Atal Bhujal Yojana and Jal Jeevan Mission

Atal Bhujal Yojana is being implemented in water stressed Gram Panchayats (GPs) of 229 administrative Blocks/ Talukas in 80 districts of 7 States, viz., Haryana, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh for a period of 5 years from 01.04.2020. The scheme aims at community led sustainable ground water management through convergence of activities.

The scheme is being implemented through active participation of the communities in the participating States in various activities such as monitoring and disseminating ground water data, water budgeting, preparation of Gram Panchayat wise Water Security Plans having demand side as well as supply interventions proposed and their implementation through convergence of ongoing schemes and IEC activities related to sustainable groundwater management.

The fund under the scheme, inter alia, are being released as per performance based upon achievements of certain pre-defined indicators. As on 12.07.2023, following funds have been released to 7 participating States

Various steps viz. optimization of parameters as per the Scheme objectives and Standard Operating Procedures for data collection by the stakeholders, modifications in MIS with an aim to make it more user friendly, regular reviews at various levels along with field visits by National Program Monitoring Unit (NPMU) officers etc. have been taken for expeditious implementation of the scheme.

Since August 2019, Government of India in partnership with States, is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal to enable every rural household in the country, including those in the Chatra Parliamentary Constituency in Jharkhand, North Eastern States and Latur, Satara and Solapur districts in Maharashtra, to have assured potable water through tap connection.

At the time of announcement of Jal Jeevan Mission, 3.23 Crore (17%) rural households were reported to have tap water connections. So far, as reported by States/ UTs as on 24.07.2023, around 9.40 Crore additional rural households have been provided with tap water connections under JJM. Thus, as on 24.07.2023, out of 19.47 Crore rural households in the country, around 12.63 Crore (64.9%) households are reported to have tap water supply in their homes and the remaining 6.84 Crore are likely to be covered by 2024. State/ UT-wise and year-wise details tap connections provided so far are at Annex-I.

District-wise & project-wise fund allocations, schemes/ projects and details thereof are not made and maintained by this department. However, year-wise and State/ UT-wise details of Central fund allocated, fund drawn and fund utilization reported by the States/ UTs under Jal Jeevan Mission in 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 (as on 24.07.2023) are at Annex-II.

To achieve the goal of JJM in the whole country with speed and scale, Government of India is handholding the States, to expedite the implementation of the mission through number of steps inter alia, which includes joint discussion and finalization of annual action plan (AAP) of States/ UTs, regular review of implementation, workshops/ conferences/ webinars for capacity building and knowledge sharing, field visits by multi-disciplinary team to provide technical support, etc. A detailed Operational Guideline for the implementation of JJM; Margdarshika for Gram Panchayats & VWSCs to provide safe drinking water in rural households and Guidelines on a special campaign to provide piped water supply in anganwadi centres, ashramshalas and schools have been shared with States/ UTs to facilitate planning and implementation of Jal Jeevan Mission. For online monitoring, JJM–Integrated Management Information System (IMIS) and JJM–Dashboard has been put in place. Provision has also been made for transparent online financial management through Public Financial Management System (PFMS).
