Department of Atomic Energy conducts Swachhata Campaign 2.0


Many files weeded, sites cleaned, scraps disposed, grievances disposed

Department of Atomic Energy (DAE), conducted various activities as part of the Special Campaign called Swachhata 2.0 throughout the month of October, 2022. The Department identified 78 sites for the purpose of carrying out this special campaign. A total number of 39,949 files were reviewed, out of which 31,441 physical files were targeted for weeding out. The e-files identified for review were 228. A total 104 number of appeals and grievances have been identified for disposal. There were 11 PMO references identified for examination and disposal and 10 references from MPs identified for disposal.

The Department of Atomic Energy has also targeted to generate maximum revenue from the scrap disposal along with freeing-up of space in office premises. Also, special emphasis has been given on grievance redressal, VIP communication disposal, simplification of rules etc.

PHASE- I:  REVIEW OF SPECIAL CAMPAIGN BY NODAL OFFICERS OF DAE
 

The Department of Atomic Energy (DAE) with 13 Constituent Units, which include R&D, Industrial and Minerals, Service Sector, 11 Aided Institutions, 5 PSUs across India had organised Special Campaign for disposal of pending matters 2.0 from 2nd to 31st October 2022 and the same programme were organised with the aim of record management, cleanliness (indoor & outdoor), and office scrap disposal, easing of rules /processes, freeing of space etc. All the Units/PSUs/AIS have actively participated in this Special Campaign 2.0 on pending matters. The Department has conducted three review meeting with Units /PSUs/Aided Institutions for regular monitoring of the same.

ACHIEVING THE SPECIAL CAMPAIGN 2.0 TARGETS

The Department of Atomic Energy under Government of India actively participated in the campaign through various activities. Inspection/Visit to all the Sections as a part of Swachhta Pakhwada, Record Room management were undertaken. The Units /PSUs/AIs have actively participated in the campaign by cleaning the office premises, freeing of space and conducting Swachhta Campaigns. Clearing of pending PMO references, Parliamentary Assurances, Grievance redressal, VIP communication disposal, Simplification of Rules etc. were given priority and efforts were taken to achieve the targets. PHASE -2: ACHIEVING TARGETS

The progress of the campaign was documented in "before and after scenario" through high resolution photographs/videos which were shared on the social media platform while tagging Department of Atomic Energy, Department of Administrative Reforms and Public Grievances (DARPG), Swachhta Campaign 2.0 etc. With the culmination of the "Special Campaign 2.0", through the dedicated effort of all officials, 4 References from MP, 6 PMO references and 94 Public Grievances/appeals, 1 state Government Reference were disposed of successfully. Also, more than 104 appeals received through grievance portal were disposed during the campaign. Awareness campaign taken to spread the messages on cleanliness among the students of Atomic Energy Education Society (AEES) which has 27,000 pupils in its rolls. 39,949 files were reviewed, 31441 files weeded, 105 e-files closed and above 84904 square feet space have been freed up. Besides, scrap disposal fetched a revenue of Rs. 1,81,59,597/ - (more than Rs 1.80 crores).

BEST PRACTICES THAT EMERGED

IREL, a PSU under DAE has established an innovative idea of cleanliness and sanitation at their office premises. Once in every six months, Salvage Disposal Committee reviews the quantum of scrap materials/ Assets to be written off/ Revenue Scrap available in factory. Also, the Green Belt Development which includes developed Miyawaki plantation at Vellanathuruthu mining site and planted 300 nos. of saplings. Planted 120 nos. of coconut saplings at Kovilthottam.

BARC, one of the R&D unit of this Department has conducted the following;

Mechanical cleaning of sewer lines, sewage chambers, septic tanks, desilting, and water lines using robotics & Jetting cum suction machine. Cleaning of debris and scraps using mechanical means, such as Hydra/Crane, dumpers. Collecting empty glass bottles from various laboratories in order to create safe working conditions in the lab and to reuse empty glasses.

DAE Unit – RRCAT has been declared as Zero Waste Zone’ since 1st January 2020, under the Swachh Bharat Mission by Indore Municipal Corporation (IMC). Consequently, the dry waste is being segregated at RRCAT and taken out for disposal by the agency engaged by IMC. The wet kitchen garbage of about half MT per day is processed in the Nisargaruna - Biogas plant. The generated biogas is used in the guesthouse kitchen and the organic manure is used for horticulture activities in the campus.

 

To maintain focus on the campaign, spread awareness and enhance the outreach, 15 social media posts were designed and uploaded by the social media team of Department of Atomic Energy on platforms such as Twitter and Official Website of DAE.
