Jaipur, 7 August 2026: In a significant step towards promoting sustainable, cost-effective and environmentally friendly road construction and maintenance technologies, CSIR-Central Road Research Institute (CSIR-CRRI), New Delhi, presented its indigenously developed Modified Mix Seal Surfacing Plus (MSS+) Technology before Mr. V. Srinivas, IAS, Chief Secretary, Government of Rajasthan at Rajasthan Secretariat.

The technical presentation was delivered by Mr. Satish Pandey, Senior Principal Scientist and Head, Flexible Pavement Division, CSIR-CRRI, before the Chief Secretary Govt. of Rajasthan, in presence of Sh, Praveen Gupta, IAS , Additional Chief Secretary, Public Works Department, Government of Rajasthan, Mr. D.R. Meghwal, Secretary, PWD Rajasthan, Mr. Mookesh Bhati, Chief Engineer Roads and senior officers of the Public Work Deptt. of Govt. of Rajasthan.

The presentation was organized pursuant to the initiative of the Director General, CSIR & Secretary, DSIR, Govt. of India,  Dr.N.Kalaiselvi who had written to the Chief Secretary, Government of Rajasthan, requesting consideration of CSIR-CRRI's indigenous green road technologies for sustainable road infrastructure development in the State. The initiative reflects CSIR's commitment to supporting State Governments in adopting innovative, low-carbon and environmentally responsible technologies developed through indigenous research.

 

During the presentation, Mr. Pandey elaborated on the scientific basis, field performance, economic advantages and environmental benefits of MSS+ Technology, highlighting its capability to extend pavement life while significantly reducing construction emissions, energy consumption and maintenance costs.

Following the technical presentation, CSIR-CRRI conducted a live demonstration on a Jaipur city road using the MSS+ Smart Mix Pro Automatic Plant, India's first indigenously developed automatic mobile mixing plant specially designed for Modified Mix Seal Surfacing. The state-of-the-art plant, developed by CSIR-CRRI, enables automated proportioning and mixing of materials, ensures consistent quality, minimizes material wastage, reduces manual intervention and significantly enhances the speed and efficiency of road construction and maintenance operations.

The live demonstration showcased the ease of execution, rapid construction methodology, surface finish and operational efficiency of the indigenous technology. The participating officials appreciated the potential of MSS+ Technology for enhancing the quality, durability and sustainability of road maintenance works across Rajasthan.

Appreciating the technological innovation demonstrated by CSIR-CRRI, Mr. Praveen Kumar Gupta, Additional Chief Secretary, Public Works Department, Government of Rajasthan, stated:

"The Government of Rajasthan is committed to adopting innovative, sustainable and environmentally responsible technologies that enhance the quality and longevity of road infrastructure. The MSS+ Technology developed by CSIR-CRRI, along with the Smart Mix Pro Automatic Plant, presents a promising solution for preventive road maintenance through faster execution, improved quality control and reduced environmental impact. We look forward to evaluating its application in Rajasthan for improving the efficiency and sustainability of our road maintenance programmes."

Speaking on the occasion, Mr. Pandey informed the dignitaries that :

“MSS+ Technology has already been successfully implemented on more than 100 kilometres of roads in Uttar Pradesh, where it has demonstrated excellent field performance, improved pavement durability and cost-effective maintenance. The successful adoption of the technology in Uttar Pradesh has established its capability for large-scale implementation under government road development programmes, making it a proven indigenous solution for sustainable road asset management”

The Government of Rajasthan appreciated the technical merits and implementation potential of MSS+ Technology and expressed interest in evaluating the technology for wider application in the State’s road construction and maintenance programme.

CSIR-CRRI continues to lead the development of advanced, indigenous road technologies that promote sustainable infrastructure, resource efficiency and climate-resilient transportation systems, contributing to the nation’s vision of innovation-driven infrastructure development.
