PM-WANI Scheme: Expanding Affordable Public Wi-Fi Access and Empowering Local Entrepreneurs

Posted On: 23 OCT 2026 4:57PM by PIB Ahmedabad

The Department of Telecommunications (DoT), Government of India, is promoting the Prime Minister's Wi-Fi Access Network Interface (PM-WANI) scheme to expand broadband connectivity through public Wi-Fi hotspots across the country. Approved by the Union Cabinet on 9 December 2020, the scheme aims to strengthen India's digital communications infrastructure and improve access to affordable broadband services.

The PM-WANI framework enables local entrepreneurs, small shopkeepers and other establishments to provide public Wi-Fi services through a decentralised and scalable model. It aims to facilitate digital inclusion, generate local employment opportunities and create additional sources of income for small businesses.

Key Features of the PM-WANI Scheme

The PM-WANI ecosystem comprises the following key components:

  1. Public Data Office (PDO): Establishes, maintains and operates PM-WANI-compliant Wi-Fi hotspots to provide internet services to users. Local shopkeepers and small establishments can participate as PDOs without requiring separate DoT registration under the framework.
  2. Public Data Office Aggregator (PDOA): Aggregates Wi-Fi hotspots operated by PDOs and facilitates functions such as user authorisation and accounting.
  3. App Provider: Develops applications that enable users to register, authenticate and discover nearby PM-WANI-compliant Wi-Fi hotspots.
  4. Central Registry: Maintains information relating to PDOs, PDOAs and App Providers, supporting the functioning of the PM-WANI ecosystem.

Benefits for Citizens and Local Entrepreneurs

PM-WANI facilitates access to broadband internet through nearby public Wi-Fi hotspots, offering users an additional connectivity option alongside mobile broadband. The framework is particularly relevant for public places, commercial establishments and areas where affordable internet access can support education, digital services, communication and economic activities.

The scheme also creates opportunities for local entrepreneurs to establish Wi-Fi hotspots in accordance with their business requirements and techno-commercial viability. PDOs can procure suitable Wi-Fi equipment and broadband connectivity from authorised PDOAs and internet service providers or telecom service providers.

Encouraging Participation in the PM-WANI Ecosystem

The Department of Telecommunications encourages eligible entrepreneurs and interested entities to explore participation in the PM-WANI ecosystem. Interested stakeholders may refer to the official PM-WANI portal for scheme guidelines, registration procedures, the Central Registry and other relevant information.
