PROMOTING SAFE BUILDING PRACTICES IN URBAN AREAS

As per 12th Schedule of the Constitution of India, urban planning including town planning, regulation of land use and construction of buildings is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States. Ministry of Housing & Urban Affairs (MoHUA), Government of India has published “Model Building Bye-Laws 2016”for the guidance of the State Governments, Urban Local Bodies, Urban Development Authorities under which detailed provision for structural safety of building are given. The Ministry has published Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, which provides a holistic framework for plan preparation and implementation by the States/ ULBs. The URDFI guidelines is available on the website

The monitoring, notification of Building Bye Laws and its enforcement is the responsibility of the States/ ULBs.
