The 178th meeting of the Governing Body of the Dattopant Thengadi National Board of Workers’ Education & Development (DTNBWED) was held at Vigyan Bhawan, New Delhi on 4th December, 2021. The main focus of discussion was the recognition of the skills of workers having no formal training. Shri Bhupender Yadav, Union Minister for Labour & Employment inaugurated the meeting. Shri Rameshwar Teli, Union Minister of State for Labour & Employment and Shri Sunil Barthwal, Secretary, Labour & Employment also graced the occasion.

Shri Bhupender Yadav, Union Minister for Labour & Employment in his inaugural address, informed that Ministry of Labour & Employment is examining the scope to expand the Social Security to the maximum workers including unorganized sector workers. The Minister further added that Workers Education and Development has two concepts i.e. Education and Development. The concept of development should have holistic approach. He stressed that the labour of our country must lead a dignified life as enshrined under our constitution. Ministry of Labour and Employment is fully committed to the cause of Workers Education & Development.

Shri Rameshwar Teli ,Minister Of State in his address stated that the progress of nation depends on development and contribution of workers. The Board is playing a pivotal role in creating awareness about various welfare schemes of Government of India and reaching to various categories of workforce by creating awareness about various schemes viz. Prime Minister Atmanirbhar scheme, Pradhanmantri Shram Yogi Mandhan Yojana etc.

Shri Sunil Barthwal, Secretary, L&E said that the worker after passing 10th or 12th standard, starts to earn by joining in a factory/workshop, and they develop their skills by experience only. There are approximately 46 crore workers out of which 38 crores are in Unorganized Sector. Some acquire skills through formal learning in Polytechnic or ITI institutes but large workforce learnt those skills by Learning by Doing during job.

He further emphasized that certificates can be awarded by DTNBWED to the workers having such skills also based on Prior Learning (PL). There is provision in the Wage Code for Minimum Wages to be linked with skills i.e. unskilled, semi-skilled, skilled and highly skilled workers. The workers can earn more by getting certificate of skill set. The Board may generate awareness among the unorganized sector workers through e-learning courses. DTNBWED should generate awareness about the newly enacted Labour Codes and the benefits therein.

It was further discussed in detail with the Governing Body to engage with Ministry of Skill Development for a holistic approach.
