ALLOCATIONS FOR SCs

The Department of Social Justice & Empowerment is the nodal department for Development Action Plan for Scheduled Castes (DAPSC), which is meant specifically for welfare of SCs. Under DAPSC, 39 obligated Ministries/ Departments allocate funds under their schemes benefitting SCs as per NITI Aayog guidelines. The expenditure under DAPSC is monitored by the Department of Social Justice & Empowerment.

Special Central Assistance (SCA) to Scheduled Cases (SCs) is part of DAPSC.
The Government has been implementing a Central Sector Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS). Now the nomenclature has been changed to National Action for Mechanised Sanitation Ecosystem” (NAMASTE) from 2023-24 subsuming components of SRMS.
The provisions for providing assistance to the identified manual scavengers for their rehabilitation and achievements thereto are as under: -
- One-time Cash Assistance of Rs. 40,000/- per family has been provided to all identified and eligible 58098 manual scavengers.
- Capital Subsidy upto Rs. 5,00,000/- has been provided to 2392 manual scavengers and their dependents to take up alternate self employment projects and 714 beneficiaries for sanitation related projects.
- Skill Development Training has been provided to 22294 manual scavengers and their dependents with stipend @ Rs. 3,000/- per month during the training period. The successfully trained candidates are also provided Government recognized training certificates and assistance for sustainable employments.
- Health Insurance under Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) to the families of manual scavengers.
