The dream of One Nation, One Law, One Symbol fulfilled A new start in Jammu & Kashmir and Ladakh

I salute the courage & spirit of my sisters & brothers from Jammu-Kashmir. Over the years, some selfish elements have misguided the people and ignored development through emotional blackmail. Now Jammu-Kashmir and Ladakh are free from the clutches of such people. They are ready for a new dawn and a better tomorrow.

Introduction

Earlier, Jammu and Kashmir was treated differently from other States of India. This kept the state away from the mainstream. Due to Article 370, most of the sections of the Constitution of India did not apply to the State of Jammu & Kashmir.

The Government erased the pain of the people by removing the provisions of Article 370 from Jammu & Kashmir and Ladakh, which had been lagging behind in the race of development for decades.With freedom from Article 370 and 35-A, Dr.Shyama Prasad Mukherjee’s resolve of ‘One Nation, One Law and One Head of the nation’ became a reality after 70 years of Independence.

Positive changes post-removal of Article 370

  • The Parliament accorded approval on 5th August 2019, for the removal of the special status given to Jammu & Kashmir under Article 370 and 35 A.
  • Many laws, like Child Marriage Act, Right to Education and Land Reforms are also effective here, now.
  • Valmiki, Dalit and Gorkha communities, living in the state for decades, are also now enjoying rights at par with the other residents of the state.
  • As per the recommendations of the 15th Finance Commission, the UT of Jammu & Kashmir and UT of Ladakh have been sanctioned a grant of Rs. 30,757 crore and Rs. 5,959 crore respectively, during 2020-21.
  • Under the flagship scheme of Pradhan Mantri Gram Sadak Yojana(PMGSY), 5300 Km of roads are being constructed in Jammu & Kashmir. Also, under the Global Investment Summit, MOU’s worth Rs 13,732 crore have been signed.
  • On 7 November, 2015, Prime Minister Narendra Modi announced a reconstruction scheme of about Rs. 80,000 crore known as the Prime Minister’s Development Package, to strengthen the Social-Economic infrastructure and for the development of Jammu & Kashmir and Ladakh.

Change in the milieu of Jammu & Kashmir, after the effective removal of Article 370 and 35A

  • 170 laws of Central Government, which were not applied earlier, have been applied in this region. Now the local residents and the residents of other states, enjoy the same rights.
  • For the people living in areas adjoining the international border, a provision of 3 per cent reservation in jobs and educational institutions has been effected.
  • After one year of freedom from Article 370, elections of Gram panchayats and Zilapanchayats were conducted successfully. In 2019 Block Development Council elections were held for the first time and the voter turnout was 98.3 percentage.

Benefits of Schemes reaching the beneficiaries directly

  • 4.4 lakh beneficiaries have been verified in Jammu & Kashmir under Ayushman BharatPradhan Mantri Jan Arogya Scheme.Under this scheme, 1.77 lakh treatments have been authorised in the hospitals of Jammu &Kashmir.
  • Under PM Kisan Scheme, 12.03 lakh beneficiaries have been included so far.
  • Under PM Awas Yojana (rural), 1.34 lakh homes have been sanctioned.
  • The people of Valmiki community, have the right to cast their vote for the first time, now.
  • Domicile law has been applied. According to the new definition of domicile, the personsresiding in Jammu & Kashmir for 15 or moreyears, will be treated as domiciles.
  • DBT payment’s and transportation by Central procurement agency under the market intervention scheme have stabilized the prices of apple.
  • The way has been paved for the resettlement of Kashmiri Pandits ousted from the Kashmir valley in1990.

