The Ministry of Women and Child Development (MoWCD) presents its comprehensive review of achievements and initiatives for 2024. The Ministry continues its mission to empower women and children, ensuring inclusive development, safety, and well-being. Below is a detailed account of its flagship missions and their impact.
Mission Saksham Anganwadi and POSHAN 2.0
Mission Saksham Anganwadi and POSHAN 2.0 adopt a lifecycle approach to combat malnutrition, focusing on nutritional sufficiency, early childhood development, and technology integration.
Key Achievements:
- Upgradation of Anganwadi Centres (AWCs):
- 1.7 lakh AWCs approved for transformation into Saksham Anganwadis, promoting creative, social, emotional, and cognitive development.
- 15,728 Anganwadis upgraded as of December 2024.
- Over 11,000 Saksham Anganwadis inaugurated on 30th September 2024.
- Nutrition Through Innovation:
- Poshan Tracker: Tracks over 10 crore beneficiaries (pregnant women, lactating mothers, and children) with real-time data to improve service delivery.
- Community-Based Management of Acute Malnutrition (CMAM): Module incorporated for identifying and addressing malnutrition in children.
- Fortified Rice Distribution: Over 12.87 lakh metric tonnes allocated to improve micronutrient sufficiency.
- Jan Andolan for Behavioral Change:
- Community-based events, Poshan Maah, and Poshan Pakhwada saw participation from millions to promote nutritional awareness.
- Over 30 crore community sensitization activities conducted in 2024.
- The 7th National Poshan Maah was observed from September 1 to 30, 2024, with its inauguration on August 31, 2024, in Gandhinagar, Gujarat, by the Minister of Women and Child Development, Smt. Annapurna Devi, and the Chief Minister of Gujarat, Shri. Bhupendrabhai Patel.The primary focus of this Poshan Maah was on anemia, growth monitoring, supplementary nutrition, the ‘Poshan Bhi Padhai Bhi’ initiative, and the use of technology for better governance. As part of the campaign, the ‘Ek Ped Ma ke Naam’ initiative was launched to promote environmental conservation, encouraging tree plantation at all Anganwadi centers.With over 130 million activities reported by states and union territories, this nationwide campaign concluded with a closing ceremony on September 30, 2024, in Ranchi, Jharkhand. The event was attended by the Governor of Jharkhand, Mr. Santosh Gangwar, and the Minister of Women and Child Development, Smt. Annapurna Devi.
- Early Childhood Care & Education (ECCE): MWCD released National Framework & Curriculum namely:
- Aadharshila- National Curriculum for Early Childhood Care and Education
- (3 to 6 years) 2024
- Navchetana- National Framework for Early Childhood Stimulation (Birth to 3 years) 2024
- Roll out of Poshan Bhi Padhai Bhi- An ECCE programme by MWCD is guided by Aadharshila and Navchetana. A two-tier training model being implemented.
- Two days training for State Level Master Trainers (SLMTs) by NIPCCD: 28,301 SLMTs trained so far
- Three days of training for Anganwadi workers (AWWs): 107,349 AWWs trained so far
- Poshan Utsav: Launch of Poshan Utsav Book
- The Ministry of Women and Child Development organized the Poshan Utsav on 29th February 2024. The event aimed to promote good nutrition behavior and highlighted India's ongoing efforts to combat malnutrition by promoting good nutrition practices.The then Minister of Women and Child Development and the Co-Chair of the Bill & Melinda Gates Foundation (BMGF) graced the event.
- The event featured the release of 'Poshan Utsav Book', conceptualized by the Ministry of Women and Child Development that has been curated by the Deendayal Research Institute (DRI). The book seeks to revive ancient nutrition traditions, facilitating knowledge exchange and intergenerational learning. It also serves as a comprehensive repository for appreciation of the rich culinary heritage and nutritional diversity of the country.Poshan Comic Book was also released in 11 languages on this day, and a copy was sent to all AWCs.
- "Poshan se Padhai tak- Initiatives of MWCD"-A panel discussion on Early Childhood care and education (ECCE) and initiatives taken by Ministry for ECCE was held on 1st March 2024 which was telecast by CNBC TV 18.
- Poshan Atlas:
- In March 2024, the Ministry of Women and Child Development in partnership with The Bill and Melinda Gates Foundation (BMGF) launched one of a kind and free of cost application called, ‘Poshan Atlas’. Through this app various interactive features can be discovered at fingertips like TV Channel, Educational Games, Nutrition Tips, and a Nutrimeter that helps calculate the nutritional value of your meals. The app can be downloaded on google play store. It was unveiled by then HMWCD.
Mission Shakti
Mission Shakti combines the Samarthya and Sambal components, ensuring women's safety, security, and empowerment through innovative schemes and interventions.
Sambal: Women's Safety and Support
- One-Stop Centres (OSCs):
- 802 OSCs operational in 785 districts, assisting 10.43 lakh women.
- Provisions for temporary shelter and dedicated emergency vehicles introduced.
- Women Helpline (WHL):
- 1.99 crore calls addressed, supporting 82.68 lakh women.
- Integrated with ERSS-112 and Child Helpline in 35 States/UTs for seamless response.
- Beti Bachao Beti Padhao (BBBP):
- Sex Ratio at Birth (SRB): Improved from 918 (2014-15) to 930 (2023-24).
- Girls’ Education: Secondary school enrollment rose from 75.5% (2014-15) to 79.4% (2021-22).
- Nari Adalat:
- Pilot Implementation: Successfully piloted in 50 Gram Panchayats (GPs) each in Assam and Jammu & Kashmir.
