Understanding Central Vista
In the shadow of history with dreams of tomorrow, the Government of India is crafting a bold new chapter in the heart of New Delhi. The Central Vista redevelopment project - more than bricks and building is a symbol of India’s spirit. It’s a project to unify the governance structures, improving administrative productivity through closely connected, modern and purpose-designed offices. The Central Vista Complex is the Centre of administration of India as well as famous tourist attraction where major national festivals and ceremonial events are held. With new Parliament, modernized Secretariat buildings and green public spaces, this project reflects strong democracy aspiring towards innovation with efficiency and sustainability.
Following India’s independence, a series of Central Secretariat buildings including Udyog Bhawan, Nirman Bhawan, Shastri Bhawan, Rail Bhawan, and Krishi Bhawan were built between 1956 and 1968. These structures were developed to meet the growing need for office space to accommodate the expanding functions of Central Government ministries.
Central Vista Avenue stretches across the iconic Kartavya Path and the lush lawns surrounding India Gate. The renaming of Rajpath to Kartavya Path marks a meaningful transition - from a symbol of authority to a walkway that celebrates the people’s role in shaping the nation. It reflects shared responsibility and democratic pride.
Need For Redevelopment
The Central Vista Development Master Plan is a transformative blueprint to elevate administrative efficiency by crafting purpose-driven, state-of-the-art office spaces for governance. It envisions creating modern, adaptable, and eco-friendly infrastructure to support the dynamic needs of India’s Parliament, the Executive and Vice President's Enclaves, and an integrated Central Secretariat housing all ministries. The plan also revitalizes Kartavya Path as a people-centric civic space.
Beyond streamlining governance, the initiative places a strong emphasis on environmental sustainability—encouraging the use of public transport, prioritizing pedestrian access, and expanding green cover across the redeveloped zones. These efforts aim to reduce carbon footprints while shaping a future-ready administrative core for the nation.
What India Gains From A Renewed Vista
Governance Benefits –
- Bringing together all 51 Central Government Ministries into 10 Common Central Secretariat buildings will streamline the movement of resources resulting in more efficient and coordinated administration.
- Close-knit departmental layout combined with adaptable and modular floor designs will empower the government to operate with greater efficiency and enhanced productivity.
- Expanding office spaces will bridge the gap between current capacity and rising demand, introducing cutting-edge work environments that boost productivity. These facilities will meet global benchmarks in infrastructure and technology.

Social Benefits -
- Improved public spaces in the Central Vista, including the National Museum, IGNCA, reformed Kartavya Path, India Gate plaza and lawns.
- Nearly 80,000 square meters of government space within the North and South Blocks will be repurposed into public areas as these historic buildings transform into a National Museum complex.
- The renovated avenue will feature designated areas for social gatherings, offering visitors welcoming spots to enjoy leisurely activities.
Environmental Sustainability –
- Detailed Environment Impact Assessment carried out for all projects.
- Strict measures to reduce the environmental impact of the Central Vista project throughout its construction phase.
- These projects will collectively enhance the green cover as total of 40,573 trees are being planted and no existing trees removed in any project.
- Waste from dismantled buildings will be treated and recycled at a dedicated construction and demolition waste facility for use in construction.
Milestones Achieved
From Kartavya Path to Parliament to the Vice President’s Enclave, the Central Vista is reshaping how India’s governance institutions are planned and designed bringing them in line with contemporary architectural benchmarks.
Ongoing Projects
- Kartavya Bhawan
- The Kartavya Bhawan is set for inauguration on 6th of August, 2025 by Prime Minister Narendra Modi. It is the first of several planned Common Central Secretariat buildings designed to streamline administration and support efficient governance.
- It will be a modern office complex of about 1.5 lakh sq. meters spread over two basements and seven floors, housing key ministries including Home, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas, and the Principal Scientific Adviser.
- It will lead in sustainability with various power saving and recycling facilities resulting in 30% energy saving and also generating over 5.34 lakh units of electricity annually.
- Construction of Common Central Secretariat (CCS) -1,2 and 10, and Executive Enclave are in progress:
- CCS 1&2: These buildings are being constructed at Plot no. 137 (erstwhile IGNCA). Finishing & services provision is under progress in CCS 1 & CCS 2.
- CCS 10: This building is being constructed at Plot no. 138 (erstwhile Raksh Bhawan).
- CCS 6&7: CCS 6&7 is being constructed at the old VP residence and Vigyan Bhawan Annexe plot.
Central Vista Avenue Redevelopment Project
The Central Vista Avenue which stretches across the iconic Kartavya Path and the lush lawns surrounding India Gate has seen several modifications over time. However, it has preserved its core identity and continues to host national and public events, serve as a valued civic space, and attract tourists. As a result, its redevelopment became a key focus of the Central Vista Master Plan.
From paved walkways along the Kartavya Path, to pathways in the lawns and redeveloped canals, the work was completed in less than a year. The 85.3 hectare area has been redeveloped to enhance public access and civic amenities. Green cover has improved with 4,087 trees, up from 3,890 earlier. 16.5 km of walkways now support smooth pedestrian movement along newly refurbished canals and lawns.
