Pradhan Manti KrishiSinchayeeYojana (PMKSY) is an umbrella scheme, consisting of three components -  Accelerated Irrigation Benefit Programme (AIBP) and HarKhetKoPani (HKKP)being implemented by the Department of Water Resources, River Development & Ganga Rejuvenation (DoWR,RD&GR), Ministry of Jal Shakti,  and Watershed Development Component (WDC) being implemented by Department of Land Resources, Ministry of Rural Development.Central Assistance is provided to the States under PMKSY for creation of irrigation potential, command area development and on farm development activities. Projects under the Scheme are generally implemented by State Governments through competitive tendering processes, in which private contractors and enterprises may participate in accordance with the applicable procurement rules of the respective State Governments. The works under the scheme are executed as per State norms. The scheme does not contain any specific provision for private sector investments.

Capacity building and training activities relating to efficient water management are undertaken by the implementing States/Union Territories under the relevant components of PMKSY, as per scheme guidelines. However, consolidated State-wise data on the number of farmers and field-level workers trained is not maintained centrally.
