Department of Health and Family Welfare Launches Special Campaign 6 to Institutionalise Swachhata, Reduce Pendency and Strengthen Citizen-Centric Governance


Campaign being implemented across Central Government Hospitals, Attached and Subordinate Offices, Autonomous Bodies and CPSUs under DoHFW

2,017 sites identified for cleanliness activities; 60,012 physical and 10,020 e-files to be reviewed

The Department of Health and Family Welfare (DoHFW), Ministry of Health and Family Welfare, has commenced implementation of Special Campaign 6 from October 2, 2026, across its Central Government Hospitals, Attached and Subordinate Offices, Autonomous Bodies, CPSUs and other organisations. The campaign will continue till October 31, 2026, with a focus on institutionalising Swachhata, reducing pendency and promoting efficient and citizen-centric governance.

The campaign, spearheaded by the Department of Administrative Reforms and Public Grievances (DARPG), aims to promote cleanliness and improve workplace efficiency while ensuring timely disposal of pending matters. Under Special Campaign 6, DoHFW has set comprehensive targets covering cleanliness, disposal of records and unserviceable items, review of files, resolution of public grievances and simplification of rules and processes.

As part of the cleanliness campaign, 2,017 sites have been identified across various offices and institutions under DoHFW for cleanliness activities. The initiative is aimed at creating cleaner, more organised and hygienic workplaces. Special emphasis is also being placed on the identification and disposal of e-waste and unserviceable items. Besides ensuring responsible disposal, the exercise is expected to generate revenue and release valuable office space for productive use.

Cleanliness activities under the campaign are being undertaken across institutions and offices of the Department. These include the Office of the Assistant Drugs Controller (India), CDSCO, JNPT Sea Port, Panvel; Central Health Education Bureau (CHEB), Delhi; Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh; and International Institute for Population Sciences (IIPS), Mumbai, among others.

To address pendency and strengthen responsive governance, a number of public grievances and associated appeals have been earmarked for prompt resolution under the campaign. The exercise seeks to ensure timely disposal of grievances and reinforce transparent and citizen-centric administration.

Further, 60,012 physical files and 10,020 e-files have been identified for review. The review is aimed at reducing unnecessary records, improving record management and streamlining office functioning.

In addition, 12 rules/processes have been identified for simplification with a view to removing procedural bottlenecks, improving efficiency and promoting ease of governance.

Through Special Campaign 6, the Department of Health and Family Welfare is undertaking a coordinated effort towards cleaner workplaces, effective record management, reduction of pendency, simplification of processes and responsive administration.

The Department reaffirms its commitment to institutionalising Swachhata, enhancing administrative efficiency and strengthening citizen-centric service delivery across its offices and institutions.
