Workshop on Capacity Building to Strengthen Knowledge of PM GatiShakti and its role in Developmental agenda through Education & Training
Innovative Integration of PMGS – NMP into CTIs and ATIs Curricula

Logistics Human Resource Development and Capacity Building is one of the important action items identified under the National Logistics Policy (NLP). Government officials at all levels have a critical role to play in the successful implementation of the PMGS-NMP and NLP. To widely propagate the essential principles of the PM GatiShakti, various measures have been undertaken so far, one of which is onboarding of Central Training Institutes (CTIs) and State Administrative Training Institutes (ATIs) to institutionalise and regularize trainings and capacity building of Government officials on PMGS-NMP principles.
As part of efforts to strengthen India's logistics and infrastructure sectors, the Department for Promotion of Industry and Internal Trade (DPIIT), in collaboration with Gati Shakti Vishwavidyalaya (GSV) in Vadodara, Gujarat, organized a workshop on 8th April, 2024. This workshop was organised with the objective of integrating the principles of PM GatiShakti National Master Plan (PMGS-NMP) and the National Logistics Policy (NLP) into the educational curriculum and trainings of CTIs and State ATIs.
The workshop aimed to provide a common platform for brainstorming on the pedagogical strategies, curriculum development, and the integration of real-world logistics and infrastructure challenges into administrative training discourse of government officials.
The workshop saw participation from more than 100 officials, comprising senior officials from the Department for Promotion of Industry and Internal Trade (DPIIT), BISAG-N, Gati Shakti Vishwavidyalaya as well as representatives from Line Ministries/Departments, Central Training Institutes (CTIs), State Administrative Training Institutes (ATIs), Karmayogi Bharat and concerned educational and training institutions.
Setting the context, Sh. Rajesh Kumar Singh, Secretary, DPIIT emphasized the crucial role of capacity building and skill development in the logistics sector to establish efficient and cost-effective logistics and infrastructure systems. He further highlighted on integrating Logistics and Infrastructure Development courses into the curriculum of CTIs and State ATIs, so that officers are better prepared to tackle the complexities of infrastructure development, enhance logistical efficiencies, and contribute significantly to India's economic growth and development agenda.
Prof. (Dr.) Manoj Choudhary, Vice Chancellor, GSV, highlighted that the university as the nodal agency will be helping in developing the capacity building programme related to logistics sector. Collaboration with CTIs and State ATIs will be useful in imparting trainings on PM GatiShakti principles, paving the way for a skilled and empowered workforce.
Thereafter, Secretary, DPIIT also launched a series of 8 new academic programs at Gati Shakti Vishwavidyalaya in logistics & transportation and PM GatiShakti courses scheduled to begin in the academic year 2024-25. These programs are tailored to meet the needs of both traditional students and professionals already in the workforce, ensuring a wide-reaching impact on the logistics and infrastructure sectors.
The workshop featured, (i) Demonstration of the PM GatiShakti NMP features to all stakeholders with use cases from Ministries and Departments at the Centre and State levels; and (ii) Identification and brainstorming of possible ways of introducing regular infrastructure and logistics courses at various levels of training in these institutes for Government officers.
As a way forward, to further enhance the adoption of PMGS-NMP, identification of key course modules for regularizing trainings on PM GatiShakti principles were suggested. Further, strategic partnerships and collaborations between academic institutions and government bodies may foster continuous learning environment for officials.
