Beneficiaries under NSDC and PMKVY Schemes

Under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) scheme of Ministry of Skill Development and Entrepreneurship (MSDE) implemented through National Skill Development Corporation (NSDC), more than 1.6 crore candidates have been trained/oriented over the last ten years and out of which 1.29 crore have been certified as on 30.06.2025.
Under other programs of NSDC around 1.74 crores candidates are trained. NSDC has facilitated over 2.32 lakh trainer certifications through Awarding Bodies. The trainer-to-beneficiary ratio varies depending on the type of training, batch size, sector norms and geography. The Government holds 49% equity in NSDC. Despite a private sector-majority shareholding, oversight of the Government is done through Government representation on the Board of NSDC.
To improve the quality and uniformity of training under PMKVY, the Government has taken several steps, including:
- Introduction of PMKVY 4.0, which emphasizes quality, industry relevance, and flexibility. Also, On-Job-Training (OJT) has been embedded in STT component of this scheme.
- The courses offered under PMKVY are NSQF aligned which ensures better employability for the candidates.
- Implementation of a Common Cost Norms framework for standardization.
- Digital Monitoring is conducted through the Skill India Digital Hub (SIDH), which documents the full life cycle of training.
- The training life cycle has been significantly improved by implementing Aadhaar-based enrolment, biometric attendance, and ensuring that training is delivered exclusively by certified trainers and assessed by certified assessors. Additionally, transparency has been enhanced through the use of geo tagging, biometric verification, and real-time monitoring via dashboards.
The Government monitors and regulates NSDC’s support to for-profit training institutions through Accreditation and Affiliation norms for training centres (TC) under the Skill India Quality Assurance Framework and data-driven monitoring of the scheme through SIDH. Oversight mechanisms are reinforced through technology-enabled systems such as e-KYC based enrolment, Aadhar-enabled biometric attendance, grievance redressal systems, performance audits, impact assessments and third-party evaluations.
Under PMKVY 4.0, training is being imparted in accredited and affiliated Training Centres (TCs), monitoring of TCs through physical and virtual mode. Legal action such as filing FIR, blacklisting, suspension, financial recovery, etc. are taken against non-compliant TCs.
PMKVY is implemented across the country and its benefits are available to all the sections of society including the marginalized communities. To promote inclusivity, mobilizing candidates from marginalized communities through targeted outreach, industry-aligned curriculum offerings, and the introduction of futuristic courses to bridge the digital divide are emphasized. Also, to ensure equitable skill development, accessibility is promoted by mandating geographic spread, with training centres across districts, including dedicated efforts under Special Projects and specific allocations for Aspirational and Left-Wing Extremism (LWE)-affected districts.
For implementation of PMKVY, MSDE released Rs. 1538.29 crores during FY 2024-25. The State/UT-Wise details of funds disbursed by NSDC to training partners given at Annexure-I. No funds have been released during current financial year.
Under PMKVY, MSDE has undertaken a range of strategic initiatives aimed at enhancing the employability of youth through market aligned skill training. These efforts include the following:
- Comprehensive mapping of job demand is undertaken through insights driven from regular skill gap studies conducted across national, state/district levels, District Skill Development Plans (DSDPs), and industry-specific inputs representing over key sectors.
- All job roles are aligned with the National Skills Qualification Framework (NSQF) to ensure that the curriculum is responsive to evolving market trends and future workforce requirements.
- On-the-Job Training (OJT) is an integral component of the scheme, offering hands-on experience to candidates and equipping them for real-world workforce scenarios.
- The National Occupational Standards (NOS) and Qualification Packs (QPs) undergo regular revisions to align with changing industry demands.
- Training quality is continually improved through the integration of employer feedback and analysis of placement outcomes.
- Under PMKVY 4.0, job roles in Artificial Intelligence, Electric Vehicle, Robotics, 5G, and Data Analytics have been introduced to enhance employability in future-ready sectors.
