Union Minister highlights Gujarat’s strengths in EoDB at the Investors Round Table Conference-NICDC held at Gandhinagar

An Investors Round Table Conference was organized by National Industrial Corridor Development Corporation – NICDC and Dholera Industrial City Development Limited – DICDL today at Hotel Leela – Gandhinagar, to tell about the progress of the National Industrial Corridor Development Program. This is the 3rd round table conference after Delhi and Kochi. Hon’ble Union Minister of Commerce & Industry Shri Piyush Goyal and Hon’ble Chief Minister of Gujarat Shri Bhupendrabhai Patel & Industries Minister Gujarat Shri Jagdish Vishwakarma graced the occasion.

Hon’ble Union Minister Shri Piyush Goyal said, “Gujarat has been the benchmark State which aptly supports Hon’ble PM’s vision in building a holistic and comprehensive roadmap for the future economic growth of the country. Gujarat is the leading state in Ease of Doing Business and also one of the best states to have the ideal industrial ecosystem”.

He further highlighted Dholera’s potential to become one of the World’s biggest and best manufacturing industrial zones. He said Dholera SIR is the first platinum-rated industrial smart city in India. Additionally, he urged all the investors to utilize the single window clearance facility and come forward with their concerns to further help Government in bridging the gap and enhancing EoDB.

Shri Bhupendra Patel, Hon’ble CM, Gujarat said, “Over the years, under the leadership of Prime Minister Shri Narendrabhai Modi, Gujarat has been at the top position in various measures of the Government of India such as Ease of Doing Business, Logistics Performance Index, Good Governance Index, Export Readiness and Startup Ecosystem. Gujarat has become the number one state in the country in receiving foreign direct investment. In the past 20 years, the number of MSME industries in Gujarat has increased from Rs.74 lakh to 8.66 lakh. Industrial production has increased from 1.27 lakh crore to 16.19 lakh crore.”

Shri Jagdish Vishwakarma, Minister (Industry), Gujarat said, “The State Government has enacted the legal framework to provide establishment, operation, regulation and management of large size Investment Regions and Industrial Areas to especially enable their development as Global Hubs of Economic Activity to strengthen Gujarat's manufacturing ecosystem as well as emphasize various sectors of India's dynamic business ecosystem.”

Shri Amrit Lal Meena, Special Secretary, Logistics, DPIIT and CEO & MD, NICDC said, “NICDC along with all SPVs adhere to policy measures to ensure facilitation of land at reasonable cost to the investors. We have consistently been in touch with all investors, ensuring speedy clearances and addressing all concerns.”

Shri Raj Kumar, ACS, Industries, Gujarat, Shri Abhishek Chaudhary, Vice President- Corporate Affairs, NICDC, Shri Hareet Shukla, MD, DICDL, Shri Surendra Singh, CEO & MD, IITGNL, Shri Suresh Kakani, MD, AITL also spoke on the occasion. There was also a brief session where existing and prospective investors shared their views. Shri Hareet Shukla, MD Dholera Industrial City Development Limited, gave the final vote of thanks for the conference where he thanked all the dignitaries and assured the Hon’ble Union Minister to achieve and exceed the targets set by the Government.

About NICDC:

In order to accelerate growth in manufacturing and for ensuring systematic and planned urbanization, Government of India (GoI) has adopted the strategy of eveloping Integrated Industrial Corridors on the backbone of transport connectivity infrastructure in partnership with State Governments.

The concept for formation of the Delhi Mumbai Industrial Corridor (DMIC) was approved by the Cabinet in 2007 as the first Industrial Corridor envisaged on the backbone of the Railways Dedicated Western Freight Corridor. Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC) was incorporated in January, 2008 as the Project Development Agency for DMIC project.

Under the project, greenfield smart cities are being developed by using funds from Govt. of India and investment into project SPV’s either as equity or debt directly by National Industrial Corridor Development and Implementation Trust (NICDIT) from Project Implementation Funds (PIF) and land coming as equity from the respective State Govt.

DMICDC is acting as a project development Company which undertakes various prefeasibility, feasibility, master planning and engineering studies for developing new greenfield industrial smart cities. DMICDC functions as a knowledge partner to NICDIT, downstream city level SPV’s and Project level SPV’s. The scope of DMICDC Limited has expanded due to expansion of the scope and mandate of NICDIT and DMICDC has been entrusted with the responsibility of carrying out project development activities for all Industrial Corridor Projects which has been announced by Govt. of India or which will come up in the future. Therefore, the name of the company was changed from DMICDC to NICDC (National Industrial Corridor Development Corporation Limited) with effect from 17th February, 2020.

About Dholera

The Dholera Special Investment Region (DSIR) is a major Greenfield Industrial Hub planned and located approximately 100km south of Ahmedabad and 130km from the State Capital Gandhinagar. The project as envisaged will be the first initiative from National Industrial Corridor Development Corporation (NICDC) to create a linear zone of industrial clusters and nodes to be developed in the influence area of Western Dedicated Freight Corridor (DFC).

DSIR has been planned over an extensive area of land measuring approximately 920sqkm and encompassing 22 villages of Dholera Taluka in the Ahmedabad District. This will be by far the largest of investment nodes planned along the influence of DFC in the DMIC region. This node is strategically located between the industrial cities of Vadodara, Ahmedabad, Rajkot, Surat and Bhavnagar urban agglomerations. The nearest international airport is at Ahmedabad and Government of Gujarat through the Dholera International Airport Company Limited (DIACL) has plans to develop another international airport in the north-east of the proposed investment region. NICDC Limited with support of DSIRDA, plan to create an economically and socially balanced new-age City with world class infrastructure and highest quality-of-life standards and sustainability in the urban form. This new age city aims to have a sustainable urban transportation system within and mobile/ efficient regional connectivity with neighboring cities and the rest of the country.
