JAMMU & KASHMIR AND LADAKH

  1. Ladakh delegation met Union Home Minister. (06th January, 2021)
  • Representatives expressed their concern with respect to conservation of language, culture and land of Ladakh, participation of the people of Ladakh in its development
  • At meeting held under chairmanship of Union Home Minister it was decided that in order to find an appropriate solution to these issues a committee will be constituted under the leadership of Union Minister of State for Home, Shri G.Kishan Reddy
  • Committee would comprise of members of the delegation who met the Union Home Minister today, elected members from Ladakh, members of the LAHDC Council and ex-officio members representing the Government of India and the Ladakh administration

 

  1. The Government notified the New Central Sector Scheme for Industrial Development of Union Territory (UT) of Jammu & Kashmir with an outlay of Rs. 28,400 crore. (19th February, 2021)
  2. The Jammu and Kashmir Reorganisation (Amendment) Act, 2021 notified for merging the existing cadre of Jammu and Kashmir with the Arunachal Pradesh, Goa, Mizoram and Union territories (AGMUT) Cadre for IAS, IPS and IFoS. (26th February, 2021)
  3. Union Minister of Home Affairs, Shri Amit Shah undertook a thorough review of the development programs of UT of Jammu and Kashmir. (18th June, 2021)
  • All refugees who came from PoJK andWest Pakistan and from Kashmir to Jammu, should get the refugee package as soon as possible
  • Instructions for starting 3000 MW Pakal Dul and Keeru hydro-electric projects along with fast-tracking other 3300 MW projects
  • To increase income of farmers, use of modern techniques in agriculture and at least one agro-based industry should be established in each district
  • Farmers of Jammu and Kashmir should get benefits of PM Kisan Yojana, Kisan Credit Card and other farmer friendly schemes
  • Work towards increasing quality and density of apple production in Jammu and Kashmir so that apple growers will receive maximum price for the crop

 

  1. Qazigund-Banihal Tunnel in UT of Jammu and Kashmir opened for traffic (06th July, 2021)
  2. The Union Cabinet approved establishment of a Central University in UT of Ladakh. (21st July, 2021)
  3. Cabinet approves establishment of Integrated Multi-purpose Corporation for the Union Territory of Ladakh; With Rs 25 crore share capital the corporation will be first organization dedicated to development in the region (22nd July, 2021)
  • With Rs 25 crore share capital the corporation will be first organization dedicated to development in the region
  • Corporation will work for industry, tourism, transport and marketing of local products and handicraft
  • Corporation to work as main construction agency for infrastructure development in Ladakh
  • Goal of Atmanirbhar Bharat to be realized through employment generation, inclusive and integrated development of Ladakh region

 

  1. Union Minister of Home Affairs, Shri Amit Shah launched web portal for registration of units under 'New Central Sector Scheme' for Industrial Development of UT of Jammu and Kashmir. (31st August 2021)
  • Under this policy of the Modi Government, investment of more than Rs 50,000 crore will come in Jammu and Kashmir and under this, there will be all-inclusive, all-round development of Jammu and Kashmir
  • Apart from tourism, education and IT in Jammu and Kashmir, this policy will also take forward many other possibilities
  • One Nation, One Ration Card scheme has been implemented by J&K, and Ujjwala, DBT, Saubhagya and many other schemes have been fully implemented in J&K
  • Hindi and English have been given official language status along with Urdu and Dogri, which will make functioning of the government smooth
  • In Jammu and Kashmir, the elections to the three-tier Panchayati system were conducted peacefully, without a single bullet being fired
  1. Sindhu Infrastructure Development Corporation (SIDCO) set up in the UT of Ladakh with an equity capital of Rs. 25 crore, this corporation will look after infrastructure and industrial development of the UT. (24th September, 2021)

  • Union Home Minister inaugurates international flight from Srinagar to Sharjah through Video Conferencing, also interacted with the members
    of J& K Youth Clubs
  • Kashmir from where news of stone pelting, terrorism, violence used to be received till two and a half years ago, today youth of the same Jammu and Kashmir is talking about development, skill development, employment, scholarships for education

· About 70 percent of Kashmir population is below 35 years of age and if they are encouraged by instilling hope, linked with development work, made ambassadors of peace and development of Kashmir, then no one can ever disturb peace in Kashmir

· A new beginning has been made in Kashmir, ending panic, terrorism, fear, corruption, nepotism and new era of peace, development, prosperity and coexistence has begun

