ٹیکسٹائل کی وزیر مملکت محترمہ درشنا جردوش نے آج لوک سبھا میں ایک تحریری جواب میں یہ معلومات دی ہے کہ حکومت ہند نے مالی سال18-2017 سے22-2021 کے دوران مرکز کے زیر انتظام ریاست جموں و کشمیر اور مرکز کے زیر انتظام ریاست لداخ کے لئے تعمیر نو کا منصوبہ نافذ کیا ہے۔مرکز کے زیر انتظام ریاست لداخ میں پشمینہ کی ترقی پر ہونے والی پیش رفت کو منسلک کیا گیا ہے۔
ٹیکسٹائل کی وزارت نے انٹیگریٹڈ وول ڈیولپمنٹ پروگرام (آئی ڈبلیو ڈی پی) کے تحت 29.25 کروڑ روپے کے بجٹ کے ساتھ پشمینہ اون کی ترقی کی اسکیم کی منظوری دے دی ہے۔ یہ منظوری مالی سال 2021-22 سے 2025-26 کے دوران نفاذ کے لیے ہے۔ مرکز کے زیر انتظام ریاست لداخ اور مرکز کے زیر انتظام ریاست جموں و کشمیر میں پشمینہ اون کی خریداری/مارکیٹنگ کے لیے ریوالونگ فنڈ کی شکل میں مالی امداد فراہم کرنے کا انتظام کیا گیا ہے۔ 19.75 کروڑ روپے کی لاگت کے ساتھ مرکز کے زیر انتظام ریاست لداخ کے لیہہ میں ذیلی مشینوں کے ساتھ ڈیہائرنگ پلانٹ لگانے کے منصوبہ کی منظوری دی گئی ہے اور اس میں سے 12.92 کروڑ روپے اس کے لئے منہا کردیئے گئے۔آئی ڈبلیو ڈی پی کے ایچ آر ڈی جزو کے تحت اون کے کاشتکاروں بشمول مرکز کے زیر انتظام ریاست جموں و کشمیر کے ساتھ ساتھ مرکز کے زیر انتظام ریاست لداخ کے پشمینہ خانہ بدوشوں کو آگاہی اور تربیت کے حوالے سے ایک انتظام کیا گیا ہے۔
لداخ ریجن کے پشمینہ اون کو جیوگرافیکل انڈیکیشن (جی آئی) ایکٹ کے تحت رجسٹر کرنے کے لیے 15.00 لاکھ روپے کی لاگت سے لداخ خود مختار پہاڑی ترقیاتی کونسل (ایل اے ایچ ڈی سی) ، لیہہ کے حق میں ایک منصوبہ منظوری دی گئی ہے۔ پشمینہ خام اون کو جی آئی ایکٹ کے تحت رجسٹرڈ کرنے کے لیے ایک درخواست پہلے ہی نومبر 2020 میں داخل کی جا چکی ہے۔
پشمینہ ڈیہائرنگ پلانٹ کی خریداری کا آرڈر حیوانات/بھیڑ پالنے اور ماہی پروری کے محکمے، مرکز کے زیر انتظام ریاست لداخ ، لیہہ کے ذریعہ دیا گیا ہے اور ذیلی مشینیں منگوائی گئی ہیں۔ شپمنٹ سے قبل مشینوں کی ماقبل ڈلیوری معائنہ کو تیز کرنے کے لیے مسلسل کوششیں کی جا رہی ہیں۔
