The Special Foundation Course (SFC) 2026 was inaugurated today at the National Communications Academy – Finance (NCA-F) campus, New Delhi. A total of 116 Officer Trainees representing 11 All India and Central Civil Services are participating in the course, the second SFC conducted by NCA-F.

Shri Amit Agrawal, Secretary, Department of Telecommunications, was the Chief Guest. In his inaugural address, he underscored the importance of critical and analytical skills in an era of democratised knowledge. Referring to the rise of Artificial Intelligence, he observed that the past no longer holds all the keys to the future. He called upon the Officer Trainees to become future-ready public servants by anchoring transformative technology in sound judgment and core human values.

The Oath of Allegiance was administered by Dr. Sanjiwan Sinha, Director General, NCA-F. Dr. Kamal Kapoor, Course Director, SFC 2026, welcomed the dignitaries and Officer Trainees and emphasised the core values of Discipline, Learning and Camaraderie. Shri Amarnath Ojha, Course Coordinator, presented the course structure.

Spanning ten weeks, from 12^th October to 18^th December 2026, the course comprises 18 academic and experiential components, including public administration, law, economics, ethics, leadership, national security and good governance. It also features Viksit Bharat Talks by eminent personalities, a Field Research and Study Programme, and a Himalayan Study Tour in association with ITBP.

The course seeks to nurture ethical, citizen-oriented and future-ready civil servants, committed to the vision of Viksit Bharat.
