The Ministry of Tourism has stated that the identification and development of tourism infrastructure, amenities and experiences at tourist destinations is primarily undertaken by the respective State Governments and Union Territory Administrations. However, the Ministry provides financial assistance for the development of tourism infrastructure and experiences across the country, including spiritual, cultural, pilgrimage and heritage-rich tourism destinations, under its various schemes such as Swadesh Darshan (SD), Swadesh Darshan 2.0 (SD2.0), Challenge Based Destination Development (CBDD) and Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD).

The Ministry further stated that under the Government of India's Special Assistance to States for Capital Investment (SASCI) – Development of Iconic Tourist Centres to Global Scale scheme, financial assistance is also provided to States for the comprehensive development of iconic tourist centres across the country.

The projects under the aforementioned schemes are implemented by the respective States and Union Territories. The Ministry regularly monitors and reviews the progress of these projects through periodic review meetings, site visits and other monitoring mechanisms. Proposals for financial assistance are formulated by the concerned States and Union Territories and are examined in accordance with the prescribed guidelines. Financial assistance is provided subject to fulfilment of the stipulated conditions and availability of funds.

The Ministry's infrastructure development schemes aims to promote tourism in a holistic and sustainable manner while preserving local culture, traditions and heritage. The interventions under the schemes seek to enhance visitor experiences, generate employment opportunities and strengthen local economies.
