Implementation and Impact of Atal Bhujal Yojana

Atal Bhujal Yojana, a community-led participatory groundwater management scheme, was implemented on pilot basis across 8,203 water-stressed Gram Panchayats in 229 blocks of 80 districts in seven States viz. Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh, during the period from 01.04.2020 to 15.10.2025. The scheme was not implemented in the State of Chhattisgarh.
Overall Impact Assessment Study of Atal Bhujal Yojana has been conducted by Quality Council of India (QCI). On the basis of detailed field surveys in the scheme implementation areas and interactions with local communities, the study has recognized important changes brought about by the scheme, like enhanced community awareness on ground water issues through capacity building and IEC activities, women's participation in leadership and decision making in groundwater management, social inclusivity and overall knowledge enhancement and willingness of the community to partake in groundwater conservation and water management. The details of the supply-side structures created or renovated for water conservation and groundwater recharge under the Atal Bhujal Yojana, State-wise and district-wise, are provided at Annexure-I. In Maharashtra, total 11,622 number of supply side structures created or renovated under Atal Bhujal Yojana, out of which 589 number of supply side structures are in Jalgaon district.
As per the assessment conducted during 2023 to 2025, out of 229 Blocks covered under the Atal Bhujal Yojana, 180 Blocks have shown improvement in ground water levels, list of which is provided at Annexure II. In Maharashtra, out of 43 blocks covered under the Scheme, 39 blocks have shown improvement in ground water levels during such assessment. Further, all four blocks, namely, Amalner, Parola, Raver and Yawal of Jalgaon District, Maharashtra covered under the Scheme have shown improvement in ground water levels during such assessment.
Community participation forms the cornerstone of the Government's water conservation initiatives. Under Atal Bhujal Yojana, participatory Water Budgets and Water Security Plans have been prepared and updated annually by all Gram Panchayats, supported by more than 1.28 lakh Gram Panchayat-level trainings. NGOs were engaged as District Implementation Partners and a minimum of 33% women's participation in active decision-making was mandated. Jal Sanchay Jan Bhagidari promotes a whole-of-society approach by mobilizing communities, Corporate Social Responsibility (CSR) support, educational institutions, civil society organizations and local bodies for construction of rainwater harvesting structures. The major activities/works undertaken under the Scheme are mentioned below:
- Measurement and public disclosure of groundwater data have been made across all 8,203 Atal Jal Gram Panchayats (GPs) of all 7 states through physical as well as electronic means.
- Community-led Water Budgets and Water Security Plans have been prepared by all GPs of all 7 states and updated annually.
- More than 1.28 lakh GP-level trainings have been conducted, alongside Block, District and State-level capacity-building trainings.
- Piezometers along with Digital Water Level Recorders and Rain Gauges have been installed in almost all GPs under the Yojana.
- Monitoring of around 70,000 wells at GP level, with data shared publicly.
- Mapping of over 99,000 existing water conservation and artificial recharge structures
- Around 9.7 lakh hectares have been brought under efficient water-use practices (drip/ sprinkler irrigation, mulching, crop diversification, etc.) across 7 states.
Akola District, Maharashtra was not covered under the Atal Bhujal Yojana.
Atal Bhujal Yojana was a pilot programme conceived with a fixed duration & outlay which has successfully demonstrated the efficacy of community centred ground water management and provided a replicable model which can be taken up for implementation by other States.
