Smt. Ranjana Chopra, Secy, MoTA reviews Ministry of Tribal Affairs’ schemes such as DAJGUA and PM JANMAN on 3rd September 2026 with a focus on strengthening delivery mechanisms, improving convergence, accelerating fund utilisation and addressing implementation bottlenecks across states and implementing agencies.

The review, held under the Chairpersonship of Smt. Ranjana Chopra,Secretary Ministry of Tribal Affairs brought together senior officials of the Ministry INCLUDING Additional Secretary Manish Thakur and other senior officers, the National Programme Management Unit (NPMU), State Governments and implementing agencies to assess the physical and financial progress of key interventions and deliberate on measures to enhance their effectiveness and impact. The meeting included a detailed component-wise review of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA).

Key Announcements and Their Developmental Impact

1. Strengthening ITDA Governance and Decentralised Planning : The Roadmap for Integrated Tribal Development Agencies/Projects (ITDAs/ITDPs) along with comprehensive ITDA Operational Guidelines was shared with the states and ministries. The documents establish a structured framework for planning, governance and monitoring of ITDAs/ITDPs, with the objective of strengthening institutional mechanisms and facilitating greater convergence of Central and State interventions at the district and block levels. The framework is expected to support more effective decentralised planning, improve fund utilisation, minimise implementation delays and facilitate the adoption of replicable models for tribal development across States.

2. Release of Adi Darpan:  The Adi Darpan - a comprehensive compendium reflecting the progress of the Ministry's schemes and programmes as well as the ground realities and development profile of tribal communities across the country was also released at the Consultative meeting. Conceived as a ready reference on tribal development, Adi Darpan is intended to strengthen transparency, facilitate evidence-based planning and provide policymakers, researchers and citizens with greater visibility into the implementation and outcomes of tribal development interventions.

3. District Agri DPR Challenge: The winning districts of the District Agri Detailed Project Report (DPR) Challenge were announced. The Challenge invited districts to develop high-quality, implementation-ready DPRs for agriculture and allied livelihood interventions benefiting tribal farmers.The initiative seeks to promote innovation and strengthen the quality of agri-livelihood planning, particularly in areas such as horticulture, water management and value-chain development. Recognition of well-designed DPRs is intended to encourage replicable models and facilitate the deployment of DA-JGUA resources towards planned, high-impact interventions capable of contributing to sustainable improvements in farm incomes in tribal areas. Winners included - Wayanad, Dima Hasao, Palghar and Palakkad across Kerala, Assam and Maharashtra

4. National Conclave on Tribal Women Entrepreneurs:  The upcoming Rani Durgavati Adivasi Mahila Sammelan – National Conclave on Tribal Women Entrepreneurs was also presented during the meeting by Dr Varnali Deka, Director DAJGUA. Named in honour of the celebrated tribal warrior-queen Rani Durgavati, the national conclave is envisaged as a platform to strengthen opportunities for tribal women entrepreneurs through market linkages, access to credit, skilling and mentorship. The initiative reflects the Ministry's continued emphasis on enabling women-led enterprises, promoting economic self-reliance and strengthening Nari Shakti in tribal regions.

Comprehensive Review of Scheme Implementation

The review examined the component-wise progress of PM-JANMAN and DA-JGUA, including physical and financial achievements, convergence with line ministries and key implementation challenges. Particular attention was given to the status of Utilisation Certificates (UCs) and expenditure commitments under DA-JGUA, PM-JANMAN and Article 275(1), with emphasis on expediting fund utilisation during the remaining period of the financial year.

Progress of the TMMC initiative, the Centre of Competence for Sickle Cell Disease and the CSIR-NBRI bioresource initiative was also reviewed. These initiatives underscore the Ministry's efforts to strengthen health-related interventions for tribal communities while harnessing traditional knowledge and bioresources for developmental outcomes.

The meeting further reviewed the implementation of the Adi Karmayogi Abhiyan, including registrations at Adi Sewa Kendras and enrolment of Adi Karmayogi Volunteers. A demonstration of the iGoT microsite developed for capacity-building of volunteers was also undertaken, reinforcing the focus on developing a trained, responsive and service-oriented grassroots cadre.

The review concluded with the identification of specific action points to strengthen implementation, improve coordination among stakeholders and accelerate the delivery of outcomes under the Ministry's flagship interventions. The exercise reaffirmed the Ministry's commitment to ensuring effective, accountable and outcome-oriented tribal development in alignment with the vision of Viksit Bharat.
