Cooperation and cooperative development in Odisha

- As per the National Cooperative Database (NCD), there are a total of 8,172 cooperative societies in Odisha, out of which 7,595 societies are functional.
- The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several initiatives to realize the vision of “Sahakar-se-Samriddhi” and to strengthen the farmer cooperatives in the country including Odisha. These initiatives include notification of Model Bye-laws that enable PACS to undertake more than 25 business activities, improve governance, transparency and accountability in their operations. Now, PACS can operate as PM-Kisan Samridhi Kendras (PMKSKs), Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs), Common Service Centres (CSC) etc.
- Under the Computerization of PACS project, funds released to Odisha only in FY 2025-26 amounting to Rs. 18,07,47,384/-. Further, as on 25.11.2025, NCDC has disbursed Rs. 4,67,455.66 crore for the development of cooperative institutions across the country. Out of which Rs. 3,345.98 crore has been disbursed till now for cooperative development in Odisha. The details of disbursement of last five is provided at Annexure-1.
- To provide market linkages to the members of cooperative societies, the Government of India, interalia, allowed formation of new Farmer Producer Organizations (FPOs) and Fish Farmer Producer Organization (FFPO) by PACS to provide market linkage for fair and remunerative prices for their produce. For the dairy sector, the Ministry has launched "White Revolution 2.0” which aims to increase the milk procurement of dairy cooperatives by 50% from the present level over next five years by providing market access to dairy farmers in uncovered areas and increasing the share of dairy cooperatives in organized sector.
The Government has approved World’s Largest Decentralized Grain Storage Plan in the Cooperative Sector, to create grain storage at the PACS level through convergence of various Central schemes. This helps reduce wastage, save transport costs, and help farmers get better prices. Godowns have already been built in 11 PACS under the pilot, and over 500 PACS have been selected under the extended pilot. Hiring assurance has been given for 220 PACS, construction has started in 134, and 85 PACS have completed construction.
- The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several initiatives to realize the vision of “Sahakar-se-Samriddhi” and to enhance the cooperative growth across the country including Odisha. Key areas of initiatives include:
- Making Primary Cooperatives economically vibrant and transparent;
- Strengthening the Urban and Rural Cooperative Banks;
- Relief to Cooperative Societies in the Income Tax Act;
- Revival of Cooperative Sugar Mills;
- Three new National Level Multi-State Societies;
- Capacity Building in Cooperatives;
- Use of Information Technology for ‘Ease of Doing Business’;
- Creation of National Cooperative Database (NCD);
- National Cooperation Policy (NCP);
- Establishment of Tribhuvan Sahkari University
- Other Initiatives
