- Background
-
- Legislative Department acts mainly as a service provider in so far as the Legislative business of the Union Government is concerned. It ensures timely processing of legislative proposals of various Ministries/Departments. In this context, Legislative Department plays an important role in assisting the Ministries/Departments of the Government to achieve the policy objectives through legislation.

- Legislative Department does not have any statutory or autonomous body under its control. Besides the main Secretariat, Legislative Department has two wings under it, namely, the Official Languages Wing and Vidhi Sahitya Prakashan, which are responsible for translation of Bills, Ordinances, Rules, regulations in Hindi; and propagation of Hindi and other Official Languages in the field of law. The Legislative Department provides assistance to State Governments in translation of Central Laws into the languages mentioned in the Eighth Schedule to the Constitution.
- Legislative I Section
- During the period from 1st January, 2025 to 31st December, 2025, this Department has examined 159 Cabinet notes/new legislative proposals in consultation with different Ministries/Departments for drafting of Bills/Ordinances for introduction in the Houses of the Parliament. - Subordinate Legislations
During the period from 1st January, 2025 to 31st December, 2025, the total number of 2281 subordinate legislations including statutory rules, regulations, orders and notifications have been scrutinized and vetted by this Department.
- Legislative II Section
- Notification of the elected members to the Lok Sabha in General Elections to the House in 2024 – Legislative Department compiled all the declarations, containing name of the elected candidates (543 Parliamentary Constituencies) of the General Election- 2024, provided by the Returning Officers of concerned Parliamentary Constituencies and published on 1st July, 2025 vide notification number S.O. 2956 (E) in the Official Gazette.
- Publication of the result of the Vice-Presidential Election, 2025 in the Official Gazette- The election to the office of Vice-President was conducted to fill up the resultant vacancy consequent on the resignation of Shri Jagdeep Dhankhar, the 14th Vice-President of India, w.e.f. 21.07.2025, as per article 68(2) of the Constitution of India. In this regard, this Section had taken all necessary steps to aid the Election Commission of India for conduct of the Vice-Presidential election. Thereafter, the declaration containing the name of the elected candidate to the office of the Vice-President of India namely Shri. C. P. Radhakrishnan was notified on 9th September, 2025 vide notification No. S.O. 4099(E).
- Publication of results for Bye-elections to the Council of States –
- Publication of result of Bye-election to the Council of States from the State of Andhra Pradesh for 1 (one) seat vide notification No. S.O. 1999 (E), dated 2nd May, 2025.
- Publication of result of Bye-election to the Council of States from the State of Punjab for 1 (one) seat vide notification No. S.O. 4766(E), dated 17th October, 2025.
- Publication of results for Biennial Elections to the Council of States –
- Publication of results of biennial election to the Council of States from the State of Assam for 2 (two) seats vide notification No. S.O. 2678(E), dated 15th June, 2025.
- Publication of results of biennial election to the Council of States from the State of Tamil Nadu for 6 (six) seats vide notification No. S.O. 3402(E), dated 25th July, 2025.