  • With the introduction of a three-tier Panchayat system, youth of Jammu and Kashmir have biggest opportunity, only youth of the village can become Panch, Sarpanch, District Panchayat member, MLA and Chief Minister of Jammu and Kashmir and also go to Parliament
  • The youth of Jammu and Kashmir, brilliant children of poor families here, no longer need to go outside Jammu and Kashmir to become doctors
  • No other state or Union Territory has such an attractive industrial policy, and, that is why investment of more than Rs. 15,000 crore came since Independence, whereas in Jammu and Kashmir, an investment of Rs. 12,000 crore has come within six months of the new industrial policy
  1. An international flight from Srinagar to Sharjah started. (23rd October, 2021)
  2. Union Minister of Home Affairs, Shri Amit Shah inaugurated and laid foundation stone of various development projects in Jammu. (24th October, 2021)
  • New campus of IIT Jammu Inaugurated built at cost of Rs. 210 crore
  • Earlier there were only four medical colleges in Jammu & Kashmir, today seven new medical colleges have been established, earlier there were 500 medical seats, now 2,000 students can pursue MBBS degree from here
  • Metro is about to start in Jammu and Srinagar, a big piece of land has been allotted for Jammu airport and the airport will be developed with Rs. 700 crore
  1. Union Minister of Home Affairs, Shri Amit Shah inaugurated and laid foundation stones of various development projects in Srinagar. (25th October 2021)
  • We do not have any bad intentions, we do not have ill feelings, the only sacred goal is development of the Valley, Jammu & Kashmir and the newly formed Ladakh
  • The intention and motive of those disturbing this journey of development are not clear, they mislead the youth of Kashmir, people of Kashmir have as much right over the country as I do
  • I hope that the next Chief Minister of Kashmir shall be one who does not go to London, rather goes to Anantnag in Kashmir and listens to the voice of the people of Kashmir
  • Those disturbing peace in Jammu & Kashmir did not want industry, they wanted youth to remain unemployed and take part in stone pelting
  • We want youth to pick up books instead of stones, instruments instead of weapons and to do well in life
  • Work on a 500 bedded hospital in Srinagar has been completed at a cost of Rs. 115 crore, foundation stone also has been laid for Handwara Medical College, work to construct roads worth Rs. 4,000 crore also has been started
  • A big programme is starting under which 75 Sufi religious places including temples, gurudwaras and Muslim religious places will be upgraded at government expenses to restore the Ganga-Jamuni culture
  1. In 2021 (Up to 15th November), number of terrorist incidents decreased by 7.58 percent as compared to corresponding period in 2020. There was decrease in fatalities of Security Forces Personnel by 37.50 percent in 2021 (Up to 15th November) as compared to the corresponding period in 2020.
  2. Incidents of infiltration and terrorist attacks decreased significantly since 2018 in Jammu and Kashmir. The number of casualties suffered by Security forces and J&K Police (01st December, 2021)
  • During the last 12 months from December 2020 to November 2021 (upto 26.11.2021), 14 terrorists have been apprehended and 165 terrorists have been killed.
  1. Work under progress on two All India Institute of Medical Sciences (AIIMS) at the cost of Rs. 2000 crore each, besides 7 other medical colleges in the UT of J&K.
  2. Construction work underway at IIT Jammu and IIM Jammu.

 

 

NORTH-EAST

  1. Union Minister of Home Affairs, Shri Amit Shah presided over 69th meeting of the North East Council (NEC) in Shillong.  (23rd January 2021)
  • NEC has been working to raise livelihoods in the North-East besides launching several projects, which shows how important the role of NEC is
  • India, as a whole, will be considered developed only when there is development of the North-East and for the development of North-East it is necessary that development reaches the people of each and every religion and language
  • North-East has been embodied with abundant natural beauty in the whole of India; the confluence of different cultures seems to create a wonderful harmony, so this region can emerge as a major center of tourism and it will also lead to development of the North-East Region
  • North-East represents the heart of India, we have to take care of it; while undertaking development activities, there is a need to preserve the heritage here
  • The Central Government has changed its perspective of the Northeast, so the Northeast will also have to change its perception of how it looks up to the Center
  • We have to create suitable environment so as to attract investment in the North-East and along with the government support, the private sector can also partner in the development process here
  1. Union Minister of Home Affairs, Shri Amit Shah attended a rally organized in Kokrajhar, Assam to celebrate first anniversary of historic Bodoland Territorial Region (BTR) Agreement.  (24th January, 2021)
  • The problem of the Bodo region, which had been continuing over several years and claimed more than 5,000 lives, was resolved as a result of the firm resolve and guidance of Shri Modi, paving the way for development in the Bodo region
  • Today both Bodo and non-Bodo are present in this rally, conveying the message that both Bodos and non-Bodos are Sons of the Soil, children of India and both are striving for peace together
  • Rs. 4 lakh aid has been started for all the surrendered militants
  • The work of honouring the Bodo language is also being done and the long pending demand was fulfilled by according it the status of the state’s co-language
  • Tourism will also come up in Assam through proper development and the entire North East will develop along with the development of the state
  • The Union Government is standing like a rock behind the Government of Assam, you keep moving forward
     
  1. Ceasefire Agreements with Naga groups extended. (12th April 2021)
  2. Union Minister of Home Affairs, Shri Amit Shah inaugurated Inter-State Bus Terminal at Shillong, Meghalaya. Also inaugurated a Cryogenic Oxygen Plant and Paediatric Ward at Umsavali. (24th July, 2021)
  • The development of North East can happen only when this geographically remote region is provided with all types of connectivity and this bus terminal will not only increase connectivity but will also boost economic activities
  • Government is moving ahead by giving priority to three things-
    First: To preserve and promote its dialects, languages, dance, music, food, culture and create awareness about it all across India,
    Second: To make it a peaceful region by resolving all disputes of the Northeast, &
    Third: Efforts to make the Northeast a developed region and bring its GDP contribution back to the pre-Independence level

 

