DRUG TRAFFICKING CASES

The Government of India has adopted a multi-pronged approach to curb cross-border smuggling including drugs, some of which are as under: -

 

(i)       Deployment of advanced surveillance equipment such as CCTV, drones, automatic number plate recognition systems, Pan, Tilt & Zoom (PTZ) Camera, Night Vision Device (NVD).

(ii)      Development of fencing, border outposts, roads, and helipads to enhance vigilance and mobility of security forces.

(iii)     Intensified area domination through patrolling, Naka points, and mobile teams to monitor illegal activities.

(iv)     Close collaboration between intelligence agencies and other organizations for real-time information sharing through established platforms.

(v)      Identification and management of designated entry/exit points to ensure controlled movement of people and goods.

 

Nasha Mukt Bharat Abhiyaan (NMBA) was launched on 15th August 2020 by Department of Social Justice & Empowerment in 272 identified most vulnerable Districts. It has been extended to all districts of the country since August 2023. Nasha Mukt Bharat Abhiyaan intends to reach out to the masses and spread awareness about substance use with focus on higher educational Institutions, university campuses & schools. With the constant support of all the States, NMBA has been able to reach and sensitize more than 29.05 Crore people, including more than 11.05 Crore youth and 7.81 Crore women, through extensive awareness and outreach activities conducted across the country. 1.17 lakh + Nasha Mukti Mitr have joined the campaign.

To strengthen Centre-State framework to dismantle drug-trafficking networks Government has taken various measures, some of which are as under: -

(i)     To address the challenge of illicit drug trafficking & abuse of drugs, Vision Document on Narcotics Control (2026-2029) has been released on 26.06.2026. The Vision Document is to be implemented by the concerned Central Ministries/ Departments/ Agencies and the State Governments/UTs as per the action points and timelines specifically mentioned for each Central Ministry/ Department/ Agency. The four key focus areas outlined in the vision document are as under: -

 

  1. Enforcement (Intelligence & Operations)
  2. Precursors & Synthetic Drugs Control
  3. Demand & Harm Reduction
  4. Capacity Building & Coordination

 

(ii)    Established a 4-tier (Apex and Executive Committee at Central level and State and District level Committee at the State level) Narco-Coordination Centre (NCORD) mechanism for ensuring better coordination between Central & State Drug Law Enforcement Agencies and other stakeholders in the field of controlling drug trafficking and drug abuse in India. State-level NCORD meetings are chaired by the Chief Secretary while District-level NCORD meetings are held under the chairmanship of the District Magistrate to review enforcement, intelligence sharing and preventive measures.

 

(iii)   The NCORD Portal, developed by Narcotics Control Bureau (NCB), serves as a comprehensive gateway and Knowledge Management System for all stakeholders from district to central levels.

 

(iv)   Joint Coordination Committee (JCC) meetings are held regularly in which all relevant Central and State agencies participate, to discuss investigation of important narcotics cases in the State. So far 11 JCC meetings at Central level and 75 JCC at the State level have been conducted.

 

(v)    A dedicated Anti-Narcotics Task Force (ANTF) headed by Additional Director General/ Inspector General level Police Officer is established in each State/UT to function as the NCORD Secretariat for the State/UT and follow-up on compliance of decisions taken in NCORD meetings at different levels.

 

 (vi)  NCB, has shared a list of habitual narcotics offenders operating across the country with the State Police. The list was circulated to facilitate identification and initiation of suitable preventive action, including consideration of detention under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988, against repeat and high-risk drug traffickers. The Drug Law Enforcement Agency (DLEAs) have effectively utilized the provisions of the PITNDPS Act and invoked detention orders against 810 habitual drug offenders all over the county during 2025 and 427 till June, 2026.

As per latest data published by National Crime Records Bureau (NCRB) pertaining to the year 2024; State-wise/ UT-wise and drug-wise seizure under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 during 2022-2024 is at Annexure-I.