- Publication of notification for nomination of members to the Council of States by the Hon’ble President of India - This Section published notification under section 71 of the Representation of the People Act, 1951 regarding nomination of four members by the Hon’ble President of India to the Council of States vide notification No. S.O. 3197(E) dated 13th July, 2025.
- Price Negotiation Committee (PNC) for EVMs & VVPATs - The Price Negotiation Committee (PNC) has been constituted for finalisation of the price of EVMs and VVPATs, which were procured on tentative price, for the General Elections 2024 during the month of June, 2025. The PNC in its final meeting on 17-06-2025 has submitted its final report indicating its final unit price for each EVM and VVPAT.
The Price Negotiation Committee has been constituted for fixing the final price of destruction of M2-EVMs after completing its shelf life. The Price Negotiation Committee (PNC), after due consideration, finalized the rates for destruction of M2 EVMs. These rates were communicated to the ECI vide this Department’s letter dated 28-09-2025.
- Legislative-III Section
The Parliament has enacted the Repealing and Amending Act, 2025 (37 of 2025) to repeal certain enactments and to amend certain other enactments. As per the Second Schedule of the said Act, it has -
(a) amended the Code of Civil Procedure, 1908 and the General Clauses Act, 1897; and
(b) omitted section 213 of the India Succession Act, 1925 and consequential amendments are, inter alia, made in section 3 and 370 of the Act, administered by Legislative Department
The amendments in the Code of Civil Procedure, 1908 and the General Clauses Act, 1987 are made to meet the situation arising in the light of the merger of Registered Post services with Speed Post. The amendments in the Indian Succession Act, 1925 removed the discriminatory linkage between mandatory probate and the religion of the testator based on geographical locations. This will reduce unnecessary court intervention, promotes uniform and fair applicability of succession laws across the country and is a major step towards ease of living. Consequential amendments on omission of section 213 are being made in other provisions of the Act. Clause (b) of sub-section (2) of section 370 is omitted for being a relic of the colonial rule, now obsolete and redundant.
- Institute of Legislative Drafting Research (ILDR)
The Institute of Legislative Drafting Research (ILDR) was set up in January, 1989 under the aegis of the Legislative Department, Ministry of Law and Justice, Government of India to scale up the capabilities and availability of trained Legislative counsel to deal with legislative proposals. Since its inception, ILDR has been imparting theoretical, clinical, practical knowledge as well as offsite training in Legislative Drafting and Research to officers of Central Government Departments, State Government/Union territory Administrations, public institutions and government bodies.
II. The following courses are conducted by the ILDR, namely: -
- Appreciation Course: So far 26 Appreciation Courses in Legislative Drafting have been completed and 467 officers of different Ministries/Departments have been benefitted. 26th Appreciation Course was held from 7th April, 2025 to 21st April, 2025, wherein 23 officers attended the said programme.
- Basic Course: So far 35 Basic Courses in Legislative Drafting have been completed and 458 officers of different State Governments/Union territory Administrations have been benefitted. 35th Basic Course was held from 1st July, 2025 to 19th September, 2025, wherein 20 officers attended the said programme.
- Basic Course in Hindi: This Department has organised and successfully completed the 2nd Basic Course in Legislative drafting in Hindi from 01st May, 2025 to 30th May, 2025 wherein 15 officers from 5 different States and VSP & OL Wing of this Department participated.
- Internship/fellowship: During the year 2025, 167 law students and 06 law graduates have been benefitted by the Internship and Fellowship Scheme of the Department respectively.
- Conference, Seminars and Webinars for Legislative Department

- This Department has organised and successfully completed the Phase I training program under ‘Rashtriya Karmayogi Jan Seva’ from 04th March, 2025 to 18th March, 2025 for all employees up to the rank of Directors to MTS including Consultants and contractual staff. Total 334 officers/officials have been trained by the Master Trainers under the said program.

- During the month of July, 2025, all the phases of “Know Your Ministry” (KYM) modules of the Legislative Department have been completed and successfully launched after uploading on iGOT platform.

- During the month of August, 2025, Legislative Department hosted a Roundtable Conference on “People–First Legislative Governance” at Department’s Conference Hall on 22nd August, 2025 on the following two Sessions:
1. Session-I: Simplifying and Codifying Laws for Citizens and
2. Session-II: Digital Access & Plain Language for Empowerment of Citizens.

- During the month of September, 2025, Legislative Department conducted a training program on ‘Cyber Security Awareness for Legislative Department’ on 12th September, 2025 at Department’s Conference Hall. Prof. Charru Malhotra from Indian Institute of Public Administration (IIPA) was the resource person for this training.

- During the month of October, 2025, Legislative Department conducted a Happitude Program on theme ‘Happiness’ topic Power of mind on 10th October, 2025 at Conference Hall. Sister Shaifali from Brahma Kumaris was the resource person for this training.
- During the month of October, 2025, Legislative Department hosted a Roundtable II Conference on “Collaborative and Consultative Law-Making” on the following two sessions: -
- Session I: Broadening the Base of Consultation in “Collaborative and Consultative Law-Making”
- Session II: Institutionalising Consultation & International Best practices in “Collaborative and Consultative Law-Making”

- On 31st October, 2025, an interactive meeting for inclusion of ‘Drafting of Legislation’ and ‘Plain Language Drafting’ as Core Courses in the curriculum of National Law Universities, with Vice-chancellors of NLUs was held in the august presence of Shri Arjun Ram Meghwal, Hon’ble MoS(I/C), Ministry of Law & Justice. Total 24 Vice-Chancellors of National Law Universities, Senior Officers of Bar Council of India and Ministry of Home Affairs have participated.