- Case Resolution Success:
- Assam: 76 out of 102 cases resolved in FY 2023-24.
- J&K: 144 out of 180 cases resolved.
- Expansion Plans: The initiative is now being piloted in 10 GPs in Bihar and Karnataka.
Samarthya: Women's Empowerment Initiatives
- Pradhan Mantri Matru Vandana Yojana (PMMVY):
- Launched a mobile app and PMMVY soft MIS portal, making the application process entirely paperless.
- Financial Support: ₹16,418.12 crore disbursed to 3.69 crore beneficiaries as of December 2024.
- Shakti Sadan:
- Integrated relief and rehabilitation scheme for women in distress, including victims of trafficking.
- Impact: 404 functional Shakti Sadan homes benefiting 11,196 women.
- Sakhi Niwas:
- Working women hostels providing safe accommodations and daycare facilities for children.
- Status: 523 hostels operational, benefiting 26,306 women.
- Anganwadi-cum-Crèches (Palna):
- Provides a safe environment for children, ensuring nutritional and cognitive development.
- Status: 1,241 operational Anganwadi-cum-Crèches across 19 States/UTs, benefiting 20,991 children.
- SANKALP – HEW (Health, Education, and Workforce Empowerment):
- Aimed at linking women to institutional support systems for education, healthcare, financial inclusion, entrepreneurship, and digital literacy.
- Status: Functional in 742 districts across 35 States/UTs.
Mission Vatsalya: Child Welfare and Protection

- Non-Institutional Care: 40% increase in children supported under Non-Institutional Care programs, benefiting 1.7 lakh children in 2024-25.
- Child Helpline Integration: Functional in all 36 States/UTs, with services automated in 669 districts.
Special Campaigns and Initiatives
- Suposhit Gram Panchayat Abhiyan:
- Launched on 26th December 2024, promoting grassroots participation to eliminate malnutrition and improve nutrition outcomes.
- Pradhan Mantri Rashtriya Bal Puraskar (PMRBP):
- On 26th December 2024, 17 children were honoured by the President of India for exceptional achievements in bravery, innovation, sports, and arts.
- Veer Baal Diwas (26th December 2024):
- Prime Minister Narendra Modi celebrated the courage and sacrifice of the Sahibzades, inspiring youth with values of bravery and resilience.
- Independence Day 2024: A Salute to Nari Shakti
- Field heroes from across the nation were honored as special guests at the Red Fort during the 78th Independence Day celebrations.
- Prime Minister's Address:
- Recognized women’s excellence in sectors such as the Air Force, science, and entrepreneurship.
- Highlighted transformative policies like the extension of maternity leave to 26 weeks and financial independence of 10 crore women through self-help groups.
- Empowering Women for a Viksit Bharat:
- Union Minister of Women and Child Development, Smt. Annapurna Devi, reinforced the Ministry’s commitment to empowering women, recognizing them as pillars of India’s progress.
- A Joint Event named - Women in the Workforce for Viksit Bharat “सक्षम नारी सशक्त भारत” in convergence with Ministry of Labour and Employment was organized on 30th January 2024.
- The purpose was to engage with the Industry Chambers such as CII, FICCI, ASSOCHAM and PHDCCI for their pro-active role in promoting Women’s Labour Force participation.
- The National Minimum Standards and Protocol for Creches (Operation and Management) was released. In addition, 3 advisories were issued, namely: Advisory for encouraging participation of women in the workforce in CPWD/ NBCC issued by Ministry of Housing and Urban Affairs, Advisory for encouraging participation of women in the workforce in highway construction issued by Ministry of Road Transport & Highways, Advisory for Employers to promote Women Workforce Participation (Gender Equality and Promoting Women’s Economic Empowerment) issued by Ministry of Labour and Employment.
- 100 days campaign:
- During 100 Days Special Campaign launched from 21st June 2024 to 4th October 2024, over 7.8 Lakh women were assisted through HUB for Empowerment of Women (HEW).
- Budget Announcement pertaining to Women-led Development:
- In the Union Budget presented on 23rd July 2024, the Government announced several transformative initiatives aimed at increasing women’s participation in the workforce and promoting women-led development.
- In this context, the Ministry of Women and Child Development hosted a post-budget webinar on 26th July 2024, where the Minister reaffirmed the Ministry’s commitment to women-led progress.
- #abkoibahananahi Campaign
- The MWCD in collaboration with UN Women launched #AbKoiBahanaNahi on 25th November, 2024, a campaign reaffirming the Ministry’s unwavering commitment to ending gender-based violence which coincides with the "Nayi Chetna”, a community led campaign against Gender-Based Violence from 25th November to 22nd December, 2024 organised by Ministry of Rural Development (MoRD.
- Sexual Harassment electronic Box 'SHe-Box' Portal:
- The Minister of WCD launched the revamped 'SHe-Box' on 29th August 2024 through a nationwide webcast from Delhi.
- The new portal includes features such as centralized database of Internal Committees and Local Committees, complaints registered on the portal will be directly forwarded to the Internal Committee/ Local Committee of the concerned workplaces within the Central Ministries/ Departments, States/ UTs and in Private sector.
- “Bal Vivah Mukt Bharat” Campaign and launch of Portal:
- Ministry of Women and Child Development launched a national campaign “Bal Vivah Mukt Bharat” on 27th November, 2024 where a portal ‘https://stopchildmarriage.wcd.gov.in’ was also launched to support the States/UTs in raising awareness against child marriage and for effective reporting and prevention of incidences of child marriage.