  1. Union Minister of Home Affairs, Shri Amit Shah laid foundation stone for Multipurpose Convention Centre and Exhibition Facility of North Eastern Space Applications Centre (NESAC) in Shillong. (24th July 2021)
  • Earlier there was talk of infiltration, terror and corruption in the Northeast but today there is talk of development, connectivity, infrastructure and development
  • The issues troubling the North-Eastern region for decades have been resolved, which includes the border dispute with Bangladesh, the peace pact with NLFT, resolution of problems of Bru refugees in Tripura and Mizoram and the Bodo Peace Accord
  • All complex problems of North-East will be resolved and the peaceful resolution of inter-state border disputes, surrender of militant groups of Manipur and Nagaland and bringing them to mainstream should be the collective aim and collective goal of all of us
  • NESAC's role will be of utmost importance in making the Northeast drug free and terrorism free and developed
  • Our plans will get scientific basis through NESAC Society and on this foundation a developed North-East will be made
  • Shri Amit Shah assured that there is no limitation on budget for North-East, but there should be proper utilization of expenditure, if targets are achieved, then the Government of India will have no problem in investing
  • The location of North-East is geographically remote and challenging, so there is a need to work out a strategy to accelerate the development
  • With the coordination of MHA and NESAC, a single window system will be made so that the states can get real time information about flood management
  • There should be a coordination between disaster management and NESAC which can provide warning of lightning about 36 hours in advance
  • The Corona period shook the world and came as a big threat to the entire human race, even at such a time, the priority of the Government of India has been the Northeast
  • Whether to send ventilators, oxygen cylinders or provisioning of medicines, priority has been given to the North-East by the M/o Home Affairs and also in terms of vaccination, priority is given to North-East
  • There is a need to increase testing in some states and even if the positivity rate increases, then tireless efforts should be made to reduce the positivity rate
  • It is a matter of great pride for all of us that Manipur's daughter Mirabai Chanu won the silver medal for India in the 49 kg weightlifting category at the Tokyo Olympics today
  1. Union Minister of Home Affairs, Shri Amit Shah inaugurated and laid foundation stone of several development projects in Guwahati. (25th July 2021)
  • With the formation of our government in Assam for the second time on its own strength, it became clear that the people of Assam have made up their mind to give up agitation, weapons and terrorism and go forward on the path of development
  • Different types of dialects, culture, languages, songs and music and variety of cuisines of the entire North-East are not only a jewel of the North-East but of India as well
  • The entire North-East will be benefited with the setting up of a cancer hospital in Assam, the cancer research papers prepared by the students here will be referred across the country and abroad
  • Before 2022, more than 35,000 Bru families will get land to live for the first time after 35 years, will get food grains and ₹ 4,500 pension and will also get respect
  • Before 2024, not only Assam but the entire North-East will quit terrorism and agitation and walk on the path of development
  • The Government has set the narrative that for development, cooperation and hard work is needed, and not agitation, the people of Assam have realised it

 

  1. Historic Karbi Anglong Agreement to end decades old crisis, ensuring Assam’s territorial integrity signed in New Delhi In presence of Union Minister of Home Affairs, Shri Amit Shah.(04th September 2021)
  • Today’s Karbi Anglong agreement is signed for the peace and prosperity of Assam, this day will be written in golden letters in Assam’s history
  • It is the policy of the Central Government that those who shun violence are brought into the mainstream and we talk to them even more politely and give them more than their demands

 

  1. In fulfilling vision of the Prime Minister, Shri Narendra Modi of  an ‘Insurgency free and prosperous North East’ and in a significant boost to the Naga peace process, under guidance of Union Minister of Home Affairs, Shri Amit Shah, Government of India entered into a Ceasefire Agreement with National Socialist Council of Nagaland (K) Niki Group, with effect from 08th September, 2021 for a period of one year. (08th September 2021)
  • More than 200 cadres of this group along with 83 weapons joined the peace process. The Ceasefire Agreement and Agreed Ceasefire Ground Rules were signed on 08th September, 2021. The Government of India has already signed a Framework Agreement with NSCN(IM) and Ceasefire Agreements with other Naga groups namely, NSCN(NK), NSCN(R) and NSCN(K)-Khango.
  1. The Union Home Ministry began tripartite talks with Gorkha representatives from the Darjeeling Hills, Terrai and Dooars region and Government of West Bengal. (12th October 2021)
  2. Security situation in North Eastern States has improved substantially since 2014. 2020 recorded lowest insurgency incidents and casualties among civilians and security forces during last two decades. Compared to 2014, there was 80 percent reduction in insurgency incidents in 2020. Similarly, in this period, casualty of Security Forces came down by 75 percent and Civilian deaths by 99 percent.

 

 

 

OFFICIAL LANGUAGE

  1. Union Minister of Home Affairs, Shri Amit Shah presented the Tenth Volume of the Report of the Parliamentary Committee on Official Language to the President of India, Shri Ram NathKovind, in New Delhi. (09th September 2021)
  2. Union Minister of Home Affairs, Shri Amit Shah attended Hindi Diwas 2021 celebrations in New Delhi. (14th September 2021)
  • There are no differences between Hindi and any local language, Hindi is friend of all Indian languages and it can progress only through co-existence
  • The phrase self-reliant should not only be seen in the context of production and commercial institutions, the phrase self-reliant is also about languages and only then the dream of a Self-Reliant India will be a reality
  • 14 September is a day to introspect as to what has been done for the promotion of our languages and the Official Language
  • For ages to come, India will preserve its languages, and we should also make our languages flexible and useful
  • Swadeshi, Swabhasha and Swaraj were the three basic pillars of the Freedom Struggle
  • A foreign language cannot introduce us to the great culture and pride of India, cannot connect with the ideological body of the country, only the Mother tongue can keep a child connected with his or her local roots
  • We have to explain to our younger generation that language can never be a hindrance, we should use our language with pride and without hesitation
  • There can be no better medium of expression of knowledge than the Mother tongue
  • The translation of the history of every state of the country should be prepared in the Official Language and in the local languages
     
  1. The Department of Official Languages, Ministry of Home Affairs organized a Joint Regional Official Language Conference and Prize Distribution Ceremony for Central Government Offices, Banks and Public Sector Undertakingslocated in Western and Central Zones in Goa. (22nd October, 2021)
  2. Union Minister of Home Affairs, Shri Amit Shah inaugurated two-day All India Official Language Conference in Varanasi. (13th November 2021)
  • In order to give impetus to the official language, the decision to take the All India Official Language Conference out of the corridors of Delhi was taken in 2019 itself and this new beginning is happening in the year of Azadi Ka Amrit Mahotsav.

· It should be a year of resolve for all of us Hindi lovers that when the hundred years of independence are completed, then the official language in the country and all our local languages ​​should be so strong that there is no need to take the help of any foreign language.

