RRU Hosts Three-Day Training Workshop for Gujarat Police AHTU Officers on Anti Human Trafficking- “Trapped Behind the Scam”

Rashtriya Raksha University (RRU), Gujarat, hosted a three-day training workshop for Police Inspectors of the Anti-Human Trafficking Units (AHTUs) of Gujarat Police from August 20 to 22, 2026. The programme was being organised by the National Resource Centre for Anti-Human Trafficking (NRCHT) under the School of Criminal Law and Military Law, RRU, in connection with the observance of the United Nations World Day Against Trafficking in Persons.

The workshop has brought together 41 Police Inspectors from Anti-Human Trafficking Units across different districts of Gujarat.

Recent data placed before Parliament also underline the need to strengthen the response to human trafficking in Gujarat. According to data provided by the Ministry of Home Affairs, 65 persons were arrested in connection with human trafficking cases in Gujarat in 2024, compared to 48 in 2023.

The three-day programme was focusing on different aspects of human trafficking, investigation and law-enforcement response, with particular attention to changing methods used by traffickers and the role of technology in investigation.

The workshop commenced with an inaugural session at Rashtriya Raksha University in the presence of senior university officials, experts and police officers from across Gujarat.

Shri Aditya Purohit, National Security Staff Officer to the Vice Chancellor, RRU, spoke about the University's work in the areas of national security education and professional training. He highlighted the need for law-enforcement agencies to make effective use of technology, data and specialised knowledge while responding to new forms of crime.

Shri Sunil Kavishwar, Director, School of Criminal Law and Military Law, RRU, in his inaugural address spoke about the changing nature of human trafficking and the need for specialised training for officers dealing with such cases. He highlighted the work of the National Resource Centre for Anti-Human Trafficking at RRU in the areas of research, training and professional development. Describing the workshop as a “tactical laboratory,” Shri Kavishwar said that the programme was intended to provide practical understanding in addition to classroom learning. He spoke about the importance of digital evidence, forensic investigation, financial investigation and coordination between different agencies in human trafficking cases.

Addressing the participants, Prof. Dr. Kalpesh H. Wandra, Pro Vice Chancellor, Rashtriya Raksha University, spoke about the University's role in training professionals working in policing, national security and other related fields. He stressed the importance of regular training and hands-on learning for police officers and highlighted the growing use of technology in the investigation of crimes, including human trafficking.

The Guest of Honour, Shri Atul Kulkarni, IPS (Retd.), former senior official of the National Investigation Agency, addressed the participants through video conference. Drawing from his professional experience, he shared his perspective on investigation and the role of law-enforcement agencies in dealing with organised crime and human trafficking.

The participants were introduced to Transnational Organised Crime with reference to Human Trafficking, along with Skilled Investigation Strategies and Best Practices. Sessions were also being conducted on the importance of multi-agency and multi-disciplinary collaboration involving the Police, NGOs, Social Welfare Departments, Health Professionals, Prosecutors and other stakeholders.

The programme also covered the Police Investigation Process in Anti-Human Trafficking Cases, including the challenges faced by investigating officers, as well as Forensic Investigation in Human Trafficking Cases and the Role of Police in Countering Child Trafficking.

As part of the practical component of the workshop, the participating officers were also being taken to RRU's advanced Open-Source Intelligence (OSINT) Laboratory. The workshop provided a live demonstration of how open-source intelligence and other technology-based tools can assist police investigations. The workshop also provided an opportunity for officers from different districts to interact with experts and share their field experiences. The discussions were focusing on the challenges faced during investigation and the steps that can help improve the identification, investigation and prevention of human trafficking.

Through initiatives such as this, Rashtriya Raksha University and the National Resource Centre for Anti-Human Trafficking are continuing their efforts to strengthen the capacity of law-enforcement personnel and support the capacity of law-enforcement personnel and supporting a coordinated response to human trafficking.