- Chintan Shivir was organised on Samvidhan Diwas to celebrate the 76th Constitution Day by Legislative Department. Shri Arjun Ram Meghwal, Hon’ble MoS(I/C), Ministry of Law & Justice was the Chief Guest and (i) Shri R. Venkataramani, Attorney General for India, (ii) Shri Manan Kumar Mishra, Chairperson, Bar Council of India & Member of Parliament (RS) and (iii) Hon’ble Justice (Retd.) Shri Dinesh Maheshwari, Chairperson, Law Commission of India were the Special Guests of Honour. The Chintan Shivir was attended by officers of the Legislative Department, Department of Legal Affairs & faculty and students of Lloyd Law College. During the occasion ‘Jhanda Vidhi’ a publication (in Hindi) by Vidhi Sahitya Prakashan was released by Hon’ble MoS(I/C), Ministry of Law & Justice. This publication performs an important role in creating awareness among masses about maintaining the honour and dignity of the National Flag and National Emblems and their history.

- During the month of November 2025, two sessions of the Happitude 1.0 in association with Brahma Kumaris organization, focussing on boosting emotional, mental, and social well-being among Legislative Department officers by fostering open hearts and rewired minds were organized on 14th and 28th November, 2025. These were led by Sister BK Parul and Sister BK Varnika respectively.

- During the month of December 2025, two sessions of the Happitude 1.0 in association with Brahma Kumaris organization, focussing on boosting emotional, mental, and social well-being among Legislative Department officers by fostering open hearts and rewired minds were organized on 12th and 26th December 2025. These were led by Sister BK Shally, BK Vidyarthi and Sister BK Falak respectively.
- Cyber, Information Technology Management and NIC Cell

- On 21st March, 2025, a training/demo on Collab Files and Gov.in Secure Intranet Portals was conducted on 21.03.2025 for Officers/ officials of Legislative Department including Official Language Wing and Vidhi Sahitya Prakashan.
- Implementation of Cyber Security: Training for implementation of Cyber Security measures in order to thwart any possible cyber-attack and secure the Department's website as well as any data pilferage has been imparted from time to time.
- On 21st November, 2025, as a part of Chintan Shivir, Legislative Department organised a training program on “Understanding Possibilities of the Use of AI in Legislative Drafting” for the Legislative Officers of this Department. Dr. Pavan Duggal, Advocate, Supreme Court of India was the Resource Person for this program.
- India Code
The India Conde Portal is a database of all Central Acts which are in force and their subordinate legislations made thereunder from time to time and is available at https://www.indiacode.nic.in/ for public viewing. The Legislative Department has taken initiative to launch the India Code Information System (ICIS), a one stop digital repository of all the Central and State legislation including their respective subordinate legislations in the year 2018 with the help of NIC. It is an important step in ensuing legal empowerment of all citizens as well as the object of ONE NATION-ONE PLATFORM which consist of all Central Acts and State Acts along with their subordinate legislations. All Central Acts and State Acts provides details relating to sections schedules, short titles, enactment dates and also foot-notes. Search facility has been made available and a free Text Search is also available.
II. As an ongoing process, during the year 2025, 17 Central Acts enforced and 02 spent Acts & 147 repealed Acts have been updated and uploaded on the portal. All the administrative Ministries/Departments in the Government of India are updating and uploading their subordinate legislations under the Acts enacted by Parliament on the India Code Portal. All the State Governments and Union territories are also updating and uploading the State Acts and subordinate legislations framed under these State Act.
III. The India Code Information System (ICTS) is a major-Governance initiative containing all existing Central and State Acts of country having largest democracy place. Therefore, available Acts are referred nationally as well as internationally by Law makers Judiciary Academicians, Law Students, etc. This web portal it accessed globally. The IC1S prevents the monopoly of private publishers who may claim copyrights of their publication.
- For the purpose of appointment of Chief Election Commissioner, a Search Committee under the chairmanship of Hon’ble Minister of State (I/C) Law & Justice and a Selection Committee under the chairmanship of Hon’ble Prime Minister has been constituted under Section 6 and Section 7 of the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023 (49 of 2023) respectively.
The Selection Committee chaired by the Hon'ble Prime Minister recommended the name of Shri Gyanesh Kumar, Election Commissioner for appointment as Chief Election Commissioner in place of Shri Rajiv Kumar, who demitted office as Chief Election commissioner in the Election Commission of India on 18th February, 2025. As one vacancy of Election commissioner fall vacant due to the appointment of Shri Gyanesh Kumar as the Chief Election Commissioner, the Selection committee also recommended the name of Dr. Vivek Joshi for appointment as Election Commissioner. The names recommended for appointment as Chief Election Commissioner and Election Commissioner were approved by the Hon'ble President on 17th February, 2025 and both of them joined their office on 19th February, 2025. This was the first exercise for appointment of Chief Election Commissioner in terms of the new Act.

