In a major step towards making land governance more transparent, accessible, and citizen-friendly, the Department of Land Resources, Ministry of Rural Development is set to officially launch the Operational Guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 (2026–2031) on Thursday, 10 September 2026, at 6:30 PM.

Building on the success of earlier phases that achieved near-complete computerization of land records across the country, the upcoming DILRMP 3.0 will roll out as a Central Sector Scheme with an anticipated financial outlay of Rs. 565.50 Crore. The Department of Land Resources (DoLR) will implement this ambitious five-year roadmap across all States and Union Territories.

The launch event will unveil the core vision of DILRMP 3.0, which shifts the focus from simple digital record-keeping to establishing a comprehensive, GIS-enabled "Land Stack." This Digital Public Infrastructure (DPI) will seamlessly integrate maps, land ownership details, property registration, and court cases into a single interoperable ecosystem.

Key Interventions to be Unveiled:

• Universal Bhu-Aadhaar (ULPIN): A framework to assign a 14-digit unique identification number to every land parcel in the country, ensuring secure and unmistakable identity for all properties.
• Digitisation of Maps and Georeferencing: Complete digitization of cadastral maps embedded with exact geographical coordinates.
• Paperless Property Registration: The introduction of end-to-end online, paperless registration and a new Registration Repository. The Ministry also plans to upgrade 75 Sub-Registrar Offices (SROs) into modern 'Registration Seva Kendras' with an outlay of Rs.37.5 Crore.
• Integrated Revenue Courts: A modern, paperless case management system (RCCMS) integrated directly with land records to track disputes and cut down the time and cost of legal battles.
• NAKSHA Pilot for Urban Areas: Completion of NAKSHA Pilot.
   

Focus on the Citizen

The soon-to-be-released guidelines will heavily emphasize "Ease of Living" and "Ease of Doing Business." By promoting API-based secure integration, the program aims to eliminate the need for citizens to make repeated physical visits to government offices, paving the way for proactive and reliable citizen-centric services.

To ensure funds translate into real-world benefits, the Ministry will monitor real-time progress facilitated by an upgraded DILRMP-MIS dashboard.

Through tomorrow's launch of DILRMP 3.0, the Government of India will reaffirm its commitment to building a trusted, integrated, and future-ready Land Information Ecosystem for Viksit Bharat.
