3rd Edition of ‘Secretariat Reforms’ report released, for February 2023


3,56,533 Public Grievances disposed

4,69,393 files reviewed and 1,05,514 files weeded out

All 75 Ministries which were identified for E-Office 7.0 migration have adopted E-Office 7.0

1.28 lakh sq. ft space freed, Cleanliness Campaign conducted at 2,453 sites, Rs.10.25 crore revenue earned from scrap disposal

In pursuance of the decisions taken in the National workshop on 23.12.2022, Department of Administrative Reforms and Public Grievances (DARPG) has been releasing monthly reports on “Secretariat Reforms”.

  • 45 Ministries/Departments have Fully Delayered- 3 new Ministries/Departments Delayered in February - Department of Sports, Department of Legal Affairs and Department of Animal Husbandry & Dairying
  • All 75 Ministries/Departments which were identified for e-Office 7.0 migration have adopted E-Office 7.0.  3 Ministries/Departments migrated to e-Office 7.0 in February 2023- Ministry of Tribal Affairs, Department of Commerce, Ministry of Cooperation. 
  • Percentage of e-Files increased to 89.66% in February as against 89.24% in January, 2023 and 83.57% in March, 2022.                                              
  1. Swachhata Campaign & Reduction in Pendency
    1. 4,69,393 files were reviewed. 1,05,514 files weeded out, out of 1,41,597 files identified for weeding
    2. 3,56,533 public grievances disposed out of 4,06,244 received (Disposal rate-87.76%)
    3. 1,28,103 square feet of space freed in February, 2023
    4. Rs.10,25,02,217/- of revenue earned by scrap disposal in February, 2023
    5. Cleanliness Campaign conducted at 2,453 sites
  1. Increasing Efficiency in Decision Making
    1. 67 Ministries/ Departments implemented delayering (45 fully delayered; 22 partially delayered)
    2. 35 Ministries/ Departments have reviewed and modified Orders of delegation in last 3 years.
    3. Desk Officer System in operation in 28 Ministries/ Departments
  1. e-Office implementation and analytics
    1. All 75 Ministries which were identified for e-Office 7.0 migration have adopted e-Office 7.0
    2. 26,48,805 Active e-Files against 7,17,720 Active physical files
    3. 10 Ministries/ Departments have 100% e-Receipts in the month of February, 2023
    4. 7,569 Inter-Ministerial e-File movement in February, 2023 against 6,406 Inter-Ministerial movement in January, 2023

    1. Department of Administrative Reforms and Public Grievances: Waste paper sent for recycling to Kalyanmayee NGO for recycling 
    2. Department of Atomic Energy: Area beautification using discarded materials at BARC, Mumbai
    3. Department of Administrative Reforms and Public Grievances: Preservation of records with high archival value at Sardar Patel Bhawan