A delegation of the following from the Ministry of Justice (MoJ), United Kingdom, accompanied by officials from the British High Commission, held a meeting with the Secretary, Legislative Department, Ministry of Law and Justice along with other Senior Officers of the Department on 6th November 2025. During the meeting, both sides engaged in a comprehensive discussion on enhancing bilateral cooperation in the field of Law and Justice. The comprehensive discussions covered a wide range of subjects including legislative drafting, Ease of Living initiatives, Repealing of Obsolete Laws, Tribunal system, Gender Justice and training programmes for officers of both the countries in the area of legislative drafting. The meeting reflected the shared commitment of India and the United Kingdom to strengthen mutual collaboration in the field of law and justice.
- Vidhi Sahitya Prakashan (VSP)
- In accordance with the recommendations of the Parliamentary Committee on Official Language, the orders of the Hon’ble President of India and the vision of the Hon’ble Prime Minister, Vidhi Sahitya Prakashan has provided Hindi version of 10,000 judgments, originally delivered by Supreme Court of India in English along with headnotes, summaries and index of cases and has consented to upload the same on the e-SCR Portal of Supreme Court of India for the access by lawyers, jurists, law students, and litigants. Vidhi Sahitya Prakashan has also agreed to provide Hindi versions of Supreme Court judgments in future also for uploading on e-SCR portal.
- Vidhi Sahitya Prakashan has successfully fulfilled its core mandate of providing the judgments of Supreme Court of India and High Courts to the litigants and the public in Hindi, the Official Language in accordance with the official language policy of the Union, recommendations of the Parliamentary Committee on Official Language and the directives of the Hon’ble President of India and the vision of the Hon’ble Prime Minister of India.
- Official Language Wing (OLW)
Official Language Wing, Legislative Department has processed 83 Central Acts for being authenticated by the Hon’ble President of India, which includes 48 Central Acts in Regional Languages under Section 2 of the Authoritative Texts (Central Laws) Act, 1973 (50 of 1973) and 35 Central Acts in Hindi under clause (a) of sub-section (1) of section 5 of the Official Languages Act 1963 (19 of 1963) to be published as authoritative text thereof. The Working Group of Regional Languages has approved the translations of 22 Central Acts of different regional languages i.e., Bengali, Kannada, Manipuri, Punjabi and Urdu in his meeting.
During the year 2025, Official Language Wing of this Department has published the Constitution of India updated up to 106th amendment in Assamese, Bodo, Kannada, Kashmiri, Marathi, Nepali, Odia, Punjabi, Santhali, Telugu language in book form and uploaded the same on official website of the Department. Also, the virtually updated version of Constitution of India in Bengali, Tamil and Urdu languages are uploaded on official website of Legislative Department, Ministry of Law & Justice.
The Constitution of India has recently been released in Santhali language by Hon’ble President of India, Smt. Draupadi Murmu on 25th December, 2025 at Rashtrapati Bhawan, New Delhi in the presence of Shri C.P. Radhakrishnan, Hon’ble Vide-President of India, Shri Arjun Ram Meghwal, Hon’ble Minister of State (I/C), Ministry of Law & Justice and other invitees including the Members of Santhali speaking community.
11. RTI Cell
The matters under RTI Act, 2005 have been decentralized w.e.f October, 2025 by designating Central Public Information Officer and First Appellate Authority at the Section level, in order to reduce procedural delays, fix accountability and ensure timely and efficient disposal of RTI matters, in accordance with prescribed timelines.
12. Publication Section
During the year 2025, the Legislative Department compiled and scrutinized the Constitution of India (English version) incorporating the latest amendments including the Constitution (One Hundred and Sixth Amendment) Act, 2023. Further, the manuscript for the new edition of the Constitution of India for the year 2025 has been prepared and forwarded to the Official Languages Wing for publication in diglot version (English and Hindi).
The Index to Statutory Definitions, Fourth Edition Book is being updated by the Department. The last edition of the publication titled "Index to Statutory Definitions" was published in the year 2003.
Publication Section, Legislative Department also prepares the manuscripts (English version) of the Central Acts duly incorporating up to date amendments and forward it to the Official Languages Wing for publishing it in diglot version. During the year 2025, the manuscripts of the following Central Acts were prepared, namely:-
- The Payment of Bonus Act, 1965 (21 of 1965).
