COMPUTERISATION OF PANCHAYATS

Panchayat, being “Local Government”, is a State subject and part of the State list of the Seventh Schedule of the Constitution of India. Thus the primary responsibility of providing computers to the Gram Panchayats lies with States/UTs. However, under the Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA), the Ministry supplements the efforts of States/UTs by providing Computers and peripherals, at a limited scale, with particular focus on the North Eastern States.

 

The state-wise status of computers in Gram Panchayat is attached at Annexure-I.  The Ministry, with its limited resources under RGSA, attempted saturation approach for supporting computerization of Gram Panchayats. So far, the State/ UTs of Goa, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Maharashtra, Manipur, Rajasthan, Uttar Pradesh, West Bengal, Andaman & Nicobar, Dadra & Nagar Haveli and Daman & Diu and Ladakh have reported 100% computer saturation.

 

Rashtriya Gram Swaraj Abhiyan (RGSA) is a demand driven scheme and funds released to the States/UTs against total amount of Annual Action Plans (AAP) approved by Central Empowered Committee. Funds under the scheme are released against the total approved amount of the Annual Action Plan (AAP). The expenditure of the funds is undertaken by the State in accordance with their priorities including Computers for digital enablement, within approved component of AAP of the RGSA. Further, States can also utilize funds from various sources, viz. Central Finance Commission, State Finance Commission (SFC), Own Source Revenue (OSR), and any other resources available with the Gram Panchayats, to support their infrastructure needs. Further, the Ministry encourages States and Panchayats to leverage these funds by converging them with various infrastructure schemes of the Central and State Governments. The State/UT wise status of fund allocated/ released and utilized under RGSA during last three years is at Annexure-II.
