Under the visionary leadership of Prime Minister Narender Modi, tribal empowerment and development have taken great strides, and several landmark initiatives like PMJANMAN, and DAJAGUA has been launched by the Prime Minister said Shri Durga Das Uikey, Union Minister of State, Tribal Affairs while delivering the keynote address at Two-day National Conference on Adi Karmayogi Abhiyan at Bharat Mandapam, New Delhi.
Adi Karmayogi Abhiyan is the Prime Minister’s visionary step towards Viksit Bharat @2047, designed as the world’s largest grassroots responsive governance programme spread across 30 States, 550 districts, 3000+ blocks and 1 lakh+ tribal villages. It reflects his belief that nation-building begins by empowering communities at the last mile and placing tribal leadership at the heart of development while having a “whole of government approach”, across multiple departments.
Under the guidance of Shri Jual Oram, Minister of Tribal Affairs, the Abhiyan is being executed with emphasis on convergence of flagship schemes, and large-scale change management programs across seven-line departments critical for tribal development.
As part of the Abhiyan’s motto of institutionalizing responsive governance, it is focused on three key outcomes in form of a) Establishment of Sewa Kendra- single window system for grievance redressal, information and service centre b) Saturation of critical services and c) Preparation of Village Action Plan as part of the Village Vision building exercise.
During the conference, acknowledging the glorious history, culture, cuisine and artforms of Tribal communities, Shri Uikey launched the Beta version of “Adi Sanskriti - A Digital Learning Platform. Adi Sanskriti portal is a great step in recognizing the rich cultural heritage and art of Tribal as well a platform for whole world to learn and further enrich it. Adi Sanskriti would serve as 1) an e-learning platform for courses covering tribal artforms, cuisine, and dance forms, 2) repository of rich cultural heritage of tribals and 3) online marketplace enabling livelihoods and connecting India’s tribal communities with the world.
The two-day National Conference brought together senior officials from State Tribal Welfare Departments, Commissioners, Project Officers of Integrated Tribal Development Agencies (ITDAs), civil society partners, and cadres of the Adi Karmayogi Abhiyan. The conference provided a vibrant platform for deep deliberations, best practice exchange, and joint strategizing on strengthening the world’s largest tribal grassroots leadership programme.
On the first day, the conference started with the release of the Adi Karmayogi Abhiyan Status Report and a video showcase, followed by a keynote by Shri Vibhu Nayar, Secretary, Ministry of Tribal Affairs on “The Role of Tribal Leadership in Viksit Bharat @2047.” The session reaffirmed the Abhiyan’s mission of empowering tribal communities through responsive, participatory, and sustainable governance.
States presented best practice models demonstrating innovations in community mobilization, institutional convergence, and grassroots capacity building. Discussions emphasized the transformative role of Village Action Plans (VAPs), Village Vision 2030 exercises, and Adi Seva Kendras in strengthening tribal self-governance.
Forest Rights Act (FRA): Focus on digitization of land titles, FRA cells, error correction, and Community Forest Resource Management Plans (CFRMPs), with attention to reconciling FRA with conservation in tiger reserves.
PM-JANMAN: State presentations highlighted strategies for saturation, tribal household inclusion, and leveraging Adi Karmayogi cadres for last-mile delivery and scheme monitoring.
Afternoon breakout sessions reviewed granular progress on District & Block Process Labs (DPLs/BPLs), training of State Master Trainers/ District Master Trainers / Block Master Trainers, institutionalization of Adi Sewa Hour and Adi Sewa Day, and preparations for approving VAPs in Special Gram Sabhas on 2nd October 2025 as part of Adi Sewa Parv.
The first day concluded with a joint feedback session with State Master Trainers and District Master Trainers, refining training modules, identifying mobilization gaps, and generating ideas for ensuring the Abhiyan’s sustainability.
The second day started with consolidation of learnings from Day 1 into a structured roadmap of 10 critical activities at the block and village level, ranging from timely conduct of Village Action Plans and Process Labs to operationalizing Adi Sewa Kendras and ensuring livelihood linkages for FRA patta holders.
A session on sectoral reforms saw direct dialogue between senior officials, ITDA POs, and the Ministry’s leadership. States also showcased 20 best practice models under Adi Karmayogi Abhiyan, PM-JANMAN, and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, highlighting scalable innovations in community mobilization, CSO partnerships, institutional convergence, and digital monitoring tools.
The conference concluded with a call to embed Adi Karmayogi Abhiyan mechanisms into Governance and Panchayati Raj processes. It was also stressed that Adi Sewa Hour, Village Action Plans, and Adi Sewa Kendras must become permanent fixtures of tribal local governance.
