Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16 to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.
PMKSY is an umbrella scheme, consisting of two major components being implemented by Ministry of Jal Shakti, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components: (i) Command Area Development & Water Management (CAD&WM); (ii) Surface Minor Irrigation (SMI); (iii) Repair, Renovation and Restoration (RRR) of Water Bodies; and (iv) Ground Water (GW) Development (approval only till 2021-2022, and thereafter only for ongoing works). Further, in 2016, CAD&WM sub-component of HKKP was taken up for pari passu implementation with AIBP.
In addition, PMKSY also consists of Watershed Development Component (WDC) which is being implemented by Department of Land Resources, Ministry of Rural Development. Further, Per Drop More Crop (PDMC) component being implemented by Department of Agriculture and Farmers Welfare (DoA&FW) was also a component of PMKSY during 2015-22, and is now being implemented separately by DoA&FW.
Further, in December, 2021, implementation of PMKSY for the period 2021-22 to 2025-26 has been approved by Government of India with an overall outlay of Rs. 93,068.56 crore (Central assistance of Rs. 37,454 crore, debt servicing to NABARD for Rs. 20,434.56 crore and an outlay of Rs. 35,180 crore by the State Governments towards State share). However, approval of Ground Water component under PMKSY-HKKP has provisionally been accorded till 2021-22, which has been extended subsequently till completion of ongoing works and liabilities. Also, Per Drop More Crop component, which was earlier a component of PMKSY, is now being implemented separately.
Since inception of PMKSY in 2015, no eligible proposal has been received in this Ministry from Government of West Bengal, for funding under the components of the scheme being implemented by this Ministry, i.e., AIBP, SMI, RRR of water bodies or Ground Water Development. However, under Per Drop More Crop (PDMC) component of Department of Agriculture & Farmers Welfare, about 66.5 thousand hectare has been covered in the State of West Bengal during 2015-2022, i.e., till the time PDMC was being implemented as a part of PMKSY. Under Watershed Development component of PMKSY, during the period 2015-2023, 14,966 number of water harvesting structures have been created/ rejuvenated, and an additional area of about 18,033 hectare has been brought under irrigation in West Bengal.
Details of central assistance released to the States, under various components of PMKSY since its inception till March, 2023, are annexed.
