A State-Level Conference on Phase-I (House-listing and Housing Census) of Census 2027 was held at Sahyadri Guest House, Malabar Hill, Mumbai. Census 2027 will mark a historic milestone as India’s first-ever fully digital Census, to be conducted through a dedicated mobile application for field data collection, real-time monitoring via the CMMS (Census Monitoring & Management System) portal, and a citizen-friendly Self-Enumeration facility.

The conference was organized in the virtual presence of the Chief Secretary, Government of Maharashtra, Shri Rajesh Aggarwal; Registrar General & Census Commissioner of India, Shri Mritunjay Kumar Narayan; Additional Chief Secretary & State Census Nodal Officer, Smt. Seema Vyas; and Dr. Nirupama J. Dange, Director of Census Operations & Chief Principal Census Officer, Maharashtra. Senior State officials, Divisional Commissioners, District Collectors, Municipal Commissioners and officers of the Directorate of Census Operations participated.

It was informed that Phase-I in Maharashtra will be conducted from May 16 to June 14, 2026. The Self-Enumeration Portal will remain open from May 1 to May 15, 2026, enabling citizens to submit household details online prior to enumerator visits. Approximately 2.64 lakh Enumerators and Supervisors will be deployed statewide. The CMMS portal will ensure real-time monitoring, review and reporting at State and national levels.

Addressing the conference, the Chief Secretary emphasized transparency, data quality, technological integration and adherence to timelines. The Registrar General underscored the national importance of Census data for evidence-based planning and governance.

Dr. Nirupama J. Dange, Director Census & Chief Principal Census Officer, presented the roadmap, timelines and administrative preparedness for effective implementation of Phase-I in Maharashtra. She outlined the structured Training Cascade Model for capacity building, integration of advanced digital systems, field-level preparatory activities and publicity measures to ensure smooth and accurate data collection.

Census 2027 will be conducted in two phases nationwide: Phase-I (April–September 2026) and Phase-II (February–March 2027).

A renewed commitment has been made to ensure that Census 2027 is conducted in a transparent, accurate, and technology-driven manner.
