Ongoing NESIDS projects

The North East Special Infrastructure Development Scheme (NESIDS) was approved as a new Central Sector Scheme in 2017-18 and restructured into two components viz. NESIDS (Roads) and NESIDS (Other than Roads Infrastructure) in 2022-23. The State-wise and sector-wise outstanding balances against sanctioned projects under NESIDS, as on 31.12.2025, are annexed.
As on 31.12.2025, there are 3 projects under NESIDS (Roads) and 27 projects under NESIDS (OTRI) that had been sanctioned more than 2 years ago, where more than 50% of the sanctioned cost is unspent.
The implementation period of the projects sanctioned under NESIDS depends
upon various factors such as the geographical location, terrain, availability of land,
mandatory statutory clearances, removal of obstacles, financial closures etc.
Under NESIDS (Roads), specific gap-funding is provided to the NER states for the construction of roads and bridges that are not getting covered under any other scheme of Government of India. Under NESIDS (OTRI), projects leading to the creation of infrastructure for Primary and Secondary Health care, Primary and Secondary Education, water supply, solid waste management, Industrial development, Civil aviation, sports, telecom etc. are considered for sanction. The selection of projects across sectors are done by the concerned State Governments of NER as per their priority.
Under NESIDS, a normative outlay has been provisioned for each of the North Eastern States based on weightage that is derived on the parameters such as area, population, human development index, road density (per 1000 sq. km.), percentage of census of villages electrified, number of hospital beds (allopathy) per 1000 persons and percentage of household having safe drinking water.
