The Directorate General of Taxpayer Services (DGTS), a wing under the Central Board of Indirect Taxes and Customs (CBIC), Department of Revenue, Ministry of Finance, Government of India, functions with the mandate of strengthening taxpayer services, taxpayer education and awareness, stakeholder engagement, feedback and grievance redressal. In furtherance of this mandate, the Directorate General of Taxpayer Services, Mumbai Zonal Unit (DGTS, MZU), in association with the Bombay Chartered Accountants’ Society (BCAS), organised a webinar on “Navigating Tax Recommendations announced in the 57th Meeting of the GST Council” on 15 October 2026. The webinar aimed to familiarise taxpayers, Chartered Accountants, tax professionals and other stakeholders with the key recommendations of the 57th GST Council Meeting and their implications for tax compliance, business operations and ease of doing business.

CA Kinjal Shah, President, Bombay Chartered Accountants’ Society (BCAS), delivered the welcome address and highlighted the importance of professional engagement and knowledge-sharing in understanding developments in the GST framework. He emphasised collaboration between professional bodies, tax administration and taxpayers to facilitate compliance and address GST-related issues.

Shri Sumit Kumar, Principal Additional Director General, DGTS, Mumbai Zonal Unit, in his keynote address, highlighted that DGTS, MZU, has conducted and participated in 64 outreach programmes since April 2026. Emphasising the significance of the recommendations of the 57th GST Council Meeting, held on 8 October 2026, he observed that the next chapter of GST must be shaped by “trust, simplicity, speed and partnership”.

Shri Sumit Kumar also highlighted recommendations relating to GST registration, return filing, refunds, input tax credit, adjudication and enforcement, noting that these measures aim to simplify compliance, reduce procedural difficulties, improve working capital management and facilitate ease of doing business. He underscored the importance of professional participation and taxpayer awareness in ensuring the effective implementation of tax reforms. He encouraged businesses, tax professionals and other stakeholders to remain informed about developments in GST laws and procedures and appreciated BCAS for its collaboration in organising the webinar.

He further clarified that the recommendations of the 57th GST Council Meeting would take effect through notifications, circulars and amendments to law. Until then, the press release represents recommendations and not the operative legal position. He emphasised the importance of outreach in helping trade and industry understand both what has been recommended and when and how the measures would be implemented.

The technical session commenced with Shri Vivek Laddha, Advocate and Chartered Accountant, who discussed the key recommendations of the 57th GST Council Meeting and reforms aimed at simplifying GST registration, return filing, refunds and dispute resolution. He elaborated on measures to streamline registration and amendment procedures, simplify cancellation processes and facilitate small sellers operating through e-commerce platforms.

The session also covered changes relating to input tax credit, including refund provisions for accumulated credit under inverted duty structures, rationalisation of ineligible credits and enhanced credit benefits for the hospitality and fitness sectors. The speaker further discussed reforms concerning exports and zero-rated supplies, including the uniform treatment of the transfer of intellectual property rights as a supply of services, aimed at facilitating cross-border transactions and reducing compliance burdens.

Dr. Kedar Chandrakant Vasant, Joint Director, DGTS, MZU, presented the key takeaways of the 57th GST Council Meeting, highlighting important administrative and procedural updates. He also outlined the role of DGTS, MZU, in serving taxpayers across Maharashtra and Goa through grievance redressal, taxpayer awareness and outreach initiatives.

This was followed by a question-and-answer session led by Shri Vivek Laddha, which provided participants an opportunity to seek clarifications on the recommendations of the 57th GST Council Meeting and their practical implications for tax compliance and business operations. The webinar witnessed participation from Chartered Accountants, tax professionals, taxpayers and other stakeholders, providing a platform for discussing key GST developments and their implications for businesses.

The programme reflected the continued commitment of DGTS, MZU, towards strengthening taxpayer outreach through collaborative awareness initiatives and stakeholder engagement. Through the successful organisation of the webinar in association with BCAS, DGTS, MZU, continues its efforts to enhance awareness of tax laws and procedures, promote voluntary compliance and foster a well-informed taxpayer community.