  • There were three pillars of our freedom movement - Swaraj, Swadeshi and Swabhasha, Swaraj was achieved but Swadeshi and Swabhasha were left behind.
  • A lot of efforts being made to create dispute and politics between Hindi and local languages ​​and I want to say that there is no contradiction between Hindi and our local languages ​​and Hindi is the friend of all local languages.
  • The development of the official language can happen only when the local languages ​​develop, and the local languages ​​can develop continuously only when the official language is strong throughout the country, both are complementary to each other.
  • Earlier, if someone did not know how to speak English, then a child would be gripped with inferiority complex, today I claim that after some time he will feel inferior if he cannot speak in his own language.
  • The country which loses its language, also loses its civilization, culture and original thinking in the course of time, the country which loses its original thinking cannot contribute to the progress of the world
  • Let our language be immortal and progress because language is a very important source of advancing society and life, carrying forward the flow of culture and spreading the knowledge derived from the fluency of culture all over the world.
  • I appeal and request to the parents across the country to talk with their children in their own language, it will be good for the language but it will be more beneficial for the children because original thinking can come only from their own language.
  • Second language can give memorized knowledge, but the journey to acquire and advance knowledge can only be done through original thinking and original thinking can be achieved only through own language.
  • The stronger and richer the language, the more extensive, powerful and everlasting the culture and civilization will be.
  • I want to call upon the youth that they should never be ashamed of their attachment to and use of their language, because their language is a matter of pride.
  • In the Amrit kaal, we have set some goals that the language of education, administration, judicial system, technology, mass communication and entertainment of the country should be local and official language.
  • The history of the independence of the country and the country is in different languages ​​in different states and in the history of the states and a campaign should be started to translate it into the official language.
  • For the creation of national integration, it is very important that the events and history books scattered in every corner of the country should be translated into the official language.
  • If the acceptance of Hindi is to be established, then Hindi will have to be made flexible, not to impose the official language, but to make it universally accepted with our efforts.

 

  1. Joint Regional Official Language Conference and Prize Distribution Ceremony for Central Government Offices, Banks and Undertakings located in North-1 and North-2 regions organized in Kanpur, Uttar Pradesh by Department of Official Language, Ministry of Home Affairs. (27th November 2021)
  • Official language department's Twitter handle also inaugurated, through this handle the promotion of Official Language will receive greater momentum

· I is expected from citizens of our great Nation, which has given the world the esoteric knowledge of science, mathematics, yoga, spirituality and culture, due to which is called Jagat-Guru, that they should faithfully fulfill their obligations towards the Official Language

  1. Department of Official Language, Ministry of Home Affairs, organized a joint regional official language conference and award distribution ceremony in Hyderabad for Central Government Offices, Banks, undertakings located in the South and South-West Zones. (04th December, 2021)
  2. The Joint Regional Official Language Conference and Award Distribution Function was organized for Central Government offices, banks and undertakings located in East and North-Eastern regions by the Department of Official Language, Ministry of Home Affairs, in Dibrugarh. (18th December, 2021)

 

CENTRAL ARMED POLICE FORCES (CAPFs)

  1. Union Minister of Home Affairs, Shri Amit Shah laid foundation stone of 97th Battalion of Rapid Action Force at Bhadravathi, Karnataka (16th January 2021)
  • With the foundation stone of the 97th Battalion, a new chapter has been added in the history of the RAF
  • Whether it is the fight against Naxalism or LWE, everywhere the CRPF jawan is standing in the first line of duty for the security of the country
  • If 130 crore Indians will use ‘Made in India’ goods, then nothing can stop us from achieving the goal of a $5 trillion economy

 

  1. Union Minister of Home Affairs, Shri Amit Shah, paid homage to brave Corona Warriors of Delhi Police at their Police Headquarters, (19th January 2021)
  • The year 2020 brought many challenges but Delhi Police faced every challenge very well
  • Whether it was the riots in North East Delhi, or the Lockdown, Unlock or return of migrant labourers to their homes or farmers agitation, Delhi Police has come off with flying colours in all tests
  • Calls upon Delhi Police to set their targets on the completion of 75 years of India’s Independence in 2022
  • Every Police Station and all police personnel, from Constable to Police Commissioner, should set their targets for 2022
  • This would be the biggest improvement ever and nothing will come in the way of improving the public perception about Delhi Police and solving problems of the capital
  • Crime control does not simply mean just apprehending the criminal, they should also get the harshest punishment which is possible only when forensic and scientific evidence is placed before the court
  • A world-class data center of the Delhi Police linking more than 15,000 cameras would be set up in Delhi and these cameras would directly help in crime control
  • Police welfare is also being taken care of. Efforts are being made to double the housing satisfaction ratio from about 19 percent to 40 percent

 

  1. In order to provide healthcare benefits to CAPFs personnel and their family members residing in interior areas of the country, a joint initiative was undertaken by Ministry of Home Affairs and the National Health Authority to provide cashless healthcare services to serving CAPFs personnel from all seven forces, viz. Assam Rifles, BSF, CISF, CRPF, ITBP, NSG and SSB, and their dependents through Ayushman Bharat PM-JAY IT platform. Union Minister of Home Affairs, Shri Amit Shah launched the 'Ayushman CAPF' scheme for personnel and dependents of Central Armed Police Forces in Guwahati, Assam on 23rd January, 2021 on pilot basis and is being implemented across the country in a phased manner. The convergence between Ayushman Bharat and CAPF is a first of its kind initiative leveraging strengths of existing robust IT framework, access to the network of 24,000 hospitals empanelled under Ayushman Bharat Prime Minister Arogya Jan Yojana (AB-PMJAY) including public and private hospitals both in rural and urban areas. 545 hospitals of CAPFs, Assam Rifles and NSG have also been empanelled under AB-PMJAY so as to provide access to the local population registered with Ayushman Bharat Scheme to avail treatment from these hospitals. Under this scheme, more than 30 lakh Health Cards will be distributed to CAPFs personnel and their family members. As on 1st December, 2021 - 19,75,972 Health Cards had been distributed.
  • I believe that the soldiers who are serving our motherland should not worry about their families, it is our responsibility to take care of their families
  • All CAPF personnel and their families in the country, with a simple card swipe, will receive free treatment in 24,000 hospitals
  • We are also trying to ensure that every Jawan gets to spend at least 100 days every year with his family
  • Just a few days ago recruitment results have been declared and 50,000 Jawans will join the CAPFs soon, besides another 50,000 Jawans will also be recruited in the near future
  • Housing satisfaction ratio will be increased to 55 percent, which is targeted to be gradually increased to above 65 percent by 2024

