PM E-BUS SERVICE-PSM SCHEME

A total of 23,800 electric buses have been sanctioned under the PM E-DRIVE Scheme of MHI and PM-eBus Sewa Scheme of MoHUA. With specific reference to Dumka in Jharkhand, no demand for allocation of e-buses under the PM-eBus Sewa Scheme has been received from the concerned state authority.
List of sanctioned buses under PM e-Bus Sewa scheme and Pm e-Drive scheme is provided in the Annexure.
A total of 123 Nos. of cities across 27 States/UT’s have adopted the said scheme. Specifically, a total of 48 Public Transport Authorities (PTAs) have issued LoA to the concerned operators/OEMs within 62 cities as on 12.03.2026.
To deter repeated payment defaults, the Payment Security Mechanism requires PTAs to repay the full amount released to OEMs/operators from the Scheme fund within a strict 90‑day period. During this period, a Late Payment Surcharge (LPS) accrues at a rate equivalent to SBI’s prevailing three‑year MCLR plus 1% per annum, compounded annually. The LPS is calculated from the date the amount is disbursed to OEMs/operators until the date therepayment is received from the respective
PTA, State Government, or Union Territory, there by creating a financial deterrent against delayed or repeated defaults. If the PTA fails to repay the disbursed amount with (Late Payment Surcharge) LPS within 90 days, MHI will request RBI to invoke the Direct Debit Mandate (DDM). RBI shall debit the State Government/UT account and credit the Scheme Fund, including the applicable LPS.
PTAs shall maintain an Escrow Account as stipulated in the Concession Agreement (CA). Any delay or non‑payment arising from insufficient funds in the Escrow Account shall constitute a “Default by PTA,” which will be reported to CESL. Upon a valid PSM Request, CESL may disburse the approved amount from the Scheme Fund to the Escrow Account. If the PTA fails to repay the disbursed amount with LPS within 90 days, MHI will request RBI to invoke the Direct Debit Mandate (DDM). RBI shall debit the State Government/UT account and credit the Scheme Fund, including the applicable LPS. This structured mechanism enables CESL to manage financial risk exposure while making payments on behalf of defaulting PTAs.
