Mumbai Port Authority (MbPA), under the Ministry of Ports, Shipping and Waterways, Government of India, held the first pre-bid meeting for the Viksit Bharat Mumbai Marina at Port Bhavan on 30th October 2026. More than 35 representatives from the marina and marine services, infrastructure and port development, shipping and logistics, hospitality, finance and advisory sectors participated in the meeting, both in person and online.

The marina, proposed to be developed at Victoria Dock, will be implemented on a Design, Build, Finance, Operate and Transfer (DBFOT) basis for a concession period of 45 years, at an estimated cost of Rs. 922.67 crore. It will have a protected water area of 37.3 hectares, with a capacity to accommodate 604 yachts at full build-out. Mumbai Port Authority will undertake the marine works for the first 424 berths, while Environmental and Coastal Regulation Zone (CRZ) clearances for the entire project area have already been obtained. The concessionaire will develop the landside facilities, including a five-star hotel, tourism business centre, sailing school, yacht club, repair yard, dry stack and fuel station.

The bid parameter is a single percentage share of Gross Revenue payable to MbPA, with a minimum threshold of 11.50%, fixed for the entire concession period. User charges will be determined by market conditions. The concession also provides for up to 10 years of protection against a competing yacht marina within MbPA limits and permits berthing and repair yard operations prior to the Commercial Operations Date (COD). An Integrity Pact, with two Independent External Monitors (IEMs), has also been incorporated into the tender process.

Chairperson, Mumbai Port Authority, Dr. M. Angamuthu said, “Mumbai’s identity is inseparable from the sea. The interest from marine, infrastructure, hospitality and finance sectors at the first pre-bid meeting is encouraging. We have taken the marine risk and secured the clearances, so that serious investors can focus on building a new public-facing maritime destination for Mumbai.”

MbPA will respond to the pre-bid queries through a corrigendum by 18th November 2026. The second pre-bid meeting is scheduled to be held on 25th November 2026. The last date for submission of bids is 15th December 2026, up to 1500 hrs, while the technical bids will be opened on the e-procurement portal at 1530 hrs on 18th December 2026. The bidding documents are available on the MbPA e-procurement portal.

The Viksit Bharat Mumbai Marina aims to open up a part of Mumbai’s working harbour for marine tourism, sailing, yacht services and waterfront activities, while ensuring that port operations and safety remain central to its development. The project is part of MbPA’s broader initiatives in cruise tourism, harbour services and waterfront development, which include the Mumbai International Cruise Terminal, water taxi network and heritage waterfront precincts.
