Digital India BHASHINI Division (DIBD) and School of Ultimate Leadership (SOUL) Sign MoU to Strengthen Multilingual AI for Governance and Public Service Delivery


Partnership to Enable AI-Powered Multilingual Governance, Public Systems and Institutional Excellence

The Digital India BHASHINI Division (DIBD), under the Digital India Corporation (DIC), Ministry of Electronics and Information Technology (MeitY), and the School of Ultimate Leadership (SOUL) have signed a Memorandum of Understanding (MoU) to collaborate on advancing multilingual AI solutions for governance, public systems, institutional learning and citizen-centric service delivery through the BHASHINI for Seva/Sanchalan initiative.

The School of Ultimate Leadership (SOUL)  and Digital India Bhashini Division entered into an MOU to partner for BHASHINI's multilingual AI ecosystem to support SOUL in making knowledge resources, digital platforms and institutional interactions more accessible across Indian languages, while encouraging wider adoption of indigenous language AI.

SOUL is India's first-of-its-kind institution dedicated to shaping individuals to lead with integrity, altruism, and excellence in the public sphere. SOUL brings together aspiring political leaders, elected leaders, policymakers, administrators and institutional leaders, united by a commitment to serve the nation.

Under the MoU, both organisations will collaborate across BHASHINI Udyat, Mitra, AppMitra, Sahyogi and Pravakta to enable multilingual access to SOUL's programs and digital platforms, develop AI-powered reference applications, strengthen language models through domain-specific datasets, promote linguistic data contribution through Bhashadaan, and undertake joint initiatives in research, innovation and capacity building.

Shri Saurabh Johri, CEO, SOUL, elaborated on the vision of SOUL founded on the belief that every human being has the potential to be a leader. He articulated that leadership is about dealing with ethical dilemmas, examining personal biases, enhancing trust and collaboration, and developing citizen centric solutions and systemic change.

Shri Amitabh Nag, CEO, Digital India BHASHINI Division, highlighted BHASHINI's vision of building India's sovereign multilingual AI ecosystem through open collaboration between government, academia, startups and industry, and emphasised that language technologies will play a key role in helping institutions connect, communicate and create meaningful public impact.

The BHASHINI team presented live demonstrations of its multilingual AI products and sectoral use cases, showcasing capabilities including speech-to-text, speech-to-speech system, text translation, OCR, transliteration and voice AI. The demonstrations illustrated how these technologies can simplify multilingual communication, improve access to digital knowledge and public services, and enable seamless interactions across governance and institutional ecosystems.

The partnership is expected to accelerate the adoption of multilingual AI across governance and public institutions, foster collaborative research and innovation, and support the development of inclusive language technologies that improve accessibility, public participation and citizen-centric digital services.
