Chief Economic Adviser’s six pillars to enhance the competitiveness of MSMEs


GeM is developing a forward auction platform for CPSE’s idle asset monetisation

More than 35% of the total annual public procurement from MSEs by CPSEs in FY 2021-22

An Exhibition on ‘Nation Building and CPSEs’ is being organised by Department of Public Enterprises (DPE) from 09th – 12th June, 2022 at Mahatma Mandir, Gandhinagar, Gujarat. More than 2800 visitors enthusiastically participated till date and walked through the journey of Central Public Sector Enterprises (CPSEs) that presented their contribution to the nation. The enthusiastic crowd enjoyed the cultural folk dances like Kalbeliya from Rajasthan, Garba Raas from Gujarat, Bumrasia from Haryana and singers from Rajasthan performed Langa Folk songs. Besides there were entertaining programs by Radio Jockey and Quizes about contribution of CPSEs towards nation building.

As part of the event, two workshops were also organised on procurement by CPSEs. The first workshop on “Public Procurement with a special focus on vendor interface with the Micro & Small Enterprises (MSE)” was organised by DPE in association with the industry chamber FICCI at Mahatma Mandir. The interactive workshop aimed to encourage and promote public procurement from MSEs.

Citing the importance of MSMEs in nation building, Dr. V. Anantha Nageswaran, Chief Economic Adviser said that “Promotion of integrated cluster infrastructure development, access to finance, skill development, product diversification, marketing and branding, access to technology, and digital tools are the six pillars to enhance the competitiveness of MSMEs.”

He also encouraged the audience to pledge and adopt the best practices concerning timely payments to MSE suppliers to enhance their performance.

 

Speaking on occasion, Shri Rajesh Kumar Chaudhry, Special Secretary, Department of Public Enterprises, Ministry of Finance, Government of India, also alluded to liquidity as a critical concern. He asked august audience to deliberate on point to bring way forward as acceptance of goods services on the TReDs portal so that MSEs could utilise the same for financing or discounting purposes. “CPSEs should give the acceptance on the platform directly within the 15 days so that the MSEs are able to get discount on it”, he said.

 

Shri Sunil Parekh, Co-Chairperson of the FICCI Gujarat State Council, said, in the Financial year 2021-22, around INR 50,000 crore worth of goods and services were procured by CPSEs from MSEs in the country. “It is more than 35% of the total annual procurement by 126 CPSEs and it has benefited almost 2.08 lakhs MSEs today”, he said.

 

Dr. Ishita Ganguli Tripathy, Additional Development Commissioner (Policy & PPP), Ministry of Micro, Small and Medium Enterprises, Government of India, also noted the robust increase in procurement from CPSEs while emphasising on the need to increase the procurement from women-owned and SC-ST-owned MSEs. She also spoke about the Champions portal – an internet-based centralised public grievance redressal and monitoring portal.

 

The workshop was attended by entrepreneurs from across the country, including several attending the live streaming sessions at Mumbai, Kolkata, Kochi, Chennai and Guwahati. Also, NIC officials made a demonstration of SAMBANDH and SAMADHAN Portals for the gathering.

 

During the day, a second workshop on "Procurement by CPSEs with Special focus on Vendor Interface with GeM" was also organised. During the workshop, several government officials provided an overview of the GeM portal and its new initiatives. Success stories and presentation were shared by several entrepreneurs who have already onboarded the platform.

 

Shri Rajesh Kumar Chaudhry, Special Secretary, noted the new initiatives of the GeM portal and mentioned several success stories of MSEs using the portal. "In 2017-18, when we started the procurement by CPSEs from GeM, the trade was just Rs 216 crores. Now, the trade is Rs 45,000 crores", he said.

 

Shri Chaudhry added that idle assets with the CPSEs are also proposed to be monetised. "The GeM is developing a forward auction platform for this kind of monetisation process", he said.

 

Shri Prakash Mirani, Additional Chief Executive Officer, Government eMarketplace, said that the participation of CPSEs has been vital for the GeM portal. "84% of the transactions at the portal come from top-50 CPSEs", he said and encouraged CPSEs to use the portal in procuring services.

 

Shri Sunil Parekh, Co-Chairperson of the FICCI Gujarat State Council, said that the GeM portal aims to enhance transparency, efficiency and speed in public procurement. "Currently, almost 6 million products and 1.4 lakh service offerings are available on the GeM portal", he said.

 

The AKAM Mega Show will conclude tomorrow. On the last day, besides Exhibition, there will be cultural performances, entertaining programs by Radio Jockeys and Quizzes for visitors. The free shuttle service shall also continue till tomorrow.
