The Central Government is implementing the Centrally Sponsored Scheme for Strengthening of Machinery for Enforcement of the Protection of Civil Rights (PCR) Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. Under the Scheme, Central Assistance is released to States and Union Territories, including Uttar Pradesh, for the effective implementation of the Acts and for providing relief to victims of atrocities.

Minister of State for Social Justice and Empowerment Shri Ramdas Athawale shared the details in a written reply to Rajya Sabha to Prof Manoj Kumar Jha. The House was informed that a total Central Assistance of ₹747.17 crore has been released to Uttar Pradesh between 2019-20 and 2025-26. During this period, 1,43,543 atrocity victims were provided relief under the Scheme.

The written reply further stated that ₹141.36 crore was released during 2019-20 benefiting 23,866 victims, followed by ₹113.03 crore in 2020-21 for 23,592 victims, ₹126.72 crore in 2021-22 for 20,278 victims, ₹91.54 crore in 2022-23 benefiting 23,828 victims, ₹97.95 crore in 2023-24 for 19,240 victims, ₹89.49 crore in 2024-25 benefiting 20,074 victims, and ₹87.08 crore during 2025-26, under which 12,665 victims have been provided relief.

The House was also informed that, as per the National Crime Records Bureau (NCRB), the number of cases registered against Scheduled Castes under the SC/ST (Prevention of Atrocities) Act in Uttar Pradesh increased from 11,829 in 2019 to 14,642 in 2024. During the same period, the conviction rate in Uttar Pradesh consistently remained higher than the national average, recording 66.1%, 70.3%, 76.3%, 80.2%, 70.0% and 73.3% between 2019 and 2024, compared to the corresponding national averages of 32.1%, 42.5%, 36.0%, 34.1%, 32.4% and 33.9%.

With regard to cases registered against Scheduled Tribes under the Act in Uttar Pradesh, the written reply stated that 36 cases were registered in 2019, followed by 3 cases in 2020, 4 in 2021, 5 in 2022, 6 in 2023, and 8 in 2024. The conviction rate was 100 per cent in 2019 and 2020, while no convictions were reported during the period from 2021 to 2024.

Replying to the query regarding compensation, the House was informed that while the Ministry releases Central Assistance to States and Union Territories, the implementation of the Scheme and disbursement of relief are the responsibility of the respective State Governments. The Ministry further stated that it does not maintain centrally the data regarding the actual amount of compensation paid to victims out of the Central Assistance released.