- The Motor Transport Workers Act, 1961 (27 of 1961).
- The Unlawful Activities (Prevention) Act, 1967 (37 of 1967).
- The Maternity Benefits Act, 1961 (53 of 1961)
- The Hindu Succession Act, 1956 (30 of 1956).
- The Indian Christian Marriage Act, 1872 (15 of 1872).
- The Industrial Disputes Act, 1947 (14 of 1947).
- The Bharatiya Nagarik Suraksha Sanhita, 2023 (46 of 2023).
- The Motor Vehicles Act, 1988 (59 of 1988).
- The Majority Act, 1875 (9 of 1875).
- The Hindu Adoptions and Maintenance Act, 1956 (78 of 1956).
- The Census Act, 1948 (37 of 1948).
- The Guardian and Wards Act, 1890 (8 of 1890).
- The Bankers' Books Evidence Act, 1891 (18 of 1891).
13. Official Language Section
During the year 2025, the Legislative Department, Ministry of Law and Justice, undertook several significant initiatives to ensure progressive, effective, and wider use of Hindi in accordance with the Official Language Policy of the Government of India. The Department not only promoted the use of Hindi in administrative functioning but also made notable contributions in the field of legal literature.
(i) Participation in National-Level Official Language Events
The Department actively participated in the Golden Jubilee celebrations of the Official Language, details of which are as follows:
- Participation of representatives of the Legislative Department in the Official Language Golden Jubilee Celebrations held at Bharat Mandapam, New Delhi, on 26th June, 2025.
- Participation of departmental representatives in the Official Language Golden Jubilee celebration (Dakshin Samvad) held at Hyderabad, Telangana, on 11th July 2025.
These events highlighted the Department’s active role in the promotion and propagation of Official Language.
(ii) Hindi Day Celebrations and Release of Legal Literature
On the occasion of Hindi Day Celebration and the Fifth All India Official Language Conference, 2025 held at Gandhinagar, Gujarat, during 14–15th September, 2025:
- Under the Chairmanship of the Hon’ble Union Minister of Home and Cooperation, and
- In the august presence of the Hon’ble Minister of State (I/C) for Law and Justice,
The following three important legal publications brought out by Official Language Wing, Legislative Department, in bilingual format, namely: -
- Bharatiya Nyaya Sanhita (BNS)
- Bharatiya Nagarik Suraksha Sanhita (BNSS)
- Bharatiya Sakshya Adhiniyam (BSA)
This achievement marked a significant milestone in strengthening the use of Hindi in legislative works.
(iii) Expansion of Official Language Usage in Digital Medium
With a view to ensuring wider use of Official Language, the official website of the Legislative Department was fully bilingualised, enabling citizens and stakeholders to access information in both Hindi and English.
(iv) Constitution of the Hindi Advisory Committee
For effective implementation of the Official Language policy:
- The Hindi Advisory Committee was constituted on 2nd September, 2025.
- Meetings of the Committee were held to deliberate on various issues related to Official Language implementation.
(v) Implementation of Official Language Incentive Schemes
During the year 2025, the following Official Language incentive schemes ( all related to year 2025-26) were effectively implemented in the Legislative Department:
- Incentive Scheme for working in Hindi (noting and drafting)
- Hindi Typing / Stenography Allowance Scheme
- Scheme for dictation in Hindi by officers
- Hindi Teaching Scheme (Pragya, Prabodh, Praveen and Parangat)
- Hindi Word Processing Typing / Stenography Scheme
These schemes encouraged officers and staff to increasingly use Hindi in official work.
(vi) Activities Organised During Hindi Fortnight – 2025
Following activities were organised in the Legislative Department during Hindi Fortnight to enhance awareness about Official language:
- Circulation of Hindi messages of the Hon’ble Union Minister of Home Affairs, the Hon’ble Minister of State (I/C) for Law and Justice, and the Secretary, Legislative Department.
- Promotion and Propogation of Hindi Fortnight through posters and banners.
- Organisation of the following competitions to enhance staff participation:
- Hindi Noting and Drafting
- Hindi Quiz
- Hindi Translation
- Hindi Essay Writing
- Recitation of Self-Composed Hindi Poetry
- Hindi Dictation
(vii) Compliance with the Official Language Act and Annual Programme
The Legislative Department ensured:
- Full compliance with Section 3(3) of the Official Languages Act, 1963.
- Continuous efforts towards achieving the targets set under the Annual Programme of the Department of Official Language for the year 2025.
During the year 2025, the Legislative Department made significant progress in the use, promotion, and propagation of the Official Language Hindi. The Department remains committed to further strengthening the implementation of the Official Language policy of the Government of India in the years ahead.
