In a major step towards realising Prime Minister Shri Narendra Modi’s vision of an Aatmanirbhar Bharat and strengthening India’s telecom manufacturing capabilities, Union Minister for Communications and Development of North Eastern Region, Shri Jyotiraditya Scindia’s initiative and sustained efforts are giving shape to Asia’s first Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh.

The Bhoomipujan ceremony for this landmark project will be held on 29 October 2026, in Gwalior with Union Home Minister Shri Amit Shah set to participate. Union Home Minister Shri Amit Shah has accepted Shri Scindia’s invitation and confirmed his presence at the ceremony.

Conceived as a transformative industrial initiative for Gwalior, the TMZ is the outcome of Shri Scindia’s sustained engagement with the Department of Telecommunications (Ministry of Communications, Government of India), the Government of Madhya Pradesh and the industry. Shri Scindia’s continued efforts of over 2 years have focused on bringing together the required land, infrastructure, investment and industry participation to translate the idea into a world-class telecom manufacturing ecosystem.

Proposed at the Shrimant Madhavrao Scindia Counter Magnet City (SADA) in Gwalior, the TMZ is envisioned as a major hub for telecom manufacturing, bringing together manufacturing units, technology innovation, research and development, testing and advanced technology capabilities under one ecosystem.

Union Minister Shri Scindia has been personally driving the project through regular reviews and coordination with senior officials of the Department of Telecommunications and the Government of Madhya Pradesh. From identifying and securing land and developing infrastructure to engaging investors and addressing industry requirements, he has maintained sustained focus on taking the project from concept to now execution with the Bhumipujan ceremony on 29 October 2026.

During his recent inspection of the proposed TMZ site in Gwalior, Union Minister Shri Scindia had underlined that the project was not simply an industrial estate, but a strategic opportunity to create a complete telecom manufacturing ecosystem in Gwalior, bringing together more than 24 manufacturing units and companies associated with the telecom sector.

What is the Telecom Manufacturing Zone?

Similar to how a Special Economic Zone (SEZ) functions, Gwalior's Telecom Manufacturing Zone is being developed on a special plug-and-play model. Under this model, companies will have access to ready infrastructure, common facilities and an enabling industrial environment, allowing them to commence manufacturing operations with minimal lead time.

The TMZ will support manufacturing of telecom equipment and components, while also creating capabilities in design, research and development, testing and innovation. The Zone will also provide a platform for industries associated with optical fibre, semiconductors and advanced technologies such as 5G and 6G.

The initiative is aimed at strengthening India’s domestic telecom manufacturing capacity, advancing self-reliance in telecom products and enhancing India’s participation in global manufacturing and technology value chains.

Union Minister Shri Scindia’s Investor Outreach Brings Investment Proposals of Over ₹5,500 Crore. A key pillar of Union Minister Shri Scindia’s efforts has been his direct engagement with investors and industry leaders to bring investment into the Gwalior TMZ.

With the objective of attracting leading companies to the project, Shri Scindia led investor engagements and roadshows in Delhi, Mumbai and Bengaluru, presenting the project’s potential, infrastructure and investment opportunities.

In July 2026, the Department of Telecommunications and the Government of Madhya Pradesh signed an MoU for the establishment of the TMZ. This was followed by investor roadshows led by Shri Scindia and Madhya Pradesh Chief Minister Dr. Mohan Yadav.

The Delhi roadshow resulted in investment commitments of approximately ₹3,500 crore, with the potential to generate around 14,000 employment opportunities. At the Mumbai roadshow held on 4 August, companies expressed commitments of approximately ₹2,000 crore, with the potential to create around 4,000 jobs.

More recently, Shri Scindia convened an investor meeting in Bengaluru with companies from the telecom, electronics, semiconductor and technology sectors. The interaction generated further interest in the project, with additional investment proposals of approximately ₹700–800 crore emerging.

As a result of these sustained efforts, the TMZ has now attracted investment proposals exceeding 5,500 crore, with the potential to generate more than 18,000 employment opportunities.

Union Minister Shri Scindia’s investor outreach has helped position the TMZ as a major catalyst for industrial growth and economic activity across the Gwalior-Chambal region.

Central Government to Provide 100% Financial Support of ₹493 Crore

The Government of India is providing 100% financial assistance of ₹493 crore for the infrastructure development of the first phase of the project. The Government of Madhya Pradesh has made approximately 170 acres of land available free of cost for the project.

For implementation, a Special Purpose Vehicle (SPV) has been constituted with 51% equity participation by the Government of Madhya Pradesh and 49% by the Department of Telecommunications.

The Centre-State partnership will play a key role in ensuring time-bound implementation, development of industrial infrastructure and provision of essential facilities to investors.

Union Minister Shri Scindia’s Continued Review to Drive Time-Bound Execution

Union Minister Shri Scindia recently conducted a detailed site inspection of the land identified for the TMZ at the Shrimant Madhavrao Scindia Counter Magnet City (SADA), along with senior officials from the Department of Telecommunications and the Government of Madhya Pradesh.

During the visit, he reviewed the progress of the project, land availability, requirements of prospective investors and the roadmap ahead. He directed senior officials to ensure that all project-related work moves forward in a time-bound manner and that the infrastructure and facilities required by investors are put in place without delay.

The project continues to remain among Shri Scindia’s key priorities, with regular reviews being undertaken to ensure that the vision for Gwalior’s telecom manufacturing ecosystem translates into a reality on the ground.

A New Chapter in Gwalior’s Industrial Growth

The proposed Asia’s first Telecom Manufacturing Zone in Gwalior, driven by Shri Scindia’s vision and sustained efforts, has the potential to transform the region into a significant hub for telecom manufacturing and technology.

Beyond investment, the project is expected to create new opportunities for local youth in employment, technical skills, innovation and entrepreneurship, while strengthening the industrial ecosystem of Gwalior-Chambal and Madhya Pradesh.

Aligned with Prime Minister Shri Narendra Modi’s vision of Aatmanirbhar Bharat and ‘Make in India, Make for the World’, the TMZ represents a significant step towards establishing India as a global telecom manufacturing hub.

What began as an ambitious vision championed by Shri Scindia is now taking concrete shape on the ground, with major industry participation, significant investment interest and a clear roadmap for execution. The Gwalior Telecom Manufacturing Zone is poised to become a landmark example of Centre-State cooperation, industry-led growth and India’s transition from telecom consumption to telecom manufacturing and global technology leadership.