 

  1. The Union Minister of Home Affairs,Shri Amit Shah launched ‘Ayushmaan CAPF’ Scheme health cards at the national level in New Delhi (02nd November 2021)
  • CAPFs should take care of security of the country without any worries, Government will take care of their families
  • CAPF personnel and their families will now be able to avail cashless in-patient and out-patient healthcare facilities at all Hospitals empanelled under Ayushmaan Bharat PM-JAY or CGHS
  • To enable seamless services to CAPF beneficiaries, NHA has created appropriate mechanisms with a dedicated toll-free helpline 14588, an online grievance management system, and a stringent fraud and abuse detection, prevention and control system

 

  1. Union Minister of Home Affairs, Shri Amit Shah released CRPF's book 'Nation First - The Golden Saga of 82 Years' (19th February 2021)
  • Celebration of CRPF's Ex-Servicemen's Day (Veterans’ Day) is a commendable and proud effort
  • On 13 December 2001, terrorists could not enter Temple of Democracy due to promptness of action, bravery and sacrifice of CRPF soldiers, due to which plans of the terrorists failed
  • The country's first Home Minister, Sardar Vallabhbhai Patel, gave a flag to the CRPF and placed it in the forefront after independence and since then this Force is providing its services for internal security
  • CRPF personnel are performing well on the borders and on all fronts within the country and have done commendable work without ever thinking of adverse situation

  • After the 1965 war, the seed sown of the Border Security Force with 25 battalions in states on the border areas, the BSF has today grown into a banyan tree which is providing security to the country
  • For the first time the principle of 'One Border, One Force' was accepted during Atal ji's government and a structured blueprint was started
  • Border Security implies National Security and with unsecured borders no nation can remain safe
  • By 2022, there will be no remaining gaps in border fencing
  • Border deployment will be reinforced soon with the deployment of indigenous anti-drone system

Coalition of Disaster Resilient Infrastructure (CDRI):- CDRI, a global partnership initiative led by India,, promotes resilience of existing & future infrastructure systems, to minimize economic losses and improve well-being of communities by supporting countries confronted by social, economic, environmental and climate risks, in enhancing disaster resilience of infrastructure. To promote resilient, sustainable and inclusive infrastructure in Small Island Developing States (SIDS), CDRI launched Infrastructure for Resilient Island States (IRIS) at COP-26 on 2nd November, 2021, in the presence of the Prime Minister, Shri Narendra Modi.
  2. Union Minister of State for Home Affairs, Shri Nityanand Rai inaugurated the family housing complex of Central Industrial Security Force (CISF) at Dwarka, Delhi. (18th November 2021)
  • Construction of 10 buildings at a cost of Rs. 71 crore for CISF/DMRC Delhi, land acquisition in Gurugram at a cost of Rs. 104 crore and expansion of residential/office complex and training facilities in Ghaziabad at a cost of Rs. 261 crore is being carried out
  • Central Armed Police Forces play an important role in ensuring security and maintaining unity of the country. Forces like CISF are great examples of realizing the dream of 'Ek Bharat, Shreshtha Bharat' and 'Unity in Diversity'

 

  1. CAPFs undertook massive plantation drive and planted more than 1.47 crore saplings during 2020 and more than 1.05 crore saplings in 1,216 of their campuses across 26 States and 7 Union Territories during 2021 upto 30th November.
  2. CAPFs Plantation Teams (the Green Warriors) involved in Plantation Drive are also taking care of these plants for their growth. In case, saplings get dried/damaged, new saplings are being planted. Team wise responsibilities have been assigned for upkeep of these saplings and for their harmonious growth till these saplings become full grown trees. The Plantation Drives by CAPFs, ARs and NSG reflects their concern for the environment.
  3. The present housing satisfaction level (as on 30.11.2021) in CAPFs is 46.77 percent against authorized dwelling units. On completion of 20,696 houses, the satisfaction level will be enhanced to 54.49 percent against authorization.

