STATUS OF JAL JEEVAN MISSION AND JAL SHAKTI ABHIYAN

Jal Shakti Abhiyan (JSA) was launched in 2019 in 1,592 blocks out of 2,836 blocks in 256 water stressed districts of the country in 2019. During the campaign, officers, groundwater experts and scientists from the Government of India worked with State and District officials in 256 water-stressed districts of the country to promote water conservation and water resource management. Outcome of JSA 2019 campaign across the country was as follows:

Jal Shakti Abhiyan - Catch the Rain (JSA:CTR) with the theme Catch the rain, where it falls, when it falls was launched on 22.03.2021 for creating appropriate rainwater harvesting structures in urban and rural areas of all the districts in the country with people's active participation, during the pre-monsoon and monsoon periods during 22.03.2021 to 30.11.2021.

 

Outcome of JSA:CTR, as uploaded by the States and Central line Ministries/Departments as on 08.03.2022, is: (i) Water Conservation & Rainwater Harvesting Structures: 16,22,957; (ii) Renovation of Traditional Water Bodies: 2,96,958; (iii) Reuse and Recharge Structures: 8,31,961; (iv) Watershed Development: 19,18,395; (v) Intensive Afforestation: 36,75,68,460; (vi) Training Programmes/ Kisan Melas: 43,631; (vii) Jal Shakti Kendras: 340. The aforesaid works include completed as well as ongoing activities.

 

Government of India in partnership with States, including Uttar Pradesh, is implementing Jal Jeevan Mission (JJM) to make provision of tap water supply to every rural household of the country by 2024. At the time of announcement of Jal Jeevan Mission in 2019, out of 18.93 crore rural households, 3.23 crore (17%) households were reported to have tap water connections. As on date, out of 19.31 crore rural households in the country, 9.16 crore (47.4%) households are reported to have tap water supply in their homes, including 35.41 lakh households having tap water supply (out of 2.64 crore total households) in Uttar Pradesh .

A number of steps have been taken to plan and implement JJM in the whole country, including Uttar Pradesh, with speed, inter alia, which include joint discussion and finalization of saturation plan and annual action plan (AAP) of States/ UTs, regular review of implementation, workshops/ conferences/ webinars for capacity building, training, knowledge sharing, field visits by multi-disciplinary team to provide technical support, etc. Detailed operational guidelines for the implementation of JJM; Margdarshika for Gram Panchayats & Village Water & Sanitation Committees (VWSCs) to provide safe drinking water in rural households and guidelines on a special campaign to provide piped water supply in anganwadi centres, ashramshalas and schools have been shared with States/ UTs, to facilitate planning and implementation of Jal Jeevan Mission. For online monitoring, JJM–Integrated Management Information System (IMIS) and JJM–Dashboard have been put in place. Provision has also been made for transparent online financial management through Public Financial Management System (PFMS).
