The Digital India BHASHINI Division (DIBD), under the Digital India Corporation (DIC), Ministry of Electronics and Information Technology (MeitY), Government of India, conducted a Multilingual AI Workshop for officials from the Translation, Publication and Information Technology Wings of the Haryana Vidhan Sabha Secretariat. The workshop showcased AI-powered language technologies and explored their role in strengthening language-first legislative governance, enhancing multilingual legislative workflows, and enabling more inclusive, accessible and citizen-centric legislative processes.

The workshop brought together Members of the Legislative Assembly, Assembly Secretariat officials and other stakeholders to explore how multilingual AI can enhance legislative workflows, improve accessibility to legislative information and enable seamless communication across languages. The session highlighted BHASHINI's vision of building Language-First Digital Public Infrastructure (DPI), where language is no longer a barrier to governance and public participation.

The workshop showcased BHASHINI's growing ecosystem of multilingual AI solutions, introducing participants to its core language technologies, including Automatic Speech Recognition (ASR), Neural Machine Translation (NMT), Text-to-Speech (TTS), Optical Character Recognition (OCR), Transliteration and multilingual APIs. Participants were shown how these capabilities can be seamlessly integrated into government applications, digital platforms and citizen-facing services, making legislative processes more efficient and accessible.

The BHASHINI team showcased live demonstrations of its AI-powered language solutions, offering participants a first-hand experience of multilingual speech recognition, translation, transcription and document-based technologies. The demonstrations highlighted how multilingual AI can support legislative documentation, language-inclusive communication, knowledge accessibility, digital record management and citizen engagement, enabling elected representatives and Assembly officials to communicate more effectively with diverse linguistic communities.

The workshop also explored opportunities for leveraging language AI to strengthen legislative processes by improving multilingual access to official documents, enabling voice-first interactions and making legislative information more accessible to citizens in their preferred language. Discussions focused on how AI-powered language technologies can support the digital transformation of legislative institutions while promoting transparency, accessibility and greater public participation.

Addressing the participants, Shri Amitabh Nag, CEO, Digital India BHASHINI Division, said highlighted BHASHINI's vision for a language-first Digital Public Infrastructure powered by multilingual AI. He emphasised the growing role of indigenous language technologies in transforming governance by ensuring that every citizen can access digital public services in the language they understand best. He also underscored the importance of collaboration between governments, technology partners and institutions to accelerate the adoption of multilingual AI across governance ecosystems.

The workshop reaffirmed BHASHINI's commitment to working closely with public institutions to expand the adoption of AI-powered language technologies across governance. It marks another significant step towards enabling language-first legislative ecosystems, strengthening multilingual accessibility and making governance more inclusive, efficient and citizen-centric.

Hon'ble Speaker, Haryana Vidhan Sabha, Shri Harvinder Kalyan, said: "Artificial Intelligence should empower human intelligence, not replace it. By responsibly adopting voice-first multilingual technologies, legislative institutions can enhance efficiency, strengthen documentation, and improve citizen accessibility, while ensuring that human judgment, discipline, and accountability remain at the core of every official process."

Shri Ram Narayan Yadav, Advisor to the Hon'ble Speaker, Haryana Vidhan Sabha, said: "The presentation on using BHASHINI AI for transcribing the proceedings of the Legislative Assembly and for the translation of its documents was extremely useful. For the accuracy of transcription, the Publication Wing will have to pay special attention to facts and language, while for translation, special attention must be given to grammar and the selection of appropriate words, so that both tasks can be carried out with complete accuracy."
