ICAR Reviews Progress of Nine Committees on Action Points of 5th National Conference of Chief Secretaries

The Indian Council of Agricultural Research (ICAR) today reviewed the progress of nine committees constituted to address key action points emerging from the 5th National Conference of Chief Secretaries, held in December 2025. The review meeting was chaired by Dr. M. L. Jat, Secretary, Department of Agricultural Research and Education (DARE) and Director General, ICAR.
The committees are working on 28 action points aimed at strengthening human capital for Viksit Bharat, with a focus on higher education, skills, innovation and capacity building. The review was undertaken to assess the progress made by the committees and facilitate timely formulation of actionable recommendations.

Addressing the meeting, Dr. M. L. Jat emphasised the need for evidence-based, measurable and implementable recommendations to strengthen human capital and higher education towards Viksit Bharat. He stressed that the recommendations should be supported by relevant data, documented evidence and best practices, enabling effective implementation and measurable outcomes.
In his opening remarks, Dr. Yashpal Singh Malik, Deputy Director General (Agricultural Education), ICAR, highlighted the importance of coordinated efforts by the committees for addressing the identified action points within the stipulated timelines. He underscored the need for a structured approach to translating the deliberations of the National Conference of Chief Secretaries into concrete and implementable outcomes.
During the meeting, the Member Secretaries of the nine committees presented the progress made on their respective action points. The presentations covered key achievements, progress against identified areas, existing gaps and proposed recommendations. The discussions also focused on strengthening the recommendations through relevant data, evidence and best practices.
The review provided an opportunity to assess the progress of the committees, identify areas requiring further attention and facilitate convergence among the ongoing efforts towards strengthening higher education, skills, innovation and capacity building.
The meeting concluded with an emphasis on timely submission of evidence-based, measurable and implementable recommendations by the committees for further consideration and action.