Bringing the valley into the mainstream through Employment & Skill Development

  • Biggest recruitment campaign
  • 10,000 vacancies have been identified in the firstphase of the biggest ever recruitment campaign
  • As a part of the second phase of recruitment campaign, 12379 postshave been identified
  • Prime Minister mentioned about the Himayat Scheme in the program ‘Mann Ki Baat’. Approval has been accorded for training of 90,792 candidates under the Himayat Scheme.
  • Social sector
  • Back-to-village scheme has been implemented. Gazetted officers have to stay in the Panchayat and Blocks assigned to them, for two daysand one night, to understand the problems of people.
  • Kashmiri Kesar (Saffron) has received G.I tag. Now Kashmiri Saffron is reaching even the north-eastern states.
  • Ukhu village of Pulwama is all set to receive the tag of “Pencil WalaGaon”. 90 per cent of the country’s pencil slate is manufactured here.
  • Out of 50 newly sanctioned colleges, 48 colleges have been made operational with around 6,700 students.
  • Tourism sector
  • A total of 137 peaks of Himalayas have been opened for foreign tourists out of which, 15 mountain peaks are in Jammu Kashmir and Ladakh.
  • Indian Winter Games were organized at Gulmarg for the first time.
  • Zero-tolerance policy against terrorism
  • After the removal of article 370, the support base of separatists is diminishing. In 2018 fifty-eight, in 2019 seventy and in the year 2020, six leaders of Hurriyat were taken into custody. The security provided to the Hurriyat leaders at government expense has been withdrawn. 82 bank accounts of separatist were frozen.
  • The incidents of terror have significantly declined and there is a new found atmosphere of peace and security in the valley.

Unprecedented Development of Jammu & Kashmir and Ladakh under the able leadership of the Prime Minister

  • The Nutrition Development program initiated by Hon`ble Prime Minister, gained momentum and the expenditure thereon increased to double in February 2021, as compared to 2018.
  • Srinagar’s long-awaited Ram Bagh flyover was opened.
  • IIT Jammu got its own campus and the work of AIIMS Jammu has also started.
  • The wait for the Atal Tunnel ended when the Prime Minister dedicated it to the nation.
  • Jammu Semi Ring Road and 8.45 km long, new Banihal Tunnel, will be opened this year.
  • World’s tallest 467 metre bridge on river Chenab is likely to be completed this year.
  • There is a significant appreciation in the numbers and progress of hydropower projects. The contracts for 1000 MW Pakaldul project and 624 MW Kiru project, have been awarded.
  • Implementation of 223 power transmission and distribution schemes.
  • With the Jhelum Flood Mitigation Project, there is an increase of 10,000 cusecs in the capacity of river Jhelum.
  • Metro projects in Jammu and Srinagar worth Rs. 10,599 crores are being planned.

Development Gaining  Momentum

  • Work on Shahpur - Kandi dam project, which was stalled for 40 years, has been started again. Ratle hydropower project work is also being resumed.
  • Approval has been provided for the establishment of AIIMS, one each in Jammu and Kashmir.
  • Development under Prime Minister’s development package 2015 of about Rs. 80,000 Crore - 20 projects have been completed and the rest are at different stages of implementation.
  • Central government has announced the establishment of a Central University along with a Centre for Buddhist studies in Ladakh.
  • Administrative reforms - Merger and rationalisation of overlapping functions inEngineering, Industries, Tourism, Finance and Technical education departments have been effected.

Industrial Development for AtmaNirbhar Jammu & Kashmir

  • Approval of the new central sector scheme of Rs. 28,400 crores for Jammu & Kashmir.The new scheme has been made attractive for both large and small units of MSME’s.
  • For the industrial development of Jammu & Kashmir under the new central scheme, Rs. 28,400 crore will be spent up till 2037.
  • Apart from employment generation in the primary sector, another 4.5 Lakh direct and  indirect employment is expected to result from the scheme in agriculture,horticulture, sericulture, fisheries,animal husbandry and dairy industry.
  • A 300% GST linked incentive, on the eligible value of original investment will be provided for 10 years, on investment in manufacturing and services sector.
  • All the existing units will be provided an interest incentive on working capital of up to Rs. 1 crore, for a maximum of 5 years at an annual rate of 5 %. New investment would also be similarly encouraged.
