Nationwide Digital Life Certificate (DLC) Campaign 4.0 Launched Across 2,000 Cities including Assam to Empower Pensioners Digitally

The Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions, is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November, 2025. The campaign will be held across more than 2,000 cities and towns with the objective of reaching around two crore pensioners through a saturation-based outreach approach. The campaign will also be launched in Assam, where DLC Camps will be organized at Nagaon and Guwahati. Shri Anil Bansal, Senior Director (IT) in the Ministry will visit these camps on 3rd and 4th November, 2025, respectively, to review arrangements, interact with pensioners, and oversee coordination among Banks, India Post Payments Bank (Department of Posts), UIDAI, NIC, and local Pensioners’ Welfare Associations to ensure smooth functioning.

The DLC Campaign 4.0 is a flagship initiative aimed at promoting digital empowerment of pensioners, in line with the Government’s vision of Digital India and Ease of Living. It emphasizes the use of Aadhaar-based Face Authentication technology, which allows pensioners to submit their Life Certificates digitally without requiring any biometric devices. Special attention is being given to super senior citizens and differently-abled pensioners through the India Post Payments Bank’s doorstep DLC service, ensuring accessibility and convenience for all.

The campaign brings together key stakeholders including Banks, India Post Payments Bank, UIDAI, MeitY, NIC, CGDA, Railways, and Pensioners’ Welfare Associations, to work in close coordination towards achieving digital inclusion of pensioners. The NIC DLC Portal provides real-time monitoring of the Digital Life Certificates generated by various agencies during the campaign.