Union Minister of Home Affairs, Shri Amit Shah addressed 57th Raising Day celebrations of the Border Security Force in Jaisalmer, Rajasthan; awarded Police Medal for Gallantry to next of kin of martyrs and serving BSF personnel and President's Police Medal for outstanding service.   • For the first time after the establishment of BSF, the government has decided to celebrate the Foundation Day of BSF in a border district, we should continue to expand this tradition
  • The period between 75 to 100 years of our Independence will be the best period and during this period it has to be planned as to where will we stand in every field when we celebrate 100 years of our Independence
  • More than 35,000 personnel of Border Security Force, Police Forces and CAPFs have made their supreme sacrifice across the country and BSF is at the forefront as the responsibility of guarding the toughest borders has been given to BSF
  • It was decided to establish BSF after the 1965 War and today it is the world's largest border guarding force
  • The Border Security Force has displayed valour and rendered excellent service in every situation in the geographical environment in which it works
  • The Army and the Border Security Force, together in 1971, displayed indomitable courage at Longewala, expelling an entire tank battalion
  • Even though the enemy were more in number and possessed modern weaponry, yet the victor is the one who faces the enemy with courage and valour inspired by the spirit of patriotism
  • There is no medal to honour gallantry, your bravery itself is a medal for the whole nation
  • During Atal Bihari Vajpayee’s time, a major decision was taken with regard to our borders, one country, one force, meaning there would be only one force on the borders of the nationand at that time the most difficult borders were selected for the BSF
  • The security of 4,165 km long Bangladesh border and 3,323 km long Pakistan border is the most difficult, but the BSF with 193 battalions and more than 2,65,000 soldiers has protected these borders very well
  • The Central Government’s ex-gratia payment of Rs. 35 lakh and Rs. 25 lakh is also transferred to the martyr's family in a month
  • During the COVID-19 pandemic, the CAPFs and police forces across the nation displayed their humaneness by serving the people
  • The Border Security Force and all our CAPF jawans together have not only planted about 2.5 crore trees within two years, but have also worked to see that all the planted trees grow by providing them total protection
  • A country can progress and encourage its culture only when it is safe and you are the jawans who ensure the security of the nation and the nation is proud of you
  • The best technology available in the world will be provided to the Border Security Force to protect themselves and the borders, and this is the government’s commitment
  • The Border Security Force, NSG and DRDO are making efforts together to deal with the threat of drones and develop anti-drone systems, in a short time we will be able to develop an indigenous anti-drone system
  • I urge BSF jawans that along with looking after the security of our borders, whenever you get time, after discussing these issues with the District Collector, find out if thepeople living in border areas are receiving benefits of welfare schemes of the government which are for the poor
  1. CAPF e-Awas’ portal is specifically designed for maintenance of inventory of residential accommodation including Separated Family Accommodation (SFA) in various CAPFs and online allotment thereof. The portal would also cover inventory of mess/guest house accommodation and booking/allotment through online mode. The objective of the portal is to bring in transparency in allotment of accommodation as well as to improve utilization of vacant accommodation by keeping provision of allotment of such accommodation to personnel of sister CAPFs.
  2. In order to bring transparency in postings/transfers of CAPFs personnel, instructions have been issued to all CAPFs to use software for rotational transfers.  Suitable software has already been developed and is being used by ITBP, CISF & SSB for postings/transfers of their personnel. The development of the software by the remaining forces i.e. CRPF, BSF and Assam Rifles is in progress.
  3. Union Home and Cooperation Minister, Shri Amit Shah during his Maharashtra visit, inaugurated the camp complex of 5th Battalion of NDRF in Pune and inspected the new campus of CFSL campusand inaugurated its new building.

  • NDRF is a symbol of trust and their mere presence during any kind of disaster, floods, landslides, storms, building collapses or lightning strikes, during these incidents people are relieved and are assured that as soon as NDRF Jawans reach the spot that theyare safe, and this creates a sense of security amongst the people
  • It is very difficult to build this trust in such a short time, in such a large country and in such a difficult area and that is only when everyone from the head of the Force to the last man is dedicated to his cause
  • NDRF was also sent abroad many times as well, and there also you have delivered very good results and left a very good impression on behalf of the nation and that can only be possible if you believe in Vasudhaiv Kutumbakam
  • NDRF was formed in 2006 and at that time there were eight Battalions, today this Force has 16 Battalions and regional response centers and regional response teams are also present in 28 cities
     
  • Today NDRF is counted among the best and largest disaster response forces in the world, it is a matter of great pride for the country and for the Government of India
  • If crime is to be controlled then it is necessary to mete out punishment to the offender and this can happen only when there is room for scientific evidence in investigation and both these are not possible without FSL
  • The Government of India has developed a number of softwares, with which courts and FSL are also being linked, so that no person or prosecutor in courts will be able to say that the FSL report is yet to be received, the report will directly reach the court's record
  • Today there are many internal security challenges before us, such as narcotics, arms smuggling, counterfeit currency, cross border infiltration etc.

 

 

AZADI KA AMRIT MAHOTSAV

  • The cycle rallies covering a distance of 41,000 kilometres and the Sudarshan Bharat Parikrama Car Rally starting from today is a sincere effort to awaken consciousness in the country and it will take us towards the fulfilment of the goals of Azadi Ka Amrit Mahotsav
  • The two main objectives of Azadi Ka Amrit Mahotsav are to try to revive the immortal saga of the unsung martyrs who made supreme sacrifice for the country’s freedom and to connect with the development of the country by awakening the spirit of patriotism in the new generation
  • We may not get the privilege of sacrificing our life for the country, but it is in our hands to live for the country
  • Freedom fighters laid down their lives and brought us where we are today by attaining freedom for the country, but can we live our whole life for the country, for this we should ensure our participation in the development of the country
  • If all 130 crore Indians take one resolution during the Azadi Ka Amrit Mahotsav, then India will become a very big power, if all Indians take a single step in the same direction, then we all move 130 crore steps forward together
  • The year of Azadi Ka Amrit Mahotsav is the year of 130 crore Indians to take and fulfill their resolutions and only all these 130 crore resolutions can make India self-reliant
  • Central Armed Police Forces personnel are guarding the borders of the country in difficult conditions ranging from minus 43 to 43 degrees celsius temperature, and, due to their sacrifice, today the country is safe and moving on the path of development

  • This is the place where many known or unknown Freedom Fighters suffered inhuman torture and made supreme sacrifices and raised slogans of ‘Vande Mataram’ and ‘Bharat Mata Ki Jai’
  • Cellular Jail built by the British is most important place of pilgrimage for countrymen and that is why Veer Savarkar used to say that this is a great pilgrimage among other pilgrimages where many martyrs have sacrificed to ignite the Light of Freedom
  • This year is the year of ‘Azadi Ka Amrit Mahotsav’, it is a year to dedicate oneself again to the country by taking inspiration from the Freedom Struggle, a year to resolve on how great a country India will be at the time of hundred years of its Independence
  • West Bengal has made a great and special contribution in the Freedom struggle, most of the Freedom Fighters came here from Bengal and Punjab
  • The title ‘Veer’ was not given by the government to Veer Savarkar, crores of people gave that title to Savarkar, to acknowledge his valour and patriotism

