Sanitation is a State subject. Swachh Bharat Mission (Grameen) [SBM(G)] Phase II is a Centrally Sponsored Scheme implemented by States/UTs in respective jurisdictions. SBM(G) Phase II was launched with effect from 1^st April 2020, with the focus on ODF sustainability with Solid & Liquid Waste Management (SLWM) and visual cleanliness in villages i.e. to convert villages from ODF to ODF Plus (Model). Department of Drinking Water and Sanitation (DDWS) monitors the status of Grey Water Management (GWM) under SBM(G) Phase-II as reported by States/UTs on the SBM(G) Integrated Management Information System (IMIS).

As per the information reported by the States/UTs on the SBM(G) IMIS, as on 07.08.2026, out of 5,86,944 villages 5,63,809 villages are reported to have been covered with Liquid Waste Management arrangements.

As per the SBM(G) Phase-II guidelines, various interventions can be undertaken for GWM such as constructions of soak-pit, leach-pit, magic-pit or kitchen garden at household level and Waste Stabilization Ponds, Constructed Wetland, Decentralized Wastewater Treatment System (DEWATS) and Phytorid Technology at community/village level. The SBM(G) IMIS does not capture details of category-wise rural drains (for example: open, closed, kutcha, or pucca drain) or unconnected or inadequate open drains.

As per the data reported by States/UTs on SBM(G) IMIS, as on 07.08.2026, a total of 42,98,194 community GWM assets have been reported. The State/UT-wise details of community GWM assets created, including community soak pits, drainage facilities and community treatment systems, as per data reported by the States/UTs on SBM(G) IMIS may be seen at Annexure-I.

DDWS, Ministry of Jal Shakti, Government of India has been providing financial and technical support to the States/UTs for implementation of SBM(G) Phase-II. In each Financial Year, funds are allocated to States/UTs based on their approved Annual Implementation Plan (AIP), past performance and budget availability.

States/UTs can plan for providing sanitation and SLWM facilities under the program as per demand, local preferences, etc. as per their AIP. Apart from budgetary support from DDWS and the corresponding State share, the remaining funds are to be dovetailed by States/UTs from the Finance Commission grants to Rural Local Bodies and MGNREGS/VB-G RAM G. States/UTs can also converge funds from other Central/State schemes, as applicable, CSR funds, MPLADS/MLALADS and revenue generation though business models, etc.

In addition to the SBM(G) Phase II Operational Guidelines, technical manuals and Standard Operating Procedures (SOPs) are provided by DDWS to States/UTs for capacity building of Gram Panchayats on various components of the programme. Under SBM(G) Phase II, for Greywater Management, financial support of up to Rs.280 per capita for villages up to 5000 population and up to Rs.660 per capita for villages above 5000 population is provided. In addition, awareness generation and capacity building interventions are be conducted by States/UTs at various levels to promote community participation, behavioural change and capacity building regarding GWM, including for preventing stagnation of wastewater in rural areas.
