In line with the vision to transform India into a developed nation by 2047, leverage the potential of the country's youth, and accelerate employment-led economic growth, the Government of India launched a key initiative—the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY). Announced by Prime Minister Shri Narendra Modi on August 15, 2025, during the 79th Independence Day address, the scheme was implemented based on the Employment-Linked Incentive (ELI) framework approved by the Union Cabinet on July 1, 2025. With a budgetary outlay of approximately ₹99,446 crore, this ambitious scheme aims to incentivize the creation of over 3.5 crore job opportunities across the country over a two-year period, encouraging youth to enter formal employment for the first time while offering financial assistance to employers for generating additional jobs.
The PMVBRY scheme is being implemented through the Employees' Provident Fund Organisation (EPFO) under the aegis of the Ministry of Labour and Employment, Government of India. It is structured into two main components: Under Part-A, eligible first-time formal employees receive a financial incentive equivalent to one month's eligible EPF wage, up to a maximum of ₹15,000, disbursed in two installments. This encourages youth to join the formal workforce while promoting financial literacy and awareness about social security. Under Part-B, eligible employers creating additional employment and maintaining it for a specified duration receive a monthly incentive of up to ₹3,000 per additional employee, assisting establishments in scaling up recruitment. To boost employment generation in the manufacturing sector, eligible employers in this sector receive incentives for up to four years, compared to two years for other sectors, subject to scheme guidelines.
Towards the effective execution and delivery of scheme benefits to eligible employees and establishments, EPFO Regional Office, Raipur recorded significant disbursements under PMVBRY between August 2025 and July 2026. Under Part-A, a total of ₹10,56,01,401 (approx. ₹10.56 crore) was disbursed as financial incentives to 22,212 first-time formal employees. Under Part-B, aimed at encouraging additional job creation, ₹31,95,10,747 (approx. ₹31.95 crore) was distributed to 1,467 eligible establishments. Consequently, during FY 2026-27, total financial incentives amounting to ₹42,51,12,148 (approx. ₹42.51 crore) were disbursed across both components of PMVBRY under the jurisdiction of Regional Office, Raipur, marking a major milestone in supporting employees and employers and driving workforce formalization.
Shri Jayavadan Ingle, Regional Provident Fund Commissioner, EPFO Regional Office, Raipur, appealed to eligible employees and employers to avail of the PMVBRY benefits as per the prescribed procedures and eligibility guidelines. Employers can complete registration and necessary compliance through the official scheme portal (https://pmvbry.epfindia.gov.in), while first-time eligible workers should ensure Universal Account Number (UAN) generation and required authentication. EPFO Regional Office, Raipur remains steadfastly committed to expanding social security coverage, accelerating workforce formalization, and fulfilling the national resolve of 'Viksit Bharat'.