  • In 1943, Netaji Subhash Chandra Bose had rid this part of India from the clutches of the British for two years
  • This should become a very important place for patriots across the country, especially the younger generation, because it was here that Netaji hoisted the Tricolor for the first time
  • Andaman and Nicobar is a pilgrimmage place of the Freedom Movement in itself, the youth of the country should know, understand and see the kind of tortures our Freedom Fighters endured in Kalapani
  • Once the younger generation sees the Cellular Jail, where Veer Savarkar, Bhai Parmanand and Sanyal lived, they will come to know what cost has been paid for a free India
  • If we want to dedicate our life for the development, progress and pride of India, then no one can stop us, and, this is our goal during the Azadi Ka Amrit Mahotsav
  • Seeing Netaji and his life, it is felt that injustice was done to Netaji, he did not get as much importance as he deserved
  • The Indian Republic could not have existed without the work of Sardar Patel who brought the more than 550 princely states within India in less than a year and a half
  • Manipur was under British occupation for a long time but the Freedom Fighters of Manipur always fought hard against the Britishers
  • Maharaja Kulchandra Dhwaja Singh and 22 freedom fighters were sent to Kala Pani and placed on an island Mount Harriet, in their memory we would like to honour their contribution by naming Mount Harriot as Mount Manipur

· Those who spend the best years of their life in minus 43 degrees celsius to 43 degrees celsius temperatures on the borders of the country, those who live in water and in the air, their families should know that their son, husband or father protect the country and the country also cares for them

 

DISASTER MANAGEMENT

  1. Release of State Disaster Response Fund (SDRF)/National Disaster Response Fund (NDRF):-for 2021-22, as on 25.11.2021 the allocation in SDRF was₹23,186.40 crore out of which ₹17,747.20 crore was central share of Govt of India and ₹5,439.20 crore was share of State Governments.  During 2021-22, both installments of central share of SDRF amounting to Rs. 17,747.20 crore were released, in advance, to all States. Besides, financial assistance of Rs.3,543.54 crore has also been released from NDRF to 7 States.
  1. Raising of 4 Battalions of NDRF:- 4 Battalions of NDRF have been approved for raising, at an estimated cost of Rs 637 crore. These Battalions are to be placed in Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Delhi National Capital Region. Three Battalions have already been operationalized and the 4th Battalion is in process of being raised.

  • Directed officials to maintain better synergy between the Central and State agencies to create a permanent system for forecasting floods and water level rise in major catchment zones and regions of the country
  • Suggested to the Ministry of Jal Shakti to devise a mechanism to remove soil from large dams, which would help in increasing capacity of dams and in flood control
  • Also advised specialized institutions like the India Meteorological Department and the Central Water Commission to use state-of-the-art technology and satellite data for more accurate weather and flood predictions
  • Various mobile apps related to weather forecasting like 'Umang', 'Rain Alarm' and 'Damini' app should be given maximum publicity so that their benefits reach the targeted population
  • Damini app triggers warning about lightning strikes three hours in advance which can help reduce losses to life and property

  • Reviewed the latest situation by holding a meeting with the officials of the Central and State Governments
  • Timely warning by the Central Government helped in minimizing loss of lives
  • After the Central government issued a warning 24 hours in advance, a large amount of damage was prevented due to alerts sent by the State Government and local administration to SDRF, NDRF, ITBP, Army, Air Force etc.
  • Coordination between Central Water Commission and Irrigation Department was very good, due to which it became easy to manage the water level
  • Central Government has already released an assistance of Rs. 749.60 crore as the Central share under the State Disaster Response Fund (SDRF)

  • The sacrifices of your comrades will not go in vain and the whole nation stands like a rock with the families of martyred soldiers
  • You all fought with great bravery for many hours in remote interior areas where we could not reach till 4-5 years ago, in which the Naxalites too have suffered huge casualties
  • Due to the problem of Naxalism, there is no development in these areas; we have to fight against this evil for the uplift of millions of people here and to provide employment, education and health facilities to them
  • The Naxal problem in the country has reduced to a large extent today due to the zeal and valour of the security personnel and your spirit to fight in adverse conditions
  • This is not our personal fight, this is a fight to restore peace, develop and make the country prosper
  • You should have faith that the Government of India understands your problems with full compassion and in this battle stands with you like a rock

 

  1. Union Minister of Home Affairs, Shri Amit Shah chaired review meeting in New Delhi on Left Wing Extremism (26th September, 2021)
  • The Central Government is committed to the development of Naxal affected areas
  • In decades of fighting, we have reached a point where the death toll is less than 200 for the first time and this is a shared and great achievement for all of us
  • Unless we get rid of the problem of Left Wing Extremism completely, the full development of the country and the states affected by Left Wing Extremism is not possible
  • Government of India has been fighting a battle on two fronts for many years without paying attention to political parties, those who want to give up arms and become a part of democracy are warmly welcome, but those who take up arms and hurt innocent people and the police, responded in the same way
  • The fight against a problem that has killed more than 16,000 civilians in the last 40 years has now come to an end and needs to be accelerated and made decisive
  • Recently the Government of India has been successful in getting insurgent groups to surrender their arms, especially in the North East

 

  1. The Left Wing Extremism (LWE) scenario, while remaining an area of concern for internal security of the country has shown a significant improvement in recent years. The declining trend continued in 2021 as well. The last seven years have seen an unprecedented improvement in the LWE scenario across the country. There has been an overall 50.2 percent reduction in violent incidents (12,598 to 6,275) and 66 percent reduction (4,961 to 1,687) in LWE related deaths in the period May 2014-Oct 2021 as compared to the preceding period. There has been a 64 percent reduction (3,445 to1,237) in casualties to Security Force personnel.
  2. In comparison to 2020, the year 2021 (upto 15.11.2021) saw a decline of 27.2 percent (578 to 421) in incidents of violence and number of deaths decreased by 20.2 percent (163 to 130), which is mainly contributed by death of civilians. The improvement in LWE scenario can be attributed to greater presence and increased capacity of the Security Forces across LWE affected States, better operational strategy and better monitoring of development schemes in affected areas.
  3. Developmental outreach by the Government of India and States has seen an increasingly large number of LWE cadres shunning violence and returning to the mainstream.

