In furtherance of Prime Minister Shri Narendra Modi’s vision of “Sahkar se Samriddhi” and under the leadership of Union Home Minister and Minister of Cooperation Shri Amit Shah, sustained efforts are being undertaken to strengthen, modernise and professionalise the cooperative sector and build robust institutional capacities across the cooperative ecosystem. Strengthening training, skilling and capacity building of cooperative personnel and stakeholders constitutes an important component of this endeavour.

In this direction, the National-Level Agenda-Setting Consultation on the National Cooperative Training Framework (NCTF) 2026 was organised by “Tribhuvan” Sahkari University (TSU) in collaboration with the Ministry of Cooperation, Government of India, at Atal Akshaya Urja Bhawan, New Delhi, on 24 September 2026.

The Consultation meeting was inaugurated by Shri Krishan Pal Gurjar, Minister of State for Cooperation. It brought together senior officials of the Ministry of Cooperation and Ministry of Skill Development and Entrepreneurship, representatives of States and Union Territories, national-level cooperative federations, State Cooperative Unions, cooperative training institutions, sectoral developmental organisations, universities and other institutions engaged in training, skilling and capacity building in the cooperative sector.

Addressing the Consultation, Shri Krishan Pal Gurjar emphasised that the focus of cooperative training must be on quality and outcomes, and not merely on increasing the number of training programmes. He underlined the need for training interventions to result in stronger institutional capabilities, improved professional competencies and better outcomes for cooperative institutions and their members.

Speaking on the occasion, Prof. (Dr.) S. P. Singh, Vice-Chancellor, “Tribhuvan” Sahkari University, highlighted the importance of the National Cooperative Training Framework as an important enabler for realising the vision of “Sahkar se Samriddhi”.

He emphasised the need to bring together and strengthen the capabilities of institutions engaged in cooperative training and capacity building through a common and future-ready architecture capable of ensuring greater convergence, quality, relevance, reach and continuity, while remaining responsive to the diverse requirements of different States and regions.

The Agenda-Setting Consultation is the first of two National-Level Consultations envisaged under the NCTF process. It will be followed by five Regional-Level Consultations covering North, South, East, West and North-East India.
