The Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, and the Government of Madhya Pradesh signed a Memorandum of Understanding (MoU) in New Delhi to strengthen collaboration for international skill development and overseas employment opportunities. The MoU was signed by Ms. Manasi Sahay Thakur, Joint Secretary, International Cooperation, MSDE, and Shri Manish Singh, Principal Secretary, Department of Technical Education, Skill Development and Employment, Government of Madhya Pradesh.

The partnership will facilitate the establishment of a Skill India International Centre (SIIC) at Sant Shiromani Ravidas Global Skills Park, Bhopal, who will also be managing the Centre on behalf of Government of Madhya Pradesh. The Centre will help bridge gaps between domestic training curricula and the occupational competencies, language proficiency and certification standards required by overseas employers for identified job roles. The initiative aligns with the Government’s vision of creating pathways for Indian youth to access international employment opportunities and contribute to Viksit Bharat @ 2047.

Expressing her views on the partnership, Smt. Debashree Mukherjee, Secretary, MSDE, said, “The establishment of the Skill India International Centre in Bhopal strengthens our efforts to equip the youth of Madhya Pradesh with globally relevant skills and connect them to international employment opportunities. By aligning training with employer-validated demand, destination-country standards and language requirements, the Centre will strengthen candidates’ employability in international markets. This partnership reflects our commitment to building an ethical, transparent and responsive overseas mobility ecosystem that supports workers throughout their skilling to employment journey.”

Under the collaboration, the Government of Madhya Pradesh will manage the Centre’s day-to-day operations, staffing, infrastructure and local implementation, while MSDE will provide national guidelines, technical support, digital infrastructure and coordination for demand identification and overseas employment pathways. The SIIC will function as a state-level coordination hub for candidate mobilisation, country-specific training, foreign-language capacity, cultural orientation, pre-departure preparation and linkages with skilling institutions and international partners.

Implementation will be monitored against agreed Key Performance Indicators, including the number of overseas-employment-ready candidates tagged, growth in the trained workforce for priority corridors, international placements, year-on-year placement growth and remittance growth. Financial and performance progress will be reviewed periodically, with continued support linked to approved work plans, budgets, utilisation certificates, reporting compliance and achievement of agreed milestones.