 

CHANGES IN GUIDELINES / LAWS

  3. Existing FCRA Account Holders given more time till 30.06.2021 to open “FCRA Account” in designated New Delhi Branch of State Bank of India (19th May, 2021)
  4. Indian visa or stay stipulation period of foreign nationals stranded in India due to COVID-19 pandemic to be considered as deemed to be valid till 31.08.2021 (04th June, 2021)
  5. Reinforcing the commitment of the Modi Government to provide safe and secure digital payments eco-system, Union Home Ministry under leadership of Minister of Home Affairs, Shri Amit Shah operationalised National Helpline 155260 and Reporting Platform for preventing financial loss due to cyber fraud (17th June, 2021)
  • The National Helpline and Reporting Platform provides a mechanism for persons cheated in cyber frauds to report such cases to prevent loss of their hard earned money

 

  1. Memorandum of Understanding (MoU) between National Disaster Management Authority (NDMA) Government of India and Department of Civil Protection of the Presidency of the Council of the Italian Republic on cooperation in the field of Disaster Risk Reduction and Management signed. (24th June, 2021)
  2. Online module deployed and activated under the IVFRT platform in August, 2021 to process applications for renunciation of Indian citizenship.  Through this module, an Indian citizen of full age and capacity can apply online for renunciation of Indian citizenship.  End to end processing of applications for renunciation of Indian citizenship has been made online. Online processing aims to reduce compliance burden and bring transparency.
  3. Central Government further delegated its powers to grant Indian citizenship by registration or naturalization in respect of foreigners belonging to Hindu, Sikh, Jain, Budhist, Christian or Parsi community migrating from Pakistan, Bangladesh and Afghanistan, to Collectors of 13 more districts and Home Secretaries of two more States.  With this, Collectors of 29 districts and Home Secretaries of 9 States have been authorized to grant citizenship in respect of aforesaid category of migrants. This delegation will speed up the process of granting Indian citizenship to these migrants as the decision would be taken at the State and District level.

  11. Various flagship schemes/ development schemes are being implemented in UTs in mission mode and are being rigorously monitored with a vision to make UTs models of good governance and inclusive development, for rest of the country to emulate. The ultimate aim is to achieve the highest standard of living for residents in UTs and bring about a transformation in their quality of life. The schemes are in sync with the vision of “Sabka Sath, Sabka Vikas, Sabka Vishwas, Sabka Prayas”.
  12. These initiatives have ensured ease of living, citizen-centric services and infrastructure for residents of the UTs. Lakshadweep set an example for rest of country by completely eradicating tuberculosis and becoming first Tuberculosis-free UT. Puducherry become first UT to grant online approvals for building plans. Under the Ease of Living Index, 2020, New Delhi Municipal Council topped ''Municipal Performance Index'' in the ''less than a million'' population category, while Silvassa secured 3rd position in “Below 1 million population” Category. Under Direct Benefit Transfer,  100 percent electronic transfer being undertaken in six UTs, viz. Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, NCT of Delhi, Lakshadweep, and Puducherry.
  13. Government of India has set up “Indian Cyber Crime Coordination Centre (I4C)” to deal with cyber crimes in coordinated and comprehensive manner. Main objective is to set up a National level cyber crime coordination centre as an effective apparatus to handle all issues related to cybercrime in the country. Government has launched the National Cyber Crime Reporting Portal (www.cybercrime.gov.in), to enable public to report incidents pertaining to all types of cyber crimes, with special focus on cyber crimes against women and children. Citizen Financial Cyber Fraud Reporting and Management System has been launched for immediate reporting of financial frauds and to stop siphoning off funds by fraudsters. A toll-free number 155260 operationalised to get assistance in lodging online cyber complaints.

  1. Delhi Police filed chargesheet in rape and murder of a girl in Delhi’s Nangal area. Union Minister ofHome Affairs, Shri Amit Shah gave directions to speedily complete investigation in the case and file chargesheet within 30 days, for speedy justice. (28th August, 2021)
  2. Delhi Police filed charge sheet in rape case of a girl in Delhi’s Trilokpuri area, In pursuance to the ‘zero tolerance’ policy of Prime Minister, Shri Narendra Modi and Government of India to crimes against women and commitment towards expeditious investigation and trial of heinous crimes against women and girls. (03rd September, 2021)

  • Ancient culture, traditions and languages ​​of the states of Southern India enrich culture and ancient heritage of India
  • India’s development cannot be imagined without the significant contribution of the states of Southern India
  • Modi Government respects all regional languages and hence in today's meeting, facility of translation has been provided in all languages of the member states of the Southern Zonal Council
  • Today we have conquered fear and the Central Government will continue to do everything possible to cover all states under immunization programme
  • Zonal councils are advisory bodies in nature and yet we have been able to resolve many issues successfully and provide an opportunity for interaction between members at the highest level
  • It is endeavor of the Ministry of Home Affairs to organize at least 10 meetings of the Standing Committees every year, as meetings of Standing Committees not only set the agenda, but also resolves many issues at the Standing Committee level
  • In last 7 years more than 560 issues have been resolved in meetings of the Standing Committees and Zonal Councils, the most since 1956

· Chief Ministers must prioritize tackling menace and spread of drugs as drug use destroys lives and potential of our youth

  • There should be zero tolerance in POCSO offenses and priority should be given to POCSO cases
  • Crimes against children are unacceptable and 60 day time limit must be adhered to

12.President of India approved conferment of 119 Padma Awards on the occasion of Republic Day -2021. The list comprised 7 Padma Vibhushan, 10 Padma Bhushan and 102 Padma Shri Awards.
