tradition, Technology and Tangible Outcomes, the Minister said that these three elements provide a practical direction for strengthening capacity building under Mission Karmayogi. Training institutions represent tradition through accumulated knowledge and institutional experience; iGOT Karmayogi enables technology-driven learning at scale; and Human Resource Management Systems can connect competencies with the professional journeys and deployment of officials.
Integrating these elements can help government align the competencies required for a role with the learning undertaken by an official and the responsibilities subsequently assigned, giving practical meaning to the shift from rule to role.
The Minister congratulated Uttar Pradesh for its performance in implementing capacity-building initiatives. He said that more than 19 lakh officials and employees from the State had registered on iGOT Karmayogi, contributing to national participation of approximately 1.7 crore.
He also drew attention to the popularity of courses on Yoga and Artificial Intelligence among learners from Uttar Pradesh, describing this combination as an example of how traditional knowledge and modern technology can advance together. He commended the State administration for its efforts and said its performance could inspire other States.
Dr. Jitendra Singh also appreciated Uttar Pradesh’s contribution to UNNATI, the Unified New Age National Training Initiative, which connects training institutions to facilitate collaboration, resource sharing and alignment with government’s capacity-building requirements.
Referring to the figures cited during his address, he said that more than 370 training institutions from Uttar Pradesh had joined the initiative, against around 110 institutions nationally. He said that a stronger network of training institutions would support the exchange of expertise and good governance practices across States.
The Minister said that the success of capacity-building initiatives must ultimately be measured by their impact on the ground, rather than merely by the number of training programmes conducted or officials trained. Their contribution should be reflected in the competencies developed, institutional leadership nurtured and improvements achieved in government performance.
He added that training institutions should increasingly serve as centres of learning, mentorship and leadership development, working with academic institutions, industry and practitioners while remaining focused on citizen-centric governance.
Dr. Jitendra Singh also commended Uttar Pradesh for its contribution to good governance initiatives, recalling the State’s participation in the Good Governance Index and regional efforts to disseminate effective administrative practices. He expressed confidence that, under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh would continue to serve as a model for sharing good governance practices with other States and Union Territories.
The Minister expressed gratitude to Chief Minister Yogi Adityanath for his support and for facilitating the Sādhana Śhrinkhla workshop in Uttar Pradesh. He said the initiative provided an opportunity to bring together States and Union Territories to advance the transformation of government training institutions and strengthen the capacity of civil servants to deliver effective, accountable and citizen-centric governance.
