DATA ON MANUAL SCANVENGERS

The data of the number of people engaged in cleaning of the insanitary latrines prior to 2013, based on the State-wise survey, is given in the Annexure. In the state of Odisha, 230 people were engaged in manual scavenging before 2013. The details of rehabilitation of these people is given in the Annexure.

No periodic survey is undertaken to gauge the number of manual scavengers as it is a banned activity since 6.12.2013 under Sections 5 and 6 of the MS Act, 2013. As per Section 12 of the MS Act, 2013, any person who claims to be a manual scavenger can apply for rehabilitation.

Manual Scavenging as defined under Section 2(1)(g) of the MS Act, 2013 is prohibited w.e.f. 6.12.2013 under Sections 5 and 6 of the Act. The State Governments have informed that this practice is no longer prevalent in their States. There has been considerable progress after the Swachh Bharat Mission in which 10.72 Cr sanitary toilets in rural areas, and 62.5 lakh toilets in urban areas have been constructed, and the consequent demolition of the insanitary latrines.
