Special Campaign 6 Goes Beyond Cleanliness to Promote Efficiency, Sustainability and the Vision of ‘Waste to Wealth’, says the Minister

Union Minister of State (Independent Charge) for Science & Technology; Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh visited the Department of Administrative Reforms and Public Grievances (DARPG) office at Sardar Patel Bhawan, New Delhi, on 5 October, 2026 to review the progress of Special Campaign 6, aimed at institutionalising Swachhata, reducing pendency and promoting efficient use of resources across Government offices.

The Minister reviewed the progress of the campaign along with Smt. Nivedita Shukla Verma, Secretary, DARPG, Shri Puneet Yadav, Additional Secretary, Shri Avanish Kumar Mishra, Joint Secretary, and other senior officers. The campaign, aligned with Prime Minister Narendra Modi’s vision of a Clean India, reinforces the Government’s commitment to Swachhata and good governance.

During the visit, Dr. Jitendra Singh directed officials to accelerate the transition from physical records to e-files under Special Campaign 6. Stressing efficiency, transparency and ease of access, he called for the swift digitisation of records and improved record management practices for better governance and more efficient office functioning.

In his remarks, Dr Jitendra Singh emphasized that the recycling of e-waste and other scrap also contributes to the Government’s broader vision of “Waste to Wealth” and promotes the principles of recycling and a Circular Economy, under which resources are recovered and put to productive use instead of being allowed to accumulate as waste.

The campaign’s thrust areas are being monitored through a single digital platform and include scientific e-waste disposal, timely resolution of pending matters such as MPs’ References, Parliamentary Assurances, PMO and IMC References and State Government References, improved record management, file disposal, and office cleanliness drives coupled with space optimisation for enhanced efficiency and sustainability, he underscored.

Dr. Jitendra Singh appreciated the efforts of DARPG, the nodal department for conducting the Special Campaign, in institutionalising the campaign since 2021. He noted that Special Campaign 6 goes beyond cleanliness and has emerged as a comprehensive effort to strengthen governance, improve administrative efficiency and promote sustainable practices across Government offices.

Reflecting on the activities undertaken from 2nd October 2026, the Minister underlined the enduring relevance of Mahatma Gandhi’s vision of cleanliness and its integration with administrative reforms. He emphasised that cleanliness and efficiency must become sustained practices in everyday governance and public service.

He further emphasised that the campaign represents a collective responsibility of citizens and institutions. Every individual, office and community has a role to play in promoting cleanliness, efficiency and sustainable practices as part of the larger mission of nation-building.

Through Special Campaign 6, Government offices are not only becoming cleaner and more organised but are also improving workplace efficiency, reclaiming valuable space, reducing pendency, promoting recycling and ensuring that waste is put to productive use wherever possible. The campaign continues to drive Government institutions towards greater administrative efficiency, sustainable practices and a cleaner, more responsive governance framework.

A key focus of the campaign is the identification and reclamation of spaces occupied by unused material and discarded items. At DARPG, a space that had been lying unused and filled with junk has been completely cleared and transformed into a spacious common room for the convenience and welfare of employees. Such initiatives demonstrate how the campaign is helping convert underutilised spaces into productive and employee-friendly facilities.
